MINUTES OF SPECIAL MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Special Session at 8:30 a.m., Wednesday, May 11, 1977, in the
office of the Authority, #1 North School, Fayetteville, Arkansas.
Upon roll call, the following were present:
Commissioners Present: Taylor, Endress, Gould, Morgan, Underwood
Commissioners Absent: None
Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen, Pat Warford,
Pat Donat, Hugh Kincaid, Dave Edmark, Ronald Bumpass
The Chairman ordered that the following Waiver and Consent be spread
upon the Minutes:
WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING
We, the undersigned, do hereby accept notice of this SPECIAL MEETING,
waiving any and all irregularities in the service of notice and do
hereby consent and agree that the Commissioners of the Housing Authority
of Fayetteville, Arkansas shall meet at their regular meeting place at
8:30 o'clock a.m., on the llth day of May, 1977, for the following
purposes:

3. April Financial Statement
4. Resolution Establishing Fair Market Values for Disposition of
Land - Project Ark. R-105

The Minutes of the Apri1,20, 1977 regular meeting were approved by
motion of Mr. Gould, seconded by Mr. Taylor, and carried unanimously.
The April Financial Statement was approved by motion of Mr. Gould,
seconded by Mr. Morgan, and carried unanimously.
RESOLUTION NO. 264
A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, ESTABLISHING
FAIR MARKET VALUES FOR DISPOSITION OF LAND - PROJECT ARK. R-105
Mr. Kumpe explained that before setting a fair market value on this
property, the Board must decide whether to sell the whole Center Square
property on which the Old Post Office is located or just the footprint of
the building. The appraisals attached to Resolution No. 264 are for the
footprint only. The City has agreed to take the surrounding area and
maintain as a park. Mr. Kumpe has talked to Dallas HUD concerning
recovering the Housing Authority funds invested into the Old Post Office
for studies and repairs. HUD stated that even if this amount were added
to the purchase price of the building, it would not be refunded back
into the Urban Renewal operating funds. Mr. Kumpe stated that there has
been quite a bit of interest shown in this property and that there would
probably be up to four proposals submitted.
After discussion, Mr. Gould moved to sell the property as the footprint
of the building and traffic easements only. Motion was seconded by
Mrs. Endress and carried unanimously.
After further discussion, Resolution No. 264 was approved by motion of
Mr. Taylor, establishing the fair market value at an average of the two
appraisals, $42,700.00. Motion was seconded by Mr. Gould and carried
unanimously.
Mr. Kumpe stated that it appears there will be no business to discuss
at the May regular meeting and that he and. Mr. Wilson will be out of
town. After discussion, Mr. Taylor moved to cancel the May regular
meeting. Motion seconded by Mrs. Endress and carried unanimously.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 264
A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, ESTABLISHING
FAIR MARKET VALUES FOR DISPOSITION OF LAND - PROJECT ARK. R-105
WHEREAS, the Housing Authority proposes to make available for
development certain lands in the aforementioned project; and,
WHEREAS, two re -use appraisals have been made of said lands;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, THAT:
PASSED
1. The attached listing of parcels and values are hereby
established and adopted. ' '
2. The Director is hereby authorized and instructed to prepare
and submit said values to the Department of Housing and
Urban Development by proclaimer certificate.
3. The Authority shall proceed to solicit and accept proposals
for redevelopment on said parcels in accordance with the
requirements of applicable Federal and State laws and
regulations.

PROCLAIMER CERTIFICATE RELATIVE TO
ESTABLISHMENT OF FAIR REUSE VALUE
I, Chad Kumpe, the duly appointed, qualified, and acting Executive
Director of the Housing Authority of the City of Fayetteville, Arkansas,
herein called the "Local Public Agency", hereby certifiy that I have
been authorized, by Resolution No. 264 , duly adopted by the Board
of Commissioners of the Local Public Agency at a special meeting on
May 11, 1977 , as set forth in the minute book on file at the
Housing Authority, to make the following certification and that the
statements contained herein are true and correct to the best of my
knowledge and belief:
1. Each parcel in the Center Square Urban Renewal Area, Project No. Ark. R -10S
listed in this proclaimer certificate has been appraised by at least two
qualified, independent, professional real estate appraisers and a written
and signed copy of each such appraisal is contained in the Local Public
Agency files.
2. Each such appraisal has been reviewed by Chad Kumpe, a qualified Local
Public Agency staff appraiser and all corrections, revisions, or additions
requested by such reviews have been made by the original appraisers.
3. The reviewer has prepared a written report which indicates that the appraisals
are complete and consistent in the factual data contained therein, comply
with existing statutory and administrative requirements for the U.S.
Department of Housing and Urban Development and a.re acceptable for the
determination of fair value.
4. Based upon such appraisals and the review thereof, the Local Public Agency has
established the fair "value, for the reuse indicated, of the parcels listed
below within the Center Square Urban Renewal Area and all documentation
related to such determination is contained and readily available in the
Local Public Agency files.
5. The sum of the following is not less than the amount included for disposition
proceeds in the latest approved financing plan as approved by HUD on
December 22, 1971.
a. Sales proceeds fromthe sale of property previously conveyed.
b. Fair reuse values previously approved by HUD for properties not conveyed.
c. Fair reuse values previously established by the LPA for property not
conveyed but included in prior proclaimer certificates.
d. Fair reuse values established by the LPA for property included in the
proclaimer being filed.
e. The disposition prices of the remaining properties to be conveyed as
those prices were estimated for the purpose of the above mentioned
approved financing plan.
