HomeMy WebLinkAbout1978-11-15 - Minutes - Archive• 1 MINUTES OF REGULAR MEETING:OF.THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 o'clock a.m., Wednesday, November 15,-1978, in the office of the Authority, #1 North School, Fayetteville, Arkansas. Mr. Phillip Taylor, called the meeting to order. Upon roll call, the following were present: Commissioners:? Taylor, Gould, Underwood Commissioners Absent: Endress, Morgan Others Present: Chad Kumpe, Bromo Wilson, Fredia Sawin, Pat Donate Hugh Kincaid There being a quorum present, the following business was transacted: The Minutes of the September 20, 1978 Regular Meeting were approved by motion of Mr. Gould,xseconded by Mr. Underwood, and Carried unanimously. The September Financial Statement was approved by motion of Mr. Gould, seconded by Mr. Underwood, and carried unanimously. The Minutes of the October_18, 1978 Regular Meeting were approved by motion of Mr. Gould, seconded by Mr. Underwood, and carried unanimously. The October Financial Statement was approved by motion of Mr. Gould, seconded by Mr. Underwood, and carried unanimously. RESOLUTION NO. 298 RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE AUTHORIZING THE EXECUTION OF A CONTRACT WITH PAUL C. KINSEY SR. CONSTRUCTION CONSULTANT FOR PROJECT ARK 97-2 Chad Kumpe introduced Paul Kinsey, from Little Rock, as a consultant to help fill -out the necessary paper work for the 52 Units of Turn Key Housing. Chad further mentioned that Mr. Kinsey was consultant for 5 out of 7 Turnkey Housing Projects in the State of Arkansas. Mr. Kinsey explained to the board how the Turnkey Housing Loan would be carried out. :Mr. Kumpe told the commis- ioners the consultants will assist in the initial stages with documentation. The fee will be paid under a loan of up to $200 per unit or $10,400 for the proposed construction in Fayetteville. He said that in the event the units are not built, policy calls for the loan to be forgiven. After further dis- cussion, the motion that Mr. Kinsey be employed as consultant by the Fayetteville Housing Authoritytwas approved by Mr. Gould, seconded by Mr. Underwood, and carried unanimously. • • • RESOLUTION NO. 299 RESOLUTION APPROVING SALARY INCREASES A salary promotion was given to Mrs. Coretta Edwards from $7,800 annual. Resolution No. 299 was approved by motion seconded by Mr. Underwood, and carried unanimously. $6,996 to of Mr. Gould, Mr. Kumpe announced J. W. Gould's term on.the'Board expires in December and that Bill Underwood, Whose term expires in 1980, has submitted his resignation. The commissioners authorized Mr5.Xumpe to research existing applications for the Board and to make recommendations at the December meeting. (. • RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE AUTHORIZING THE EXECUTION OF A CONTRACT WITH PAUL C. KINSEY SR. CONSTRUCTION CONSULTANT FOR PROJECT ARK 97-2. WHEREAS, the local Authority is undertaking the acquisition of a low -rent housing project designated as Project ARK 97-2, located.in Fayetteville, Arkansas, herinafter called the Project; and WHEREAS, the United States of America, acting throughahe Little Rock Area Office of the Department of Housing and Urban Development, hereinafter called HUD, has agreed to assist in the financing of the acquisition of the Project under the provisions of the United States Housing Act of 1937; and WHEREAS, on the 21st day of September, 1978, HUD did approve the application submitted by the Local Authority for the planning, development, and acquisition of the Project under the Turnkey Method; said Project to consist of 17 dwelling buildings containing 52 dwelling units, together with such non - dwelling buildings and spaces, utilities, site, site improvements, landscape development, and other structures and facilities as are to be constructed by the Local Authority; and WHEREAS, the Local Authority desires to obtain from the Consultant professional services in connection with the aforementioned planning, develop- ment and acquisition of the Project and the Local Authority's interest in the forthcoming Contract of Sale; NOW THEREFORE, BE IT RESOLVED BY THE CONMISIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, that 1. The Local Authority enter into a Contract with Paul C. Kinsey Sr. for services mentioned above and 2. The maximum compensation of said Contract not to exceed $7,120 and 3. That said Contract,is subject to HUD Approval and • 4 4.
