HomeMy WebLinkAbout1979-07-18 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY • OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 a.m., Wednesday, July 18, 1979 in the office of the Authority, #1 North School, Fayetteville, Arkansas. Upon roll call, the following were present: Commissioners Present: Taylor, Endress, Windham, Morgan Commissioners Absent: Seaton Others Present: Chad Kumpe, Bromo Wilson, Ralph Nesson, Fredia Sawin There being a quorum present, the following business was transacted: The Minutes of the June 20, 1979 Regular Meeting were approved by motion of Mrs. Endress, seconded by Mr. Windham, and carried unanimously. The June Financial Statement was approved by motion of Mrs. Endress, seconded by Mr. Windham, and carried unanimously. RESOLUTION NO. 312 RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE HOUSING AUTHORITY•BUDGET''FOR::ARK.,97-1:FOR PERIOD ENDING. SEPTEMBER $G, 1980 TO HUD Chad explained that our 1980 Budget has the 7% salary increase code requested by the Government. The Reserve will be $7,800. Last years budget totaled $75,000 and because of an inflation factor this year it will be $81,000. After further discussion Resolution #312 was approved by motion of Mrs. Endress, seconded by Mr. Windham, and carried unanimously. RESOLUTION NO. 313 • RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE HOUSING AUTHORITY REVISED BUDGET NO. 2 FOR ARK. 97-1 FOR PERIOD ENDING SEPTEMBER 30, 1979 TO HUD Bromo explained that the only thing that went over the budget more than we anticipated was the Contract Costs Account and this was because �f the under ground transformers on the sites that blew up. Chad mentioned that he has talked to several directors of other Housing Authority's about how the situation works when you sell the maintenance to the electric power company and it seemed that they were all satisfied with the arrangement. Chad has talked to SWEPCO about selling these transformers to them and as of yet we haven't received any word. After further discussion Resolution #313 was approved by motion of Mr. Windham, seconded by Mrs. Endress, and carried unanimously • • Chad told the Commissioners that we have sent a letter to HUD on our request for the Turnkey Housing Project in reference to our Regular Meeting of June 20, 1979. HUD hasn't gotten back to us as of this date but they have told us that because of the Usuary law in Arkansas the Construction Financing will be a problem which means they may have to drop the Turnkey method back to the Conventional method. Mr Windham made a motion that our Executive Director, Chad Kumpe, draft a letter to the Area Manager of HUD from the Commissioners of the Fayetteville Housing Authority in regard to the reason for delay on our Turnkey Project, re- ference to the Regular Meeting of June 20, 1979, and the 55 units of Existing Section 8 Housing that we have applied for back in February of 1979. The motion was seconded by Judy Endress, and carried unanimously. There being no further business, the meeting was adjourned. ATTEST: THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS • • • RESOLUTION NO. 312 RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE HOUSING AUTHORITY BUDGET FOR ARK. 97-1 FOR PERIOD ENDING SEPTEMBER 30, 1980 TO HUD RESOLVED, that the proposed expenditures referred to in the budget for the Fayetteville Housing Authority ending September 30, 1980, are necessary in the efficient and economical operation of the housing for the purpose of serving low income families; and, RESOLVED, that the financial plan is reasonable in that it indicates a source of funding adequate to cover all proposed expenditures; and, RESOLVED, that all proposed changes and expenditures will be consistent with provisions of law and the Annual Contributions Contract; RESOLVED, that the Board of Commissioners adopts the following certificate: "Pursuant to the rent schedule approved by HUD, the Housing Authority of the City of Fayetteville certifies that it is in compliance with the provisions of Section 860.407 of Part 860, Subpart D of the Interim Rule published September 26, 1975, in that the aggregate annual gross rent of families residing in the dwelling units for the fiscal year beginning October 1, will not be less than an amount equal to one-fifth of the sum of the "Family Income", as defined in 24 CFR 860.403(f), of all such families." RESOLVED, in addition, pursuant to Section 890,115 of the final rule, effective October 1, 1976, the PHA mentioned herein is in compliance with Section 207(A) of the Annual Contributions Contract, which states in part, that the PHA is reexamining the incomes of families living in the project at least once a year, except that families whose heads or whose sole members that are 62 years of age or over are reexamined once every two years.
