HomeMy WebLinkAbout1977-01-19 - Minutes - Archive• • MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 o'clock a.m., Wednesday, January 19, 1977, in the office of the Authority, #1 North School Avenue, Fayetteville, Arkansas. Mr. Gould, Chairman, called the meeting to order. Upon roll call, the following were present: •t{ Commissioners: Gould,Underwood, Taylor,.Endress f s . Commissioners Absent: Morgan Others Present: Chad Kumpe, Bromo Wilson,Wayne Williams, Pat Warford, Pat Donat, Sally Kirby, Hugh Kincaid There being a quorum present, the following business was transacted: The Minutes of the December 15, 1976 Regular Meeting were approved by motion of Mr. Taylor, seconded by Mrs. Endress, and carried unanimously. The Minutes of the December 17, 1976 Special Meeting were approved by motion of Mr. Taylor, seconded by Mrs. Endress, and carried unanimously. The Minutes of the December 21, 1976 Special Meeting were approved by motion of Mr. Taylor, seconded by Mrs. Endress, and carried unanimously. The December Financial Statement was approved by motion of Mr. Taylor, seconded by Mrs. Endress, and carried unanimously. Mr. Gould asked for nominations for the office of Chairman of the Board. Mr. Taylor nominated Mr. Underwood; the motion was seconded by Mrs. Endress. There being no other nominations, Mr. Underwood was declared Chairman for the coming year. Mr. Gould asked for nominations for the position of Vice -Chairman. Mr. Taylor nominated Mr. Morgan; motion was seconded by Mrs. Endress. .There being no other nominations, Mr. Morgan was declared Vice -Chairman for the coming year. RESOLUTION NO. 255 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, ESTABLISHING REVISED FAIR MARKET VALUES FOR DISPOSITION OF LAND - PROJECT ARK.IR-105 • • • • 1 2 Mr. Kumpe explained that appraisals cannot be used to dispose of property if the appraisals were made more than 18 months before the disposition. The original: appraisals on Parcels C-4, C-5, C-6 and C-7 were made in 1973. These appraisals had to be updated. Mr. Kumpe stated that the Board, by this Resolution, can set the fair market values for these parcels of land. Mr. Taylor moved that the Board set the fair market values of these parcels according to the appraisals established by Mr. Jim Sullivan. Motion seconded by Mrs. Endress, and carried unanimously. Concerning the disposition of Parcel R-4, Mr. Kumpe stated that the sale of the parcel has been completed to Rogers Investment Company. This company plans to use this property for a parking facility. Mr. Kumpe stated that the Board will probably be able to set fair market value on the Old Post Office by the next Board meeting. Mr. Kumpe informed the Board of two House Bills (HB -232 and HB -214) which will allow the City Council to appoint Housing Authority Commissioners and also allow: -the City Council to get rid of Board members of a Housing Authority for any reason they see fit. He has written a letter to Mr. Carl Rose of the House of Representatives expressing his dissapproval of these Bills. R-105 WHEREAS, the Housing Authority proposes to make available for redevelopment certain lands in the aforementioned project; and WHEREAS, by Resolution No. 116, dated January 31, 1973, fair market values were established; and WHEREAS,Ithe fair market values established in 1973 need to be updated at this time in order to dispose of the aforementioned property; and WHEREAS two updated reuse appraisals have been made of said lands. NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, THAT: • 1. The attached listing of parcels and values are hereby established and adopted. 2. The Executive Director is hereby authorized and instructed to prepare and submit said values to the Department of Housing and Urban Development by proclaimer certificate. 3. The Authority shall proceed to solicit and accept proposals for redevelopment on said parcels in accordance with the requirements of applicable Federal and State laws and regulations. Snow 10/8/76. **Second Appraisal made by James Sullivan 12/29/76. 1 A NI PROCLAIMER CERTIFICATE RELATIVE TO ESTABLISHMENT OF FAIR REUSE VALUE I, Chad Kumpe, the duly appointed, qualified, and acting Executive Director of the Housing Authority of the City of Fayetteville, Arkansas, herein called the "Local Public Agency," hereby certify that I have been authorized, by Resolution No. 255 , duly adopted by the Board of Commissioners of the Local Public Agency at a regular meeting on 1/19/77 , as set forth in the minute book on file at the Housing Authority, to make the following certification and that the statements contained herein are true and correct to the best of my knowledge and belief: 1. Each parcel in the Center Square Urban Renewal Area, Project No. Ark. R-105, listed in this proclaimer certificate has been appraised by at least two qualified, independent, professional real estate appraisers and a written and signed copy of each such appraisal is contained in the Local Public Agency files. 2. Each such appraisal has been reviewed by Chad Kumpe, a qualified Local Public Agency staff appraiser and all corrections, revisions, or additions requested by such reviews have been made by the original appraisers. 3. The reviewer has prepared a written report which indicates that the appraisals are complete and consistent in the factual data contained therein, comply with existing statutory and administrative requirements of the U.S. Department of Housing and Urban Development and are acceptable for the determination of fair value. 4. Based upon such appraisals and the review thereof, the Local Public Agency has established the fair value, for the reuse indicated, of the parcels listed below within the Center Square Urban Renewal Area and all documentation related to such determination is contained and readily available in the Local Public Agency files. 5. The sum of thefollowing is not less than the amount included for disposition proceeds in the latest approved financing plan as approved by HUD on December 22, 1971. or a. Sales proceeds from the sale of property previously conveyed. b. Fair reuse values previously approved by HUD for properties not conveyed. c. Fair reuse values previously established by the LPA for property not conveyed but included in prior proclaimer certificates. d. Fair reuse values established by the LPA for property included in the proclaimer being filed. e.
