MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY'OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., Wednesday, October 19, 1977,
in the office of the Authority, #.1 North School, Fayetteville,
Arkansas.
Mr. Underwood, Chairman, called the meeting to order.
Upon roll call, the following were present:
Commissioners Present: Endress, Gould, Underwood
Commissioners Absent: Taylor, Morgan
Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen,
Pat Warford, Pat Donat, Pat McGetrick, Donna Whitaker, Audry Ross

RESOLUTION NO. 275
RESOLUTION ESTABLISHING REVISED UTILITY ALLOWANCES
FOR LOW RENT HOUSING PROJECTS, LEWIS PLAZA AND WILLOW HEIGHTS
Mr. Kumpe explained that the tenants of Lewis Plaza and Willow Heights
are given an'allowance for electricity and gas useage and are billed for
the amount of utility useage over those allowances. Because utility
rates have increased, HUD recommends raising the utility allowances
to the suggested limits as shown on this resolution. After discussion,
Resolution No. 275 was approved by motion of Mrs. Endress, seconded by
Mr. Gould, andscarried unanimously.
RESOLUTION NO. 276
RESOLUTION AMENDING CONTRACT WITH HODGES, VINES, FOX,
CASTIN & ASSOCIATES
Mr. Kumpe introduced Mr. Pat McGetrick of Hodges, Vines, Fox, Castin
and Associates. Mr. McGetrick explained that the original contract
covered plans and general supervision of the Square plan. After
construction started several major changes were made in the plan.
These changes included eliminating some planters, change in electric
lighting plans, changes in sidewalk plans, adding trees and treewells,
some plumbing changes in connection with treewells, electrical changes
to allow for lighting for Christmas decorations. Mr. McGetrick further

explained that these changes caused additional expenses with regard to
negotiations with contractor on prices for these various changes, meetings
with City officials, Housing Authority, and Square merchants, drafting and
engineering expenses, etc. After discussion, Resolution No. 276 was approved
by motion of Mr. Gould to amend the contract maximum fee to be $32,000.00.
Motion was seconded by Mrs. Endress, and carried unanimously.
There being no furtheribusfness;the meeting was adjourned.

WHEREAS all utilities are supplied by the Housing Authority
for Hillcrest Towers, Lewis Plaza and Willow Heights; and,
WHEREAS there are surcharges for certain utilities in Lewis
Plaza and Willow Heights for electricity and gas over allowable
useage limits; and,
WHEREAS these allowable useage limits need to be updated
from time to time; and,
WHEREAS, HUD has recommended the allowances as shown on the
attached sheet;
NOW, THEREFORE, BE IT RESOLVED that the Housing Authority of
the City of. Fayetteville adopt the allowances shown on the -attached
sheet.

RESOLUTION NO. 276
RESOLUTION AMENDING CONTRACT WITH HODGES, VINES, FOX,
CASTIN $ ASSOCIATES
WHEREAS the Housing Authority of the City of Fayetteville
entered into contract with Hodges, Vines, Fox, Castin and Associates
for engineering and landscape architecture services for Center Square
improvements on the 22 day of October, 1976; and,
WHEREAS it is now necessary to amend this contract;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AUTHORITY OF
THE CITY OF FAYETTEVILLE that this contract dated October 22, 1976
be amended as follows:
Section 4 A-7 Consultant Fees -
Said fee shall be raised to $32,000.00 from $27,000.00
as set forth in the original contract
Section 6 Maximum Fee -
Amend to read; thirty-twb=.thousand and no/100.
BE IT FURTHER RESOLVED that said amendment shall be attached
and become part of the original contract.
