MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., Wednesday, June 15, 1977,
in the office of the Authority, #1 North School, Fayetteville,
Arkansas.
Mr. Underwood, Chairman, called the meeting to order.
Upon roll call, the following were present:
Commissioners Present. Endress, Gould, Underwood
Commissioners Absent. Morgan, Taylor
Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen,
Pat Warford, Pat Donat, Hugh Kincaid, Donna Whitaker,
Peggy Frizzell, Ronnie Bumpass, representatives for proposed
Cultural Center, Marion Orton
There being a quorum present, the following business was transacted:
• The Minutes of the May 11, 1977 Special Meeting were approved by
motion of Mr.. Gould, seconded by Mrs. Endress, and carried unanimously.

The May Financial Statement was approved by motion of Mr. Gould,
seconded by Mrs. Endress, and carried unanimously.
RESOLUTION NO. 265
RESOLUTION ADOPTING PROCLAIMER CERTIFICATE
Mr. Wilson explained that this is a standard resolution required when
letting a contract. The resolution shows that the contract has been
reviewed by the City engineer and prepared by a qualified engineering
firm and that the subject project improvement has been approved by
HUD.
After discussion, Resolution No. 265 was approved by motion of Mr. Gould,
seconded by Mrs. Endress, and carried unanimously.
RESOLUTION NO. 266

RESOLUTION APPROVING CONTRACT FOR STREET, WATER AND SEWER
IMPROVEMENTS, SITE IMPROVEMENT CONTRACT #3
IN: URBAN RENEWAL PROJECT ARK. R-105
Mr. Kumpe explained that after advertising thirty days for bids on
this contract, bids were opened May 24, with the low bidder being
Jerry D. Sweetser, Inc. Mr. Kumpe will ask the Community Development
Board June 20 for supplemental funds to do the water and sewer portion
of this contract, with urban renewal funds being used to do the street
work. However, if Community Development funds cannot be used, there are

sufficient urban renewal funds to complete this contractowoik._ A
preconstruction conference will be held in about two weeks, and the
contract completion datewill allow 180 days,for this contract work.
After discussion, Resolution No. 266 was approved by motion of
Mr. Gould, seconded by Mrs. Endress, and carried unanimously.
Mr. Kumpe stated that after advertising for bid proposals on the
Old Post Office building, five proposals for redevelopment were
submitted at the bid opening held June 10, 1977. (List of proposals
filed with these minutes.) Mr. Kumpe has talked with each of these
proposers and suggested that the Board sbhedule a verbal interview
with each. Mr. Gould suggested that because of the limited space in
the Housing Authority office, the meetings be held in another facility.
Mr. Kumpe stated that the meetings can be held in the Adult Center library
in this building. It was pointed out that the bid proposals are good
for sixty days and the Board has that length of time to make a decision
on which proposal will be accepted.
After discussion, the Board agreed to set the verbal interviews for
Friday, June 24 and Monday, June 27 at 8:30 a.m., in the Adult Center
library at=Hillcrest Towers. Mr. Kumpe will contact the two absent
commissioners and will try to have the full Board present for these
interviews.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 265
RESOLUTION ADOPTING PROCLAIMER CERTIFICATE
WHEREAS, local public agencies carrying out urban renewal
projects are required by the Secretary of the Department of
Housing and Urban Development to certifyythe existence of certain
facts and to issue certain proclaimers;
NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE
BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF
FAYETTEVILLE as follows:
The following officials are authorized to prepare, execute,
and submit the following proclaimer certificate to HUD on behalf
of the Local Public Agency in accordance with the regulations,
policies and requirements of the Secretaryas shall be in effect
from time to time:

PROCLAIMER CERTIFICATE RELATIVE TO TECHNICAL SPECIFICATIONS
CONFORMANCE WITH LOCAL STANDARDS OR STANDARDS NECESSARY TO SUPPORT
URBAN RENEWAL OBJECTIVES FOR PROJECT IMPROVEMENTS -
SITE IMPROVEMENT CONTRACT #3
I, Chad Kumpe, the duly appointed, qualified, and acting Executive
Director of the Housing Authority of the City of Fayetteville, herein
called the "Local,Public Agency", hereby certify that I have been
authorized, by Resolution No. 265 , duly adopted by the Board of
Commissioners of the Local -Public Agency at a regular meeting on
June 15, 1977, as set forth in the minute book on file at #1 North
School Avenue, Fayetteville, Arkansas, to make the following
certificationand that the statements contained herein are true and
correct to the best of my knowledge and belief:
1. Documentations in the files of the Local Public Agency indicate
that the following actions have been completed regarding the
project improvement identified as Site Improvement Contract
#3 and located in the Ark. R-105 Urban Renewal Area:
a. The subject project improvement has been approved by
HUD in Project Expenditures Budget #3`dated June 6, 1977,
and such Budget indicates the improvement to be 100%
eligible. •
b. The local standards or standards necessary to support
urban renewal objectives for the subject improvement
have been submitted to HUD in connection with Urban
Renewal Project Ark. R-105 and such standards have
been found acceptable by HUD.
c. The subject contract documents, plans and specifications
(submitted herewith) have been prepared by Hodges, Vines,
Fox, Castin & Associates, 301 Gaines Place, Little Rock,
Arkansas 72201, a qualified, licensed, and certified
engineer, who is under contract to the Local Public
Agency.
d. The subject contract documents, plans and specifications
have been reviewed by Scott Martin, a qualified engineer,
who is a member of the City of Fayetteville, Arkansas staff,
and a written report has been prepared by such reviewer
which indicates that the subject technical specifications
conform to the local standards of the City of Fayetteville.
The subject contract documents, plans and specifications
have been certified by the individual in (c) above as
conforming to the standards necessary to support the
urban renewal objectives, referred to in paragraph lb.
e. The subject contract documents, plans and specifications
are in accordance with the current guide form of
contract documents for Site Preparation (HUD -674) and
have been used without change except where such changes
have received prior written HUD approval and include
the current Federal Labor -Standards respecting Minimum
Salary Rates for Architects, Technical Engineers,
Draftsmen, and Technicians; and Minimum Wage Rates for
Laborers and Mechanics as required by the United States
Department of Labor.
2. Based upon my review of the above-described documents (including
the technical specifications in such documents) I conclude
that the technical specifications for the project improvement
identified as Site Improvement Contract #3 and located in the
Ark. R-105 Urban Renewal standards necessary to support the
urban renewal objectives, referred to in paragraph lb.
Any false statement made knowingly herein may subject the signer to
civil penalties under Section 231 of Title 31 of the United States
Code and, if such statements are made willfully and knowingly, to
conviction for a felony under Section 1001 of Title 18 of the United
States Code.

RESOLUTION NO. 266
RESOLUTION APPROVING CONTRACT FOR STREET, WATER AND SEWER
IMPROVEMENTS, SITE IMPROVEMENT CONTRACT #3
IN URBAN RENEWAL PROJECT ARK. R-105
WHEREAS the Housing Authority of the City of Fyaetteville is
carrying out certain Urban Renewal plans in street, water and sewer
improvements, and;
WHEREAS bids were received on these improvements known as
Site Improvement Contract #3, and;
WHEREAS, the lowest bid was submitted by JerryDSweetse Construction
Company in the amount of $369,705.75, and;
WHEREAS, the Jerry D. Sweetser Construction Company, Inc.,
meets all bidder qualifications;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE FAYETTEVILLE HOUSING AUTHORITY that the Executive Director be
authorized to enter into a contract with Jerry D. Sweetser Construction
Company for Site Improvement Contract #3.
