MINUTES -OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE,.ARKANSAS

'The Housing Authority of±the City of'Fayetteville, Arkansas met in
Regular Session at 8:30 o&clock a.m., Wednesday, April 20, 1977,
in the office of the Authority, #1 North School, Fayetteville,
Arkansas.
Mr. Underwood, Chairman, called the meeting to order.
Upon roll call, the following were present:
Commissioners Present: Gould, Morgan, Underwood
Commissioners Absent: Taylor, Endress
Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen,
Wayne Williams, Pat Warford, Pat Donat
There being a quorum present, the following business was transacted:
The Minutes of the March 16, 1977 Regular Meeting were approved by
motion of Mr. Gould, seconded by Mr. Morgan, and carried unanimously.
The March Financial Statement was approved by motion of Mr. Gould,
seconded by Mr. Morgan, and carried unanimously.
RESOLUTION NO. 262
RESOLUTION APPROVING TRAVEL TO TEXARKANA, ARKANSAS,
TO 1977 SPRING MEETING OF ARKANSAS CHAPTER, NAHRO
After discussion, Resolution No. 262 was approved by motion of Mr. Gould,
seconded by Mr. Morgan, and carried unanimously.
RESOLUTION NO. 263
RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE
HOUSING AUTHORITY BUDGET FOR ARK. 97-1 FOR PERIOD ENDING
SEPTEMBER 30, 1977; TO HUD
After discussion, Resolution No. 263 was approved by motion of Mr. Gould,
seconded by Mr. Morgan, and carried unanimously.
Mr. Kumpe reported to the Board that the restrictive covenant in regards
to disposition of the Old Post Office has been approved by the National
Historic Trust in Washington, D.C., and we are now waiting approval by
the Regional HUD office in Dallas, Texas. Mr. Kumpe stated that a
special meeting will probably be called before the end of this month
to set fair market value on the Old Post Office.

There was a brief discussion regarding Southwestern Bell Telephone Company
being long overdue in placing their utility service underground in the
Urban Renewal Project Area. Mr. Kumpe stated that this is causing extra
expense to the Housing Authority, and a delay in completion of the street
work. He stated that he has written requests to the company, and spoken
with representatives, but no action is being taken by the company to
complete this work. Mr. Underwood stated that he would get in touch with
a representative of the company and try to find out what can be done
about this delay.
There being no further business, the meeting was adjourned.

RESOLUTION N0. 2 /a ai
RESOLUTION APPROVING TRAVEL TO TEXARKANA,-ARKANSAS,
TO 1977 SPRING MEETING OF ARKANSAS CHAPTER, NAHRO
WHEREAS the 1977 Annual Spring Meeting of the Arkansas Chapter of
NAHRO will be held in Texarkana, Arkansas on May 18-20, 1977;
and,
WHEREAS this meeting will include a program including discussions
_-of•housing problems, Section 8 Housing, community development,
and Arkansas Chapter business; and,
WHEREAS this program will be very informative and helpful in the
Fayetteville housing programs;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE CITY OF FAYETTEVILLE, that travel expenses
for Brbmo Wilson, Assistant Executive Director, and Wayne Williams,
Section 8 Director, be paid to this meeting in accordance with
the Agency's travel policy.

RESOLUTION NO. 263
RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE
HOUSING AUTHORITY BUDGET FOR ARK. 97-1 FOR PERIOD ENDING
SEPTEMBER 30, 1977 TO HUD
RESOLVED, that the proposed expenditures referred to in the budget
for the Fayetteville Housing Authority ending September 30,
1977, are necessary in the efficient and economical operation
of the housing for the purpose of serving low income families,
and;
RESOLVED, that the financial plan is reasonable in that it indicates
a source of funding adequate to cover all proposed expenditures,
and;
RESOLVED, that all proposed charges and expenditures will be consistent
with provisions of law and the Annual Contributions Contract;
RESOLVED, that the Board of Commissioners adopts the following
cceitificate: ,, w •

"Pursuant to the rent'schedule approved by HUD, the Housing
Authority of the City of Fayetteville certifies that it is
in compliance with the provisions of Section 860.407 of
Part 860, Subpart D of the Interim Rule published September 26,
1975, in that the aggregate annual gross rent of families
residing in the dwelling units for the fiscal year beginning
October 1, will not be less than an amount equal to one-fifth
of the sum of the "Family Income", as defined in 24 CFR 860.403(f),
of all such families."
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the
Fayetteville Housing Authority adopt the proposed budget as
attached and submit to HUD for approval.
