OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 a.m., Wednesday, February 21, 1979 in the
office of the Authority, #1 North School, Fayetteville, Arkansas.
Upon Roll Call, the following were present:
Commissioners Present: Windham, Seaton, Morgan
Commissioners Absent: Taylor, Endress
Others Present: Chad Kumpe, Bromo Wilson, Hugh Kincaid, Pat
Donat, Fredia Sawin
There being a quorum present, the following business was transacted:

The January Financial Statement was approved by motion of Mr. Seaton,
seconded by Mr. Morgan, and carried unanimously.
RESOLUTION NO. 305
RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE
HOUSING AUTHORITY REVISED BUDGET FOR ARK. 97-1 FOR PERIOD ENDING
SEPTEMBER 30, 1979 TO HUD
Chad and Bromo went over the new budget with the Board Members and
explained the changes, and what would be transpired. Bromo mentioned
that we would probably be revising the budget again,arourid Duly.
After furthur discussion, Resolution #305 was approved by motion of
Mr. Morgan, seconded by Mr. Seaton, and carried unanimously.
Mr. Windham asked how the 52 Turn -key units were coming along. Chad
mentioned that he went to look at different places where the sites
could be scattered but that we are at a hault until we receive the
review from HUD to start advertising. Chad also:. mentioned that we
will be applying for a bid on 108 units of Rental Supplement Section
8 Housing, 28 of which will be elderly,_but it all will depend on our
need for housing whether we will get the full 108 units or not. Chad
further mentioned that we have applied for an additional 50 existing
Section 8 Housing.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 305
RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE
HOUSING AUTHORITY REVISED BUDGET FOR ARK. 97-1 FOR PERIOD ENDING
SEPTEMBER 30, 1979 TO HUD
RESOLVED, that the proposed expenditures referred to in the
revised budget for the Fayetteville Housing Authority ending September 30,
1979, are necessary in the efficient and economical operation of the
housing for the purpose of serving low income families; and,
RESOLVED, that the financial plan is reasonable in that it indicates
a source of funding adequate to cover all proposed expenditures; and,
RESOLVED, that all proposed changes and expenditures will be
consistent with provisions of law and the Annual Contributions Contract;
RESOLVED, that the Board of Commissioners adopts the following
certificate:
"Pursuant to the rent schedule approved by HUD, the Housing
Authority of the City of Fayetteville certifies that it is
in compliance with the provisions of Section 860.407 of
Part 860, Subpart D of the Interim Rule published September 26,
1975, in that the aggregate annual gross rent of families
residing in the dwelling units for the fiscal year beginning
October 1, will not be less than an amount equal to one-fifth
of the sum of the "Family Income", as defined in 24 CFR 860.403(f),
of all such families."
RESOLVED, in addition, pursuant to Section 890,115 of the final rule,
effective October 1, 1976, the PHA mentioned herein is in compliance with
Section 207(A) of the Annual Contributions Contract, which states in part,
that the PHA is reexamining the incomes of families living in the project at
least once a year, except that families whose heads or whose sole members
that are 62 years of age or over are reexamined once every two years.
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the
Fayetteville Housing Authority adopt the proposed budget as
attached and submit to HUD for approval.
