HomeMy WebLinkAbout1977-03-16 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 o'clock a m , Wednesday, March 16, 1977, in the office of the Authority, #1 North School, Fayetteville, Arkansas. Mr. Underwood, Chairman, called the meeting to order. Upon roll call, the following were present. Commissioners Present: Taylor, Endress, Gould, Underwood Commissioners Absent. Morgan Others Present: Chad Kumpe, Bromo Wilson, Wayne Williams, Pat Warford, Pat Donat, Hugh Kincaid There being a quorum present, the following business was transacted: The Minutes of the February 16, 1977 Regular Meeting were approved by motion of Mr. Taylor, seconded by Mr. Gould, and carried unanimously. • The February Financial Statement was approved by motion of Mr. Gould, seconded by Mr. Taylor, and carried unanimously. • • RESOLUTION NO. 259 RESOLUTION ACCEPTING DEVELOPMENT PLAN AND AUTHORIZING EXECUTION OF CONTRACT FOR SALE OF LAND IN PROJECT ARK. R-105 The Housing Authority has advertised for development proposals for disposition parcels C-4, C-6, and C-7 on the Square The only proposal submitted was from the First National Bank. First National Bank proposes to construct a new bank building on the east side of the Square and relocate Clinehen's Drug Store from the east side of the Square to Parcel C-4 on the west side of the Square. First National does not have specific blue prints and plans at present, but states that,they will intend to start construction within a year. Mr. Gould moved to accept'Resolution No. 259, subject to Board approval of the completed development plans.P,The-motion was seconded by Mr. Taylor, and carried unanimously., .r RESOLUTION NO. 260 RESOLUTION APPROVING CONTRACT WITH HODGES, VINES, FOX, CASTIN, AND ASSOCIATES FOR ENGINEERING AND DESIGN SERVICES FOR WATER LINE AND SANITARY SEWER IMPROVEMENTS, CENTER SQUARE, ARK. R-105 Mr. Kumpe explained that the present water and sanitary sewer facilities in the square area are insufficient for the high intensity use of the Square after redevelopment. Community Development funds have been allotted to the City to update these facilities, but the new water and • ffir 2 •i If 11. .,• _ f sanitary sewer facilities must also tie in` with the development plans of the Urban Renewal project. This contract will allow HVFC to do the preliminary engineering work, then Community Development funds will be used for the actual water and sewer improvements. The Housing Authority can be reimbursed at that time for the cost of the engineering services. Approving this contract at this time will eliminate a time lag, instead of waiting for Community Development funds to be released. After discussion, Resolution No. 260 was approved by motion of Mr. Gould, seconded by Mrs. Endress, and carried unanimously. RESOLUTION NO. 261 RESOLUTION RECOMMENDING THAT THE FAYETTEVILLE HOUSING AUTHORITY SEEK FUNDING FROM H.U.D. FOR ADDITIONAL PUBLIC HOUSING Mr. Kumpe stated that at the meetings last week in Washington, D.C. (the National League of Cities conference), it was discussed that HUD has asked Congress to approve 100,000 units of conventional public housing units. Mr. Kumpe met with Congressman Hammerschmidt to ask for assistance in applying for some of this housing for Fayetteville. Congressman Hammerschmidt asked for a resolution from the Fayetteville City Board of Directors and a resolution from the Housing Authority Board stating their recommendation to seek funding for additional public housing in Fayetteville. The Fayetteville City Board of Directors has passed a resolution to this effect. After discussion, Resolution No. 261 was approved by motion of Mrs. Endress, seconded by Mr. Taylor, and carried unanimously. There being no further business, the meeting was adjourned. R-105 WHEREAS, the Housing Authority of the City of Fayetteville, Arkansas, has advertised for development proposals on certain project;; lands; and, WHEREAS, said proposals were received by the Authority until 10:00 a.m., March 7, 1977, on disposition parcels C-4, C-6, and C-7; and, WHEREAS, said proposals have been reviewed by the Authority; NOW.; THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS: PASSED oti 1. The redevelopment proposal submitted by First National Bank of Fayetteville is found to be in conformance with the offering documents and is hereby accepted. 2. The Chairman and Secretary are hereby authorized and instructed to execute a Contract for Sale of Land with said developer for disposition parcels C-4, C-6, and C-7 in Project Ark. R-105. AND APPROVED THIS .J.6 r ATTES DAY OF A, March r • , 1977.1 USING AUTHORITY OF THE F FAYETTEVIL , AR * S HAIRMAN • • RESOLUTION NO. 260 RESOLUTION APPROVING CONTRACT WITH HODGES, VINES, FOX, CASTIN, AND ASSOCIATES FOR ENGINEERING AND DESIGN SERVICES FOR WATER LINE AND SANITARY SEWER IMPROVEMENTS, CENTER SQUARE, ARK. R-105 WHEREAS, a portion of the Ark. R-105 Urban Renewal Project Plan calls for certain improvements for the Center Square Urban Renewal Project Ark. R-105; and WHEREAS, the Housing Authority has entered into agreements for water line and sanitary sewer improvements for the Center Square Urban Renewal Project, Ark. R-105, specifically, the immediate Downtown Square area; and WHEREAS, the Housing Authority desires to engage the Consultant to obtain certain professional services in connection with site improvements to be included in this redevelopment, including: 1. Design services 2. Engineering services NOW, THEREFORE, BE IT RESOLVED that the firm of Hodges, Vines, Fox, Castin, and Associates, a professional consulting firm, be retainedtoperform these services, withia contract ` price not`to exceed $8,000.00. ; PASSED AND APPROVED THIS 16 DAY OF March , 1977. • I a Z. FOR ADDITIONAL PUBLIC HOUSING WHEREAS, the City of Fayetteville is currently experiencing a low housing vacancy rate which makes it difficult or impossible for many low and moderate income Fayetteville residents to find decent, safe and sanitary housing in this city; and WHEREAS, the Board of Directors of the City of Fayetteville recognize the need for additional public housing to fill this need in Fayetteville; and WHEREAS, the Housing Authority of the City of Fayetteville is the duly authorized public housing agency responsible for the administration of public housing in this city; NOW, THEREFORE, BE IT RESOLVED THAT THE. BOARD OF COM14ISSIoNERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE recommend that the staff of the Fayetteville Housing Authority endeavor to secure funding for construction of additional public housing in Fayetteville, Arkansas, from the U.S. Department of Housing and UrbanzDevelopment.
