OF THE CITY OF FAYETTEVILLE, ARKANSAS

The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., Wednesday, June 21, 1978, in
the office of the Authority, #1 North School Avenue, Fayetteville,
Arkansas.
Mr. Taylor, Vice -Chairman, called the meeting to order.
Upon roll call, the following were present:
Commissioners Present: Taylor, Morgan, Underwood
Commissioners Absent: Gould, Endress
Others Present: Chad Kumpe, Bromo Wilson, Pat Warford,
Pat Donat, Hugh Kincaid
There being a quorum present, the following business wasttransacted:
The Minutes of the May 17, 1978 Regular Meeting were approved by
motion of Mr. Underwood, seconded by Mr. Morgan, and carried
unanimously.
• The May Financial Statement was approved by motion of Mr. Underwood,

RESOLUTION NO. 286
RESOLUTION APPROVING TRAVEL TO SOUTHWEST REGIONAL„CONFERENCE
OF NAHRO, SAN ANTONIO, TEXAS, JUNE 4-7, 1978
Mr. Kumpe explained that this conference included programs and
discussions of Public Housing and Section 8 Housing of interest
to the operation of the the Fayetteville Housing Authority housing
programs. After discussion, Resolution No:286 was approved by
motion of Mr. Morgan, seconded by Mr. Underwood, and carried
unanimously.
RESOLUTION NO. 287
RESOLUTION TO ADMINISTER SECTION 8 RENTAL ASSISTANCE
PROGRAM THROUGHOUT WASHINGTON COUNTY
Mr. Kumpe explained that the Fayetteville Housing Authority has been
allotted an additional 71 units of Section 8 Housing. The Fayetteville
City Board approved amending the Annual Contributions Contract at the
City Board meeting last night. The Fayetteville Housing Authority
also received a letter from Washington County (copy of letter attached
to minutes) inviting the Housing Authority to accept applications from,
and provide rental assistance to, eligible families throughout Washington
County, with the exception of other incorporated cities. This resolution

further stipulates that the City of Fayetteville applicants receive
preference over County applicants in order that the City's Housing
Assistance Plan obligations be fulfilled. After discussion, resolution
No. 287 was approved by motion of Mr. Underwood, seconded by Mr. Morgan,
and carried unanimously.

RESOLUTION TO RESTRICT ACCEPTING SECTION 8 RENTAL ASSISTANCE
APPLICATIONS FROM FORMER PUBLIC HOUSING TENANTS WITH AN
UNPAID ACCOUNT
Mr. Kumpe explained that the Fayetteville Housing Authority already has
a policy restricting accepting applications for regular public housing
from former tenants owing an unpaid account. This office has been
informed by the Little Rock Area HUD Office that the Housing Authority
can also restrict accepting Section 8 Rental Assistance applications
from former public housing tenants with an unpaid account. After
discussion, Resolution No. 288 was approved by motion of Mr. Underwood,
seconded by Mr. Morgan, and carried unanimously.
Mr. Kumpe informed the Board that the Dallas Regional HUD has approved
the Urban Renewal Amendatory. The Housing Authority will write up a
public notice, which will have to be sent to HUD for approval, then
the public notice will be put in the Northwest Arkansas Times and a
public hearing will be held. Mr. Kumpe stated that everything seems
to be on track and the relocation of the tenants involved is going
well.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 286
RESOLUTION APPROVING TRAVEL TO SOUTHWEST REGIONAL CONFERENCE
OF NAHRO, SAN ANTONIO; TEXAS, JUNE 4-7, 1978
WHEREAS the Southwest Regional Conference of NAHRO was held in San Antonio,
Texas, June 4-7, 1978; and,
WHEREAS this conference included programs including discussions of Public
Housing and Section 8 Housing;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE CITY OF FAYETTEVILLE, thattravelexpenses for
Toady Edwards and Pat Warford be paid to this meeting in accordance
with the Agency's travel policy.

RESOLUTION NO. 287
RESOLUTION TO ADMINISTER SECTION 8 RENTAL ASSISTANCE

WHEREAS the Housing Authority of the City of Fayetteville has been

WHEREAS the Washington County Quorum Court. unanimously voted to invite

and provide rental assistance to, eligible families from
throughout Washington County, with the exception of other
incorporated cities; and,
WHEREAS the Board of the Fayetteville Housing Authority further
stipulates that the applicants from within the City of Fayetteville
receive preference in order that the City HAP goals are met;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
HOUSING AUTHORITYOF THE CITY OF FAYETTEVILLE that Fayetteville
Housing Authority administer rental assistance throughout
Washington County, with the exception of other incorporated
cities, with City of Fayetteville applicants receiving preference.

In late January, HUD invited various agencies in Washington and Benton Counties
to apply for additional Section 8 housing units. Part of the ranking would be
based on need, and another part on prior HUD-related.experience. The County
application was not, as you know, selected for funding.
Your jurisdiction corrently extends out from the Fayetteville city limits, to
the 5 -mile peripheral planning boundary. We have received some requests for
rental assistance from beyond thesejurisdictional limits, in Unincorporated
County areas. With this in mind, we took this question to the Quorum Court
last evening (June 8). The Court unanimously (13-0) voted to invite the Faye-
tteville Housing Authority to accept applications from, and provide rental
assistance to, eligible families from throughout Washington County. Excepted
from this territory would, of course, be the other incorporated cities --par-
ticipation therein could be only on their respective invitations,
I understand that this could be before your Board on June 21. If you wish,
Fred Lamb, of my office, could appear then to answer questions from the Board.

asked the Quorum Court to invite the Fayetteville Housing Authority \
to extend its assistance to applicants throughout the County.
Frizzell moved the Quorum Court authorize Lamb to write the letter ! 4 to HUD. Eugene Hamilton seconded the motion. Approval was unanimous. /
Vol Lester told the Court thatcarpentersfrom West Campus Vo -Tech
School would be available to remodel the old County Home. The
County would be liable for materials only. Anderson,recommended
that this be referred to the Building Committee.
Jack Glaze moved that a special meeting be called for June 27
to complete business and appointments to Boards. Frizzell seconded
the motion, and all members approved this by voice vote.
Judge Lester informed the Court that the Grant to employ Ken Good
expires June 15 and that his salary would cease unless this Grant
were renewed. Anderson said this was a matter for the Finance
Committee.
Jerry Hinshaw drew attention to a letter from Tax Collector, Sarah
• Walker which had been distributed to members of the Court, asking
authorization to purchase two mini -computers. Anderson said -this
must be referred to the Data Processing Committee, and any recom-
mendations must come from them. She then asked that'copies of
the Grand Jury report be furnished to all members for study before
the next meeting.
A motion to adjourn was made by Eugene Hamilton, Jack Glaze seconded,
and all approved.

RESOLUTION NO. 288
RESOLUTION TO RESTRICT ACCEPTING SECTION 8 RENTAL ASSISTANCE
APPLICATIONS FROM FORMER PUBLIC HOUSING TENANTS WITH AN
UNPAID ACCOUNT
WHEREAS the Section 8 Rental. Assistance Program has and will continue
to receive applications from former public housing tenants; and,
WHEREAS some of these former tenants have an unpaid account with the
Fayetteville Housing Authority; and,
WHEREAS this office has been informed by HUD that application can be
denied these tenants until the unpaid account is cleared;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE that applications
not be accepted from former public housing tenants with unpaid
accounts until these accounts have been paid in full.
