HomeMy WebLinkAbout1977-09-21 - Minutes - Archive• MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 o'clock a.m., Wednesday, September 21, 1977, in the office of the Authority, #1 North School, Fayetteville, Arkansas. Mr. Underwood, Chairman, called the meeting to order. Upon roll call, the following were present: Commissioners Present: Endress, Gould, Morgan, Underwood Commissioners Absent: Taylor Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen, Pat Warford, Pat Donat, Donna Whitaker, Hugh Kincaid There being a quorum present, the following business was transacted: The Minutes of the August 17, 1977 Regular Meeting were approved by motion of Mr. Gould, seconded by Mrs. Endress, and carried unanimously. • The August Financial Statement was approved by motion of Mr. Gould, seconded by Mr. Morgan, and carried unanimously. • RESOLUTION NO. 271 RESOLUTION AWARDING AUDIT CONTRACT FOR HOUSING PROJECT ARK. 97-1, SECTION 8 HOUSING, AND URBAN RENEWAL PROJECT ARK. R-105 • Mr. Wilson explained that HUD instructed the Housing Authority to send out invitations for audit of the above projects.` The Housing Authority sent out nine invitations for bids and received three. The proposal submitted by Rupert A. Stuart and Company, C.P.A., was the lowest proposal and has been approved by HUD. After discussion, Resolution No. 271 was approved by motion of Mr. Gould, 'seconded by Mrs. Endress, and carried unanimously. RESOLUTION NO. 272 RESOLUTION TO CHARGE OFF DELINQUENT RENTS Mr. Kumpe explained the reason for the charge off list of delinquent rents being higher this year than previously. There has been a 12% increase in rents and HUD has instructed the Housing Authority to begin charging the actual cost of repairs and labor when a tenant moves out of a project because it happens that a previous tenant sometimes re -applies for housing and must pay these charges before living in low rent housing again. After discussion, Resolution No. 272 was approved by motion of Mrs. Endress, seconded by Mr. Morgan, and carried unanimously. 2 RESOLUTION NO. 273 RESOLUTION APPROVING SALARY INCREASES AND DESIGNATING SECTION 8 DIRECTOR Mr. Kumpe explained that before Wayne Williams left his position as Section 8 Director he trained Pat Warford to manage the Section 8 Housing Program Mr. Kumpe also stated that this has caused an additional workload on both Mrs. Warford and Mrs. Edwards and that the Housing budget allows these proposed salary increases. After discussion, Resolution No. 273 was approved by motion of Mr. Gould, seconded by Mrs. Endress, and carried^_unanimously. RESOLUTION NO. 274 RESOLUTION TO CHANGE JOB CLASSIFICATION OF MAINTENANCE PERSONNEL 1 Mr. Kumpe explained the reason for changing the maintenance employee's classifications. These employees have had extra training and have been able to cut down on outside contract maintenance expenses. After discussion, Resolution No. 274 was approved by motion of Mrs. Endress, seconded by Mr. Morgan, and carried unanimously RESOLUTION AMENDING CONTRACT WITH HODGES, VINES, FOX, CASTIN $ ASSOCIATES Mr. Kumpe and;Mr Wilson explained this contract amendment would change the consultant fees from $27,000 to $37,000 because of additional engineering expenses. The commissioners questioned raising this fee because the contract maximum fee was to include all consultant and engineering services. After discussion, Mr. Gould moved to table this resolution until more details and explanation for this amendment are given. Mrs. Endress seconded this motion, and the motion was carried unanimously. Mr. Kumpe stated that the Housing Authority has received a letter from Mr. Cyrus Sutherland stating that the stone building'at136 and 118 E. Center has been entered on the Washington County Register of Historic Buildings. Mr. Kumpe suggested that this property could be reappraised with the buildings standing and sold to the Parking Improvement District, saving the Housing Authority the trouble and expense of demolition. After discussion, the commissioners agreed with Mr. Kumpe's suggestion. There being no further business, the meeting was adjourned. WHEREAS proposals were received and. the lowest proposal was to HUD for approval, and; s WHEREAS, HUD concurred in the selection of Rupert A. Stuart and Company, C.P.A., to complete the required audit; NOW, THEREFORE, BE IT RESOLVED that the Housing Authority of the City of Fayetteville enter into a contract with Rupert A. Stuart and Company, C.P.A. for audit of Projects Ark. 97-1, Ark. R-105, and Section 8 Housing, for audit period of twenty-four months from October 1, 1975 through September 30, 1977 for the amount of $1,417.50. sent PASSED AND APPROVED THIS 21 DAY OF September 1977. WHEREAS, in accordance with the Accounting Handbook RHM 7510.0, Chapter 3, Section 13, certain past due accounts in the ARK 97-1. Low Rent Housing Project are considered uncollectable and all means of collections have been exhausted, and there is no reasonable prospect of collection of such delinquent rents and that the probable cost of further efforts to collect said rents would not be warranted; NOW, THEREFORE, BE IT. AR SAS • SECRETA • • 4 RESOLUTION•NO.° 274 RESOLUTION TO CHANGE JOB CLASSIFICATION OF MAINTENANCE PERSONNEL WHEREAS the Housing Authority, in review of the job classifications of its maintenance personnel finds the need to reclassify these employees; NOW, THEREFORE, BE IT RESOLVED THAT: (1) Wayne Whitehead be changed from the classification of Maintenance Aide "A" at an annual salary of $8,299.20 to Maintenance Mechanic "B" at an annual salary of $8,840.00, effective October 1, 1977. (2) Paul Blackburn be changed from the classification of Labor, Utility, at an annual salary of $7,092.80 to Maintenance Aide "B" at an annual salary of $7,737 60 effective October 1, 1977. SECRETARY • • RESOLUTION NO. • RESOLUTION AMENDING CONTRACT WITH HODGES, VINES, FOX, CASTIN €, ASSOCIATES WHEREAS the Housing Authority of the Cityoof Fayetteville entered into contract with Hodges, Vines, Fox, Castin and Associates for engineering and landscape architecture services for Center Square improvements on the 22 day of October, 1976; and, WHEREAS it is now necessary to amend this contract; NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE that this contract dated October 22, 1976 be amended as follows: Section 4 A-7 Consultant Fees - Said fee shall be raised to $37,000.00 from $27,000.00 as set forth in the original contract.
