HomeMy WebLinkAbout1979-11-28 - Minutes - ArchiveMINUTES OF SPECIAL MEETING OF THE HOUSING AUTHORITY • OF THE CITY OF FAYETTEVILLE, ARKANSAS • The Housing Authority of the City of Fayetteville, Arkansas met in Special Session at 8:30 a.m., Wednesday, November 28, 1979 in the office of the Authority, #1 North School, Fayetteville, Arkansas. Upon roll call, the following were present: Commissioners Present: Taylor, Seaton, Morgan Commissioners Absent: Windham, Endress Others Present: Chad Kumpe, Bromo Wilson, Fredia Sawin There being a quorum present, the following business was transacted: The Minutes of the September 19, 1979 Regular Meeting were approved by motion of Mr. Seaton, seconded by Mr. Morgan, and carried unanimously. The September Financial Statement was approved by motion of Mr. Seaton, seconded by Mr. Morgan, and carried unanimously. The Minutes of the September 21, 1979 Special Meeting were approved by motion of Mr. Seaton, seconded by Mr. Morgan, and carried unanimously. The Minutes of the October 17, 1979 Regular Meeting were approved by motion • of Mr. Morgan, seconded by Mr. Seaton, and carried unanimously. It was voted to transfer the money in the Savings Accounts into Treasury Bills or other appropriate investments. Chad & Bromo will set up an appointment to talk to a banker on the procedure. The October Financial Statement was approved by motion of Mr. Morgan, seconded by Mr. Seaton, and carried unanimously. Chad asked that the office employee's be given a 7% raise. Wayne Whitehead, Maintenance Mechanic B, be moved up one in title to Maintenance Mechanic A, which automatically raises his Salary. Mr. Seaton stated that the rules are, there can be no more than a 7% raise given unless the person is given a pro- motion. Chad asked that Barbara Ryan be promoted from Section 8 Director to Section 8 Manager. The Commissioners asked that it be written in the Minutes that they recognize the 7% Salary Increase is not sufficient compared to current level of inflation. The Salary promotions and increases were approved by motion of Mr. Seaton, seconded by Mr. Morgan and carried unanimously. Mr. Seaton asked if anything could be done about the bleeding walls here at the Hi -Rise. Chad said that the Housing Authority has asked for funds to solve this problem in the past but as of yet none has been granted. Chad also noted that he has asked for Weatherization Funds for Lewis Plaza and Willow Heights. The gas bills run more than the tenants Rent. We are going to Vis - queen the windows. Chad estimated that we will need $90,000 in Weatherization Funds. Chad also mentioned that the new units are still tied up with HUD. We should receive a letter from the Reviewers within a week. The Commissioners asked to let HUD know we are quite anctious. There being no further business, the meeting was adjourned. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS • • • RESOLUTION NO. 3/9 RESOLUTION APPROVING SALARY INCREASES WHEREAS, the approved budgets for the Housing Authority allows for salary increases for certain personnel, NOW THEREFORE, be it resolved by the Board of Commissioners of the Housing Authority of the City of Fayetteville that the title promotions listed below are approved, effective December 1, 1979. Wayne Whitehead From - Maintenance Mechanic B With Present Salary - $9,880 Annual To - Maintenance Mechanic A With Present Salary - $10,400 Annual Barbara Ryan From - Section 8 Director With Present Salary - $7,500 Annual To - Section 8 Manager With Present Salary - $7,800 Annual NOW THEREFORE, be it resolved by the Board of Commissioners of the Housing Authority of the City of Fayetteville the Seven Percent Salary Increases listed below are approved, effective December 1, 1979.
