HomeMy WebLinkAbout1976-10-22 - Minutes - Archive• • • MINUTES OF SPECIAL MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Special Session at 12:00 noon, Friday, October 22, 1976, in the office of the Authority, #1 North School Avenue, Fayetteville, Arkansas. Upon roll call, the following were present: Commissioners Present: Taylor, Clinton, Underwood Commissioners Absent: Gould, Morgan Others Present: Chad Kumpe, Delbert Allen, Pat Warford, Pat Donat, Kay Speed, Hugh Kincaid, Don Grimes, Tommy Hodges, Pat McGetrick The Vice -Chairman ordered that the following Waiver and Consent be spread upon the Minutes: WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING We, the undersigned, do hereby accept notice of this SPECIAL MEETING, waiving any and all irregularities in the service of notice and do hereby consent and agree that the Commissioners of the Housing Authority of Fayetteville, Arkansas shall meet at their regular meeting place at 12:00 noon, Friday, October 22, 1976, for the following purposes: 1. Roll Call 2. Resolution Approving Contract With Hodges, Vines, Fox, Castin, and Associates for Engineering and Landscape Architecture Services for Center Square Improvements /s/ Phillip Taylor /s/ Roy Clinton /s/ Bill Underwood There being a quorum present, the following business was transacted: RESOLUTION NO. 249 RESOLUTION APPROVING CONTRACT WITH HODGES, VINES, FOX, CASTIN, AND ASSOCIATES FOR ENGINEERING AND LANDSCAPE ARCHITECTURE SERVICES FOR CENTER SQUARE IMPROVEMENTS Mr. Hodges gave a review of the previously presented traffic and parking plan for the Center Square. Basically this plan suggests creating around the Square a traffic loop of one -lane traffic, removing all traffic lights and replacing them with stop signs. • • • 2 The on -Square traffic would have the right-of-way, yielding to pedestrians. To improve pedestrian safety, make parking bays at each corner, shortening length of pedestrian cross -walk. This contract calls for the actual engineering and landscape architecture involved in the implementation of this Center Square plan. Mr. Hodges pointed out that some of the details involved in this would include seeking ways to eliminate the drainage problem on the Square, replacing most sidewalks and deciding type of sidewalk, investigating feasibility of heated sidewalks, landscaping and deciding type of shrubbery and plants for landscaping, lighting of Square and seeking a type of lighting to coordinate with the architectural style of the Old Post Office building. They will consider the inevitable disruption of business on the Square and try to minimize complaints about this disruption. The firm feels this plan will provide a more efficient flow of traffic and that traffic will not overburden this plan. Mr. Hodges stated that this firm is familiar with HUD rules and regulations which will allow for speedier completion of the work. Mr. Clinton asked if the contract were approved could the firm have the working drawings and specifications ready for bidding by the middle of February. Mr. Hodges stated that they could. Mr. Hodges pointed out that the contract price of $27,000 does not include a resident engineer. The contract does call for a general supervisor who will come and inspect the work every week and will come to work out any special problems that might arise. The firm could provide a resident engineer at extra fee. Mr. Underwood asked if there were any problems will the firm be liable for any damages. Mr. Hodges stated that the firm has liability insurance and will assume responsibility for any problems or damages that they are responsible for. He further stated that the firm has never had any of these types of problems before. Mr. Underwood asked Mr. Grimes for his opinion. Mr. Grimes stated that he likes the plan and it seems to be a reasonable fee for the contract. He stated that he is glad that the Urban Renewal agency is going to be able to proceed with a plan for the Square rather than turning the funds over to the City. It was agreed by the Hodges firm and the Housing Authority that the resident engineer services would be performed by the Housing Authority rehabilitation officer, Mr. Allen. Mr. Clinton made the motion to approve the contract with HVFCA with the contract price not to exceed $27,000 and a time completion date of February 15, 1977. Motion seconded by Mr. Taylor, and carried unanimously. There being no further business, the meeting was adjourned. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS • • • RESOLUTION NO. c24/9 RESOLUTION APPROVING CONTRACT WITH HODGES, VINES, FOX, CASTIN, AND ASSOCIATES FOR ENGINEERING AND LANDSCAPE ARCHITECTURE SERVICES FOR CENTER SQUARE IMPROVEMENTS WHEREAS, a portion of the Ark. R-105 Urban Renewal Project Plan calls for certain improvements for the Center Square Urban Renewal Project Ark. R-105; and WHEREAS, the Housing Authority desires to engage the Consultant to obtain certain professional services in connection with site improvements to be included in this redevelopment, including: 1. Design services 2. Engineering services NOW, THEREFORE, BE IT RESOLVED that the firm of Hodges, Vines, Fox, Castin, and Associates, a professional consulting firm, be retained to perform these services, with a contract price not to exceed $a7,000.# PASSED AND APPROVED THIS 2 DAY OF , 1976.
