Upon roll call, the following were present: Commissioners Present: Morgan, Taylor, Underwood, Gould, Endress Commissioners Absent: None Others Present: Chad Kumpe, Bromo Wilson, Pat Warford, representatives of the Bumpass and Cearley Restaurant Proposal, representatives of the L. C. Properties Retail Center Proposal, others The Chairman ordered that the following Waiver'and Consent be spread upon the Minutes: WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING We, the undersigned, do hereby accept notice of this SPECIAL MEETING, waiving any and all irregularities in the service of notice and do hereby consent and agree that the Commissioners of the Housing Authority of Fayetteville, Arkansas shall meet at the Library of the Adult Community Center, Hillcrest Towers, #1 North School Avenue, Fayetteville, Arkansas, at 8:30 o'clock a.m., on the 27th day of June, 1977, for the following purposes: 1. Roll Call 2. Presentations for purchase and proposed redevelopment of the Old Post Office by Ron Bumpass/Keith Cearley and Drs. Gould /s/ Judy Endress There being a quorum present, the following business was transacted: BUMPASS AND CEARLEY RESTAURANT. PROPOSAL Mr. Ronald Bumpass and Mr. Keith Cearley presented their proposal for purchase and redevelopment of the Old Post Office building as a restaurant. Mr. Bumpass stated that the feasibility study executed by McBryde, Crisp and Associates offered two alternatives for the best use of the Old Post Office building, which were retail and office space or a • 2 . z restaurant. Mr. Bumpass proposes that a restaurant would best meet the needs of the downtown area According to this proposal, the exterior of the building will remain as is with some restoration and would be washed with lights at night to make the building the focal point of the Square. The mail teller windows would provide fast food service during the day. The building would have original light fixtures and ceiling fans. A restored 1890 back bar would be placed in the main dining area. The restaurant would provide luncheon and dinner menus. The plans include banquet facilities, a la carte luncheon area, seafood bar, and a dance floor with live or recorded music. Mr. Bumpass stated they would probably ask for a beer and wine license and eventually a liquor license. The restaurant seating capacity would. be 180. Mr. Cearley estimates approximately 6,000 persons per week. The upper level of the building would contain office spaces which would probably be leased to Mr. Cearley. Mr. Bumpass stated that the daytime services offered would be for foot traffic and would require no additional parking. In the evening, there would be adequate parking available on the Square. It was also pointed out that the restaurant would bring in about $2,000 annual property taxes and about $5,000 to the City for the 1% restaurant tax, and would create 35-45 new jobs. Mr. Bumpass and Mr. Cearley used slides, architectural renderings and blueprints showing their plans and ideas concerning the building to present this proposal. L. C. PROPERTIES RETAIL CENTER PROPOSAL Dr. Harmon Lushbaugh and Dr. George Cole presented their proposal for redevelopment ofdthe Old Post Office building as a retail center. Dr. Cole stated that he wants to see the Square survive and grow and feels retail sales must be reestablished on the Square. Dr. Cole stated the Old Post Office should be restored to an asset in the community with the least alteration possible. Dr. Lushbaugh stated that he is personally interested in restoring and preserving old buildings. Dr. Lushbaugh stated that L. C. Properties has contracted Mr. Bob Crisp for engineering services. As an example of their plans for the building, Dr. Lushbaugh showed slides and discussed a building in Santa Cruz, California. This building was an old courthouse. in a town and community similar to Fayetteville, that was restored in the downtown area and used for a variety of retail and small shops. Dr. Lushbaugh introduced Mr. Rene Diaz, architect. Mr. Diaz spoke briefly on the history of the building and stated that he has a set of the original working drawings by the federal government for this building which will be used to restore the building to the original plans as much as possible. Dr. Lushbaugh then introduced Dr. Carl Hunt, who prepared an economic analysis for the Housing Authority in April, 1976. Dr. Hunt gave the opinion that the proposal of L. C. Properties is compatible to his study plan which was presented to the Housing Authority Board, and is also compatible with the existing land uses in the Square area. He pointed out that the Board, in making their decision, should consider that the use of this building should be an ongoing use, that there would be less risk with multiple tenants than with a single tenant, and the building should be used e. as general purpose property rather than special purpose property. Dr. Lushbaugh further stated that they propose to tear out all partitions and false ceilings that have been added, and that no permanent partitions will be added to the building.
