Mr. Underwood, Chairman, called the meeting to order. Upon roll call, the following were present: Commissioners Present: Underwood, Gould, Endress, Taylor, Morgan Commissioners Absent: None Others Present: Chad Kumpe, Bromo Wilson, Pat Warford, Pat Donat, Sally Kirby, Hugh Kincaid There being a quorum present, the following business was transacted: The Minutes of the January 19, 1977 Regular Meeting were approved by motion of Mr. Gould, seconded by Mr. Taylor, and carried unanimously. The January Financial Statement was approved by motion of Mr. Gould, seconded by Mr. Taylor, and carried unanimously. RESOLUTION NO. 256 RESOLUTION APPROVING TRAVEL TO NAHRO TPP NATIONAL EXPERIENCE EXCHANGE FORUM III FOR EXECUTIVE DIRECTOR AND ASSISTANT EXECUTIVE DIRECTOR Mr. Kumpe explained that this meeting in San Antonio, Texas, will be an exchange of problems and successes related to the TPP program, and should be informative and helpful. After discussion, Resolution No. 256 was approved by motion of Mr. Taylor, seconded by Mr. Morgan, and carried unanimously. RESOLUTION NO. 257 RESOLUTION APPROVING TRAVEL TO I.D.E.A./N.L.C. MEETING FOR EXECUTIVE DIRECTOR Mr. Kumpe explained that this meeting in Washington, D.C., will be very informative and helpful to those involved in the revitalization of downtown areas, and will also allow him to meet some of the new people of HUD. After discussion, Resolution No. 257 was approved by motion of Mr. Taylor, seconded by Mrs. Endress, and carried unanimously. • • - 2 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, ESTABLISHING REVISED FAIR MARKET VALUES FOR DISPOSITION OF LAND - PROJECT ARK. R-105 Mr. Kumpe explained to the Board that after the agenda and packets for this meeting were mailed, he received a call from the:Regional HUD office. Before a fair market value can be established for this parcel (the Old Post Office building), a restrictive covenant will need to be drawn up restricting the investor from making certain changes to the structure after purchase. Mr. Kumpe also asked the Board to be thinking about and to discuss whether to sell this parcel as the complete center Square parcel or just to sell the actual building and the ground the building sits on and to donate the surrounding area to the City as a public park. The Board will also need to decide how to set the price of the parcel: atthe appraisal figures or to include the expenses of the Housing Authority for upkeep and rehabilitation of the building. Mr. Kumpe pointed out that once the price is established, it will not be subject to negotiation. The Board tabled this resolution and instructed Mr. Kincaid to draw up the restrictive covenant requested by HUD for the building. RESOLUTION NO. 258 RESOLUTION APPROVING CONTRACT WITH JOE ZIEGLER, ECONOMIST, FOR STUDY AND ANALYSIS OF LOCAL ECONOMIC IMPACT, OF THE UNIVERSITY OF ARKANSAS: Mr. Kumpe explained that a balance needs to be maintained in the Downtown Center Square area of retail, financial and professional businesses. At present, it appears there needs to be planning for more retail in the Square area, considering that First National Bank is considering purchasing the Urban Renewal property on the east side of the Square and J.C. Penney is considering leaving the Square area. Major retailers need certain data in order to decide whether to build in a certain area, what size and type of building, and there is not sufficient statistical data on the University of Arkansas impact on the local economy. The Regional HUD office has said that a study of this type is eligible expense. Mr. Taylor recommended Mr. Ziegler as being capable, and stated that Mr. Ziegler will also be available after the study is completed for working with possible retailers and answering any questions about the study. Mr. Taylor also stated that having a direct contract with Mr. Ziegler will be less expensive that a contract with the University. Mr. Ziegler will also have the cooperation of the University regarding computer research and supplying data. Mr. Taylor and his staff will be available to assist Mr. Ziegler also. Mr. Kumpe stated that the final report on this study would be presented July 15, 1977. The contract price is $6,850.00. After discussion, Resolution No. 258 was approved by motion of Mr. Taylor, seconded by Mr. Gould, and carried unanimously. There being no further business, the meeting was adjourned. THE HOUSING AUTHORITY OF CITY is FAYETTEVILLE, AR • • 1 j .�~•c\ RESOLUTION NO. a5(0 RESOLUTION APPROVING TRAVEL TO NAHRO TPP NATIONAL EXPERIENCE EXCHANGE FORUM III FOR EXECUTIVE DIRECTOR AND ASSISTANT EXECUTIVE DIRECTOR WHEREAS, the NARRO TPP National Experience Exchange Forum III will be in San Antonio, Texas, March 22-25, 1977; and, WHEREAS, this meeting will be a participant -oriented exchange of problems and successes related to the TPP program development and execution; and, WHEREAS, this meeting will be informative and helpful in the Fayetteville housing program and TPP program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, that travel expenses for the Executive Director and the Assistant Executive Director be paid to this meeting in accordance with the agency's travel policy. MEETING FOR EXECUTIVE DIRECTOR WHEREAS, the International Downtown Executives Association and the National League of Cities will be having a joint conference in Washington, D.C., March 6-7, 1977; and, WHEREAS, this conference is designed to provide intensive instruction to those who are involved in the revitalization of downtown areas; and, WHEREAS, the conference will be very informative and helpful in the Fayetteville Urban Renewal project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, that travel expenses for the Executive Director be paid to this meeting in accordance with the agency's travel policy. A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS,. ESTABLISHING REVISED FAIR MARKET VALUES FOR DISPOSITION OF LAND - PROJECT ARK. R=105 WHEREAS, the Housing Authority proposes. to make available for redevelopment certain lands in the aforementioned project; and WHEREAS, by Resolution No. 121, dated July 16, 1975, fair market values were established; and WHEREAS the square footage of the site has been changed and the fair market values established in 1975 need to be updated at this time in order to dispose of the aforementioned property; and YHEREAS two updated reuse appraisals.have been made of said lands; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, THAT: 1. The attached listing of parcels and values are hereby established and adopted. 2. The Executive Director is hereby authorized and instructed to prepare and submit said values to the Department of Housing and Urban Development by proclaimer certificate. 3. The Authority shall proceed to solicit and accept proposals for redevelopment on said parcels in accordance with the requirements of applicable Federal and State laws and regulations.
