MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., Wednesday, November 17, 1976,
in the office of the Authority, #1 North School Avenue, Fayetteville,
Arkansas.
Mr. Gould, Chairman, called the meeting to order.
Upon roll call, the following members were present:
Commissioners: Gould, Clinton, Morgan, Underwood
Commissioners Absent: Taylor
Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen,
Wayne Williams, Pat Warford, Pat Donat,,Hugh Kincaid
There being a quorum present, the following business was transacted:
The Minutes of the October 20, 1976 Regular Meeting were approved by
motion of Mr. Clinton, seconded by Mr. Underwood, and carried
unanimously.
The Minutes of the October 22, 1976 Special Meeting were approved by
motion of Mr. Underwood, seconded by Mr. Morgan, and carried
unanimously.
The Minutes of the November 9, 1976 Special Meeting were approved by
motion of Mr. Underwood, seconded by Mr. Clinton, and carried
unanimously.
The October Financial Statement was approved by motion of Mr. Underwood,
seconded by Mr. Morgan, and carried unanimously.
RESOLUTION NO. 251
RESOLUTION APPROVING NEW INCOME ADMISSION LIMITS
FOR LOW INCOME PUBLIC HOUSING PROJECT ARK. 97-1
Mr. Kumpe explained that HUD has suggested these new income limits.
These limits have been raised approximately 8 1/2%. After discussion,
Resolution No. 251 was approved by motion of Mr. Underwood, seconded
by Mr. Clinton, and carried unanimously.
Mr. Kumpe gave an update on the progress of the Urban Renewal work.
The street work and underground utility work is progressing very well
and on schedule. There will be a pre -construction conference next
week on the Community Center additions.
Wayne Williams and Delbert Allen gave a report on the 312 loans.
Mr. Williams has talked with HUD representatives concerning this and

getting the information needed to begin work on these loans. They
should be able to begin contacting people about these loans by
December.
Mr. Clinton's term on the Board will expire December 28, 1976. He
announced today that he will not seek a new term because it might
cause a conflict of interest when the Housing Authority starts
with the 312 loans.
The Board then went into Executive Session to discuss personnel
matters.
RESOLUTION NO. 252
RESOLUTION APPROVING SALARY INCREASES
Mr. Kumpe presented his suggested salary increases for the
Housing Authority staff. After discussion, Resolution No. 252
was approved by motion of Mr. Clinton, seconded by Mr. Underwood,
and carried unanimously.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 251
RESOLUTION APPROVING NEW INCOME ADMISSION LIMITS
FOR LOW INCOME PUBLIC HOUSING PROJECT ARK. 97-1
WHEREAS the Housing Authority of the City of Fayetteville,
Arkansas has found and hereby determines that there is a need for
a change in income limits from the limits adopted by Resolution
No. 152 in April 17, 1974; and,
WHEREAS the Housing and Community Development Act of 1974
has provided for such change in the Federal Register, Volume 41,
No. 194, dated October 5, 1976; and,
WHEREAS the Department of Housing and Urban Development
has recommended adoption of the following schedule of income
limits;
NOW, THEREFORE, BE IT RESOLVED that the following Schedule
of Income Limits be adopted:

No change is being made in the definition of net family income or
in the policies relating to exemptions and deductions. Further,
the exemption policy shall be so administered as to preclude the
admission of any family not of low income within the meaning of
Federal or applicable state laws.

RESOLUTION NO. 252
RESOLUTION APPROVING SALARY INCREASES
WHEREAS the approved budget for the coming year of the
Housing Authority of the City of Fayetteville allows for salary
increases for certain personnel:
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE that the
salary increases listed below are approved, effective date November 1,
1976.
