HomeMy WebLinkAbout1980-04-16 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:00 a.m., Wednesday, April 16, 1980 in the office of the Authority, #1 North School, Fayetteville, Arkansas. Upon Roll Call, the following were present: Commissioners Present: Windham, Shreve, Seaton Commissioners Absent: Endress, Morgan Others Present: Chad Kumpe, Bromo Wilson, Fredia Sawin Pat Donat, Hailey -Powers Architects There being a quorum present, the following business was transacted: The Minutes of the March 19, 1980 Regular Meeting were approved by motion of Mr; Shreve, seconded by Mr. Seaton, and carried unanimously. The March Financial Statement was approved by motion of Mr. Seaton, seconded by Mr. Shreve, and carried unanimously. RESOLUTION NO. 321 RESOLUTION AUTHORIZING THE WRITE-OFF OF CERTAIN NON -EXPENDABLE EQUIPMENT LOST, DESTROYED, OR ABANDONED Mr. Seaton asked that the itemized list of Non -expendable Equipment be re -written to explain the disposition of each item, whether it was worn out, junked, destroyed or stolen. After further discussion, Resolution #321 was passed and approved by motion of Mr. Seaton, seconded by Mr. Shreve, and carried unanimously. The Commissioners discussed Audit Findings #2, 3, 4, &5, and General Comment # 2 & 5. Finding #2 - Frequent Errors/Ommissions in Tenant Files Bromo explained that since the Auditor didn't give an Exit Conference, we are not exactly clear on what specific problems he found. Finding #3 - Liability Insurance Policies Lack Tort Clause It was explained that the Tort Clause has been added to all Liability Policies. Finding #4 - Deposits In Excess of Insured Maximums Not Collateralized This has been taken care of. Have moved investments to Treasury Bills of $100,000. Finding #5 - Security Deposit Records Incomplete Bromo explained that the balance was off $1.00 out of $6,000. Again, without an Exit Conference we are not clear on what the problem was. G eneral Comment #2 - Rent Collection Policy Is Inadequate Chad explained the Rent Collection procedure of the Housing Authority Office. If Rent has not been paid by the 5th working day of the month, that tenant is sent a memo saying you are behind in your rent. By the 15th day, if no response is given they will receive a letter from Chad telling them that Eviction proceedings will start within five days. 99% of the time a letter from Chad will take care of the problem. But if this gets no response, they will receive an eviction notice from the Sheriff. G eneral Comment #5 - Budget Overruns Bromo explained that the account in question was an uncontrolled Acct. (Utilities ). He stated that we will monitor this closer and make sure Budget Revisions are made when necessary. Mr: Seaton advised that Bromo & Chad write a letter to the Auditor asking him to explain these different Audit Findings in greater detail. All other General Comments from the Auditor #1, 3, 6, & 7, have been properly taken care of by Chad & Bromo. A presentation was given by Hailey -Powers Architects on the 52 Conventional Units. Mr. Vizere mentioned that HUD will send somebody from the Architectual Branch and an Appraisor next week to look at the 11 or 12 sites shown on the map. After futher d iscussion, the meeting was adjourned. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS k. u AIRMAN BLDG • • c RESOLUTION NO. 321 RESOLUTION AUTHORIZING THE WRITE-OFF OF CERTAIN NON -EXPENDABLE EQUIPMENT LOST, DESTROYED, OR ABANDONED WHEREAS, the HUD Manual 7510.1 and 7511.1 provide for the write-off of certain non -expendable equipment that is lost, destroyed or abandoned, and WHEREAS, the most recent physical inventory declares certain property that needs to be written off NOW THEREFORE BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, that the attached list of non -expendable equipment be written off the property ledger of the Housing Authority of the City of Fayetteville.
