MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., Wednesday, August 16, 1978, in
the office of the Authority, #1 North School, Fayetteville, Arkansas.
Mrs. Judy Endress, Chairman, called the meeting to order
Upon roll call, the following were present:
Commissioners: Taylor, Endress, Underwood, Gould
Commissioners Absent: Morgan
Others Present: Chad Kumpe, Bromo Wilson, Fredia Sawin,
Pat Warford, Pat Donat, Rick Osborne
There being a quorum present, the following business was transacted:
The Minutes of the July 19, 1978 Regular Meeting were approved by
motion of Mr. Underwood, seconded by Mr. Taylor, and carried unanimously.
The July Financial Statement was approved by motion of Mr. Gould,
seconded by Mr. Taylor, and carried unanimously.

RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE
HOUSING AUTHORITY BUDGET FOR ARK. 97-1•FOR PERIOD ENDING
•, ,SEPTEMBER 30, 1979 TO HUD
Bromo Wilson stated that an advance copy of this budget has been sent
to HUD and tentatively approved.
After discussion, Resolution No. 291 was approved by motion of Mr. Gould,
seconded by Mr. Taylor, and carried unanimously.
RESOLUTION ACCEPTING DEVELOPMENT PLAN AND AUTHORIZING EXECUTION
OF CONTRACT FOR SALE OF LAND IN PROJECT ARK. R-105
Land on South Side of Square, Parcel C-5. Chad introduced Rick Osborne,
representing the Parking Improvement District. Mr. Osborne stated that
the Parking Improvement District wants to purchase this land for parking
space, with the possibility;of resale to private commercial developer: later.
Mr. Gould stated that the board needs a definite plan before they can
approve for sale. Chad stated appraised value at $56,200. It was dis-
cussed that Mr. Gould knows of private developers interested in this property.
Mr. Underwood suggested that there could be a solution worked out between
the Parking Improvement District and these developers to use the ground space
for parking and lease air space to developers for Office buildings. Judy
Endress stated this resolution to be tabled and reconsidered at next meeting.
Chad announced Pat Warford as leaving as Section 8 Director and Barbara
Ryan as being the new Secion 8 Director.
There was a discussion of the status of Urban Renewal.
There being no further business, the meeting was adjourned.

RESOLVED, that all proposed changes and expenditures will be consistent
with provisions of law and the Annual Contributions Contract;
RESOLVED, that the Board of Commissioners adopts the following
certificate:
"Pursuant to the rent schedule approved by HUD, the Housing
Authority of the City of Fayetteville certifies that it is
in compliance with the provisions of Section 860.407 of
Part 860, Subpart D of the Interim Rule published September 26,
1975, in that the aggregate annual gross rent of families
residingiin'theNdweiling-.uniteOfor ahe_fiscal year -beginning
'October 1, will not be less'thah an amount equal to one-fifth
of the sum of the "Family Income", as defined in 24 CFR 860.403(f),
of all such families."
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the
Fayetteville Housing Authority adopt the proposed budget as
attached and submit to HUD for approval.
