Commissioners Present: Endress, Seaton Commissioners Absent: Taylor, Morgan, Windham Others Present: Chad Kumpe, Pat Donat, Fredia Sawin It was noted that there was not a quorum present, and the meeting was adjourned. Drawer OUPP"F") by NO LATER THAN 1 • •Have you ever wondered just how the City of Fayetteville goes about selecting persons to serve on its citizen advisory groups? The City Board of Directors has adopted a "policies and procedures" statement in order to (1) provide a broad cross-section of qualified individuals for service on the appointed bodies; (2) provide an opportunity for participation in city affairs by interested citizens; and (3) provide a means for full Board involvement in the selection process. To implement this policy statement, a file of prospective appointees is kept by the City Manager's Office for future appointments, and these applications come from two principal sources: 1. Periodic paid news advertisements, which always appear on page 2 of an edition of the Northwest Arkansas Times. These are generally placed at least two weeks in advance of appointments and they request that individuals notify the City Manager's Office of their interest in being considered for appointment. Each applicant fills out a short form which gives them an opportunity to specify why they think they're especially qualified for appointment to a particular group. 2. Board members, city staff members, and interested organizations and individuals who know of qualified persons often encourage them to apply for appoint- ment. • Once the filled -out application forms are received, the City Manager's Office circulates copies to each City Director and the Board members submit preferences to the four -Director Board Nominating Committee prior to their meeting. The Nominating Committee meets in open session and recommends to the entire Board a limited number of people for each appointment. The City Board, again in open session, makes the final selection. What are the qualifications for serving on a City committee? According to a policy adopted by the Board on January 7, 1975, The following criteria should generally be considered in making appointments. Because of differences in the appointive bodies, however, the relative importance assigned to the various criteria will vary with different appointments. For example, the Planning Commission appointments would normally emphasize experience and expertise in the subject matter. Besides the general criteria below, special consideration (such as being an organizational representative) may be important for some appointments. 1. Expertise and experience in the subject matter. 2. Interest in the subject matter. 3. Balance of appointive body in terms of personal characteristics such as occupation, age, sex, and sections of the city residence. 4. Individual's ability to attend meetings of the appointive body. 5. I have no particular qualifications other than an ability to noticed that there are very few physicians involved in any way in city government, a surprise to me as there are a great number here (compared with most cities this size) Perhaps my own professional outlook on problems might be of value.
