HomeMy WebLinkAbout1979-06-20 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 a.m., Wednesday, June 20, 1979 in the office of the Authority, # 1 North School, Fayetteville, ARkansas. upon roll call, the following were present: Commissioners Present: Windham, Morgan, Taylor, Endress, Seaton Commissioners Absent: None Others Present: Chad Kumpe, Bromo Wilson, Pat Donat, EOA Housing Rep. Fredia Sawin There being a quorum present, the following business was transacted: The Minutes of the April 18, 1979 Regular Meeting were approved by motion of Mr. Morgan, seconded by Mr. Windham, and carried unanimously. The April Financial Statement was approved by motion of Mr. Seaton, seconded by Mr. Windham, and carried unanimously. RESOLUTION NO. 310 RESOLUTION APPROVING TRAVEL TO SOUTHWEST NAHRO ANNUAL MEETING, JUNE 10-12, 1979 AT TULSA, OKLAHOMA Resolution #310 was approved by motion of Mr. Morgan, seconded by Mr. Windham, and carried unanimously. The Minutes of the May 16, 1979 Regular Meeting were approved by motion of Mr. Windham, seconded by Mr. Seaton, and carried unanimously. The May Financial Statement was approved by motion of Mr. Morgan, seconded by Mr. Windham, and carried unanimously. RESOLUTION NO. 311 RESOLUTION APPROVING TRAVEL TO HUD/NAHRO APPLICATION BRIEFING ON THE SECTION 8 MODERATE REHABILITATION PROGRAM, JUNE 25, 1979 AT DALLAS, TEXAS After discussion Resolution #311 was approved by motion of Mr. Seaton, seconded by Mr. Morgan, and carried unanimously. Item # 8 on Agenda: Report on Turnkey Housing, Chad discussed, bids on Turnkey Housing came out 20% over the limit. HUD agreed, one to allow us more cost, two maybe to reduce by a couple of units or three that we may not have as scattered a situation as we had hoped for. Mr. Windham made a motion that we draw a Resolution to advertise for bids for up to 52 units Low RentTurnkey Housing with a minimum of four sites ranges of six to fifteen units per site, bids on all or part of the package and preference be given to bids for sites greater than four. The motion was seconded by Mr. Seaton, and carried unanimously. • Mr. Taylor requested that we draw up a policy manuel concerning management of the Housing Authority. Mr. Taylor asked if we were having any problems on our sites, Willow Heights and Lewis Plaza. Chad mentioned that we have had a lot of moving around of families who have reduced in size and vis versa. Also we have been getting our vacant apartments cleaned and ready for new residents within three days. Chad mentioned that another one of our underground transformer's has blown -up at Willow Heights the tenants were without electricity for ten hours but luckily we knew of the problem and we had a spare on hand. Upchurch has made a survey for us and have found that these transformers will not last but seven years and we are now at our seven year period. There are eleven of these trans- formers left. The Commissioners asked Chad to check and see if SWEPCO would take over our electrical distribution system. There being no further business, the meeting was adjourned. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS • WHEREAS WHEREAS RESOLUTION NO. 310 RESOLUTION APPROVING TRAVEL TO SOUTHWEST NAHRO ANNUAL MEETING, JUNE 10-12, 1979 AT TULSA: OKLAHOMA , the Annual Meeting of Southwest Chapter, NAHRO, will be held in Tulsa, Oklahoma, June 10-12, 1979; and, , there will be programs including discussions concerning Public Housing, Community Development, Section 8 Housing, and SW NAHRO Chapter Business; and, WHEREAS, members of the staff of the Regional & Central Office of HUD will take part in panel discussions to answer questions and discuss problems; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, that travel expenses for personnel designated by the Executive Director be paid to this meeting in accordance with the Agency's travel policy. ATTEST: THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS RESOLUTION NO. 311 RESOLUTION APPROVING TRAVEL TO HUD/NAHRO APPLICATION BRIEFING ON THE SECTION 8 MODERATE REHABILITATION PROGRAM, JUNE 25, 1979 AT DALLAS, TEXAS WHEREAS, HUD/NAHRO Application Briefing on the Section 8 Moderate Rehabilitation Program will be held in Dallas, Texas on June 25th; and, WHEREAS, there will be discussions concerning Section 8 Moderate Rehabilitation Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE,-that travel expenses for personnel designated by the Executive Director be paid to this meeting in accordance with the Agency's travel policy.
