OF THE CITY OF FAYETTEVILLE, ARKANSAS

The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 a.m., Wednesday, January 16, 1980 in the office
of the Authority, #1 North School, Fayetteville, Arkansas
Upon Roll Call, the following were present:
Commissioners Present: Taylor, Windham, Endress, Morgan, Seaton
Commissioners Absent: None
Others Present: Chad Kumpe, Bromo Wilson, Pat Donat, Fredia Sawin
There being a quorum present, the following business was transacted:
The Minutes of the November 21, 1979 Regular Meeting were approved by
motion of Mr. Windham, seconded by Mrs. Endress, and carried unanimously.
The November Financial Statement was approved by motion of Mr. Seaton,
seconded by Mrs. Endress, and carried unanimously.
The Minutes of the November 28, 1979 Special Meeting were approved by
motion of Mr. Seaton, seconded by Mr. Windham, and carried unanimously.
The Minutes of the December 19, 1979 Regular Meeting were approved by
motion of Mr. Seaton, seconded by Mr. Windham, and carried unanimously.
Bromo stated that the Fayetteville Housing Authority bought one Treasury
Bill amounting to $30,000 for Section 8 - Due February - a 60 day Note -
Paying 10.9 Interest, and another for Housing amounting to $50,000 - Paying
10.9 Interest The December Financial Statement was approved by motion of
Mr. Seaton, seconded by Mrs. Endress, and carried unanimously
Mr. Windham and Mr. Seaton pointed out that the applicant from Mcllroy Bank
showed interest in being on the Fayetteville Housing Authority Board
specifically. Mrs. Endress questioned the possibility that Mr. Shreve
would have to step aside on any Banking opportunities from the Housing
Authority financing, i.e. Treasury Bills, Housing Financing etc. Mr. Seaton
brought the point that Banks do not finance Real Property for a long period
of time. Mr. Kumpe mentioned that L. L. Baxter and Bill Gould were Bankers
when serving on this Board. The Board moved to elect Jim Shreve to succeed
Mr Taylor, for the new term as Commissioner for the Fayetteville Housing
Authority. The votes were counted as 4 ayes and 1 opposed.
Chad discussed what transpired at the meeting with HUD in Little Rock that
he, Robert and Phil attended. We were very disappointed when HUD didn't
have us a. decision within the week as they had promised. Chad mentioned that
he had spoken to a person on the staff of Congressman John Paul Hammerschmidt
concerning the Turnkey Housing situation. After further discussion, Chad
acknowledged that the Director of Multi -Family Housing and the Deputy
would be in today at 10:15 a.m. (1-16-80) from the Airport to go look at
the proposed Turnkey sites. Mr. Seaton expressed an interest to go along
with Chad to show the sites. All the Commissioners agreed it would be nice
to have someone from the Board go along.
Chad discussed the Community Development's desires to build a Daycare Center
for the elderly located at the Southwest corner of the Hillcrest Towers Building
on the lower level shuffel board courts. It would be about a 7,000 square foot
structure. The Commissioners inspected the proposed site for the new Daycare
Center for the elderly. After further discussion the Commissioners voted to
endorse the Council on Aging's request for Community Development funds to
build the center. The Commissioners reserved the right to approve the
Architectural design.
The Commissioners agreed that it would be very helpful for Chad to attend
the Meeting in Ft. Worth on how to build and manage property designed for the
Handicapped. It was approved by motion of Mr. Windham, seconded by Mrs. Endress,
and carried unanimously
Mr. Taylor questioned Chad of the security arrangements in Hillcrest Towers.
Chad explained there are six Night Watchman. The shifts are from 5 p.m. to
1 a.m. and from Midnight until 8 a.m. The Watchman screen people as they come
into the building. We of the Housing Authority are here during normal working
hours. During the daytime members of the Council take turns sitting at the
front desk. The exterior doors lock when closed and can be opened only from
the inside. A chain link barricade has been installed to prevent access from
the ground level to the other floors of the building.
The Commissioners noted that they would like to commend Mr. Taylor for doing
a good job.
There being no further business, the meeting was adjourned.
