MINUTES OF.REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 a.m., Wednesday, December 20, 1978 in the
office of the Authority, #1 North School, Fayetteville, Arkansas.
Upon roll call, the following were present:
Commissioners Present: Taylor, Endress, Morgan, Gould,JUnderwood
Commissioners Absent: None
Others Present: Chad Kumpe, Fredia Sawin, Pat Donat
There being a quorum present, the following business was transacted:

The November Financial Statement was approved by motion of Mr. Gould,
seconded by Mr. Taylor, and carried unanimously.
Number six on the Agenda was election of two Commissioners. Mr. Gould*s
five-year term which expires and Mr. Underwood's three-year term in which
he resigned.
Mr. Taylor started the election by nominating Mr. Loyd Seaton, who is an
accountant, Mr. Gould seconded the nomination. Mrs. Endress feels that
an accountant would be greatly needed on the Board. Mr. Taylor knows
Mr. Seaton well and feels that he would be the best choice. Mr. Underwood
mentioned, he was impressed with Robert Windham's building background and
feels that he would be.a good canidate for a position on the Board.
After further discussion, Mr. Gould moved the nomination cease, Mr. Under--
wood
nder-
wood seconded the motion. Mrs. Endress declared Mr. Loyd Seaton elected
as Commissioner to fill the position of a five-year term for Bill Gould.
To start the second part of the election, Mr. Underwood nominated Robert
Windham, and Mr. Taylor seconded the nomination.
Mrs. Endress nominated Edna Henbest, and Mr. Gould seconded the nomination.
Mrs. Endress feels we need someone from the Housing on the Board. Mr.
Underwood questioned that someone directly associated with the Housing might
be a disadvantage. Mrs. Endress feels it depends on the person, as Chad
mentioned, she was dependable. Chad declared she would be an asset to us
regardless as to whether she sits on the Board or not. He doesn't feel she
would gain any advantage.

Mr. Underwood asked Chad if there would be any need for someone like
Robert Windham, with building experience, on the Board. Chad answered
"yes" he would be an advantage as we are anticipating the building of
the 52 Turnkey Housing Units in the future
Mrs. Endress asked fora raise of hands to vote for the nominees, Edna
Henbest and Robert Windham, for the three-year term to fill the position
of Mr. Underwood.
Mrs. Endress declared Mr Robert Windham elected as commissioner with
three carries.
There being no further business, the meeting was adjourned by motion of
Mr. Gould, seconded by Mr. Underwood, and carried unanimously.
