MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., Wednesday, October 20, 1976,
in the office of the Authority, #1 North School Avenue, Fayetteville,
Arkansas.
Mr. Gould, Chairman, called the meeting to order.
Upon roll call, the following members were present:
Commissioners: Gould, Clinton, Taylor, Underwood
Commissioners Absent: Morgan
Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen,
Pat Warford, Pat Donat, Kay Speed, Hugh Kincaid
There being a quorum present, the following business was transacted:
The Minutes of the September 15, 1976 Regular Meeting were approved by
motion of Mr. Clinton, seconded by Mr. Taylor, and carried unanimously.
The Minutes of the September 23, 1976 Special Meeting were approved by
motion of Mr. Clinton, seconded by Mr. Taylor, and carried unanimously.
The September Financial Statement was approved by motion of Mr. Clinton,
seconded by Mr. Taylor, and carried unanimously.
RESOLUTION NO. 248
RESOLUTION APPROVING TRAVEL TO HOUSING CODE REGISTRATION
COURSE, LITTLE ROCK, ARKANSAS, FOR REHABILITATION OFFICER
After discussion, Resolution No. 248 was approved by motion of Mr. Clinton,
seconded by Mr. Taylor, and carried unanimously.
RESOLUTION APPROVING CONTRACT WITH HODGES, VINES, FOX,
CASTIN, AND ASSOCIATES FOR ENGINEERING AND
LANDSCAPE ARCHITECTURE SERVICES FOR
CENTER SQUARE IMPROVEMENTS
Mr. Kumpe explained this contract and pointed out that Mr. Kincaid
has reviewed the contract. The scope of services include all the actual
engineering and landscaping architecture for implementation of
the Center Square plan. The concept of this Center Square plan was
presented and approved by the Board at a special meeting September 3,
1976. Mr. Kumpe stated that after the services provided for in this
contract are completed, the Housing Authority can advertise for bids.
The actual work on the Square should be started by March, 1977.

Mr. Clinton asked whether there was a completion date provided in
the contract. Mr. Kincaid stated there is a blank in contract for
completion date to be filled in. Mr. Kincaid also pointed out that
a maximum contract price needs to be decided upon. The minimum
contract price is $27,000.
Mr. Underwood asked why a local engineering firm couldn't do the
actual engineering and design work, using the conceptual plan that
has been approved.
Mr. Kumpe stated that in his opinion, the Hodges firm would be able
to complete the work more rapidly and efficiently. This firm is
already familiar with the conceptual plan, whereas a new firm would
have to take time to study the plan before they could begin the
engineering and design work. Mr. Kumpe also pointed out that a
local firm would not be familiar with the HUD regulations, red -tape,
and paperwork, whereas the Hodges firm has experience in dealing with
HUD funded projects.
Mr. Clinton suggested that perhaps the Hodges firm could save time
by subcontracting what services they could to local firms, which would
also lower their expense and possibly lower the contract fee.
Mr. Underwood and Mr. Taylor requested that Mr. Hodges meet with the
Board before approving this contract. They feel there are more
questions that need to be asked, and that they would like to be
more informed of the plan and contract.
Mr. Kumpe stated that he would contact Mr. Hodges and call a special
meeting for noon, Friday, October 22, 1976. The resolution approving
the Hodges contract was tabled and will be presented at this special
meeting.
Section 8 Housing Program: ,
Mr. Kumpe stated that he has discussed this program with HUD in Little Rock.
The Section 8 Housing Program hasthe same criteria for eligibility for
housing as the present program of the Housing Authority. Presently,
the Section 8 program is being handled through the City of Fayetteville.
Mr. Kumpe has met with Don Grimes, City Manager, concerning this, and
it seems there is a duplication of files, offices, forms, and personnel
to have these two programs handled through two different offices. Mr. Kumpe
and Mr. Grimes agree that perhaps the Section 8 program could be handled
more efficiently through the Housing Authority office. Mr. Kumpe also
pointed out that this would be advantagous to this office because the
person presently employed to handle the Section 8 housing is also
familiar with HUD 312 Rehabilitation Loans. If this person were to
join the Housing Authority staff, with his salary provided by Section 8
funding, he would also be a help in obtaining 312 loans for the
commercial urban renewal district to rehabilitate commercial structures.
Mr. Underwood moved to accept the Section 8 Housing Program. Motion was
seconded by Mr. Clinton, and carried unanimously.

Progress report on Housing:
Mr. Kumpe reported that the revised plans and specifications have been
sent to the HUD area office for the modernization of the community
centers on Lewis Plaza and Willow Heights. After HUD approval, the
Housing Authority should be able to proceed with letting contracts
within the next month.
Mr. Kumpe also reported that the Housing Authority has i00% occupancy
at this time, and the rent roll has been substantially increased.
Progress report on Urban Renewal:
Mr. Kumpe reported that the installation of underground utilities
is proceeding very well. Mr. Kumpe also reported that the Pearson
property condemnation suit has been settled, with the Housing Authority's
exact appraisal being awarded.
There being no further business, the meeting was adjourned.

RESOLUTION NO. Q98
RESOLUTION APPROVING TRAVEL TO HOUSING CODE REGISTRATION
COURSE, LITTLE ROCK, ARKANSAS, FOR REHABILITATION OFFICER
WHEREAS the Southern Building Code Congress International
held a Housing Code Registration Course at the University of
Arkansas at Little Rock, Arkansas, October 6, 7, and 8, 1976;
and,
WHEREAS this was a practical course to aid the housing
inspector in performing work in a more efficient and professional
manner, and all participants passing the final examination will
be registered as housing inspectors by the Southern Building Code
Congress International; and,
WHEREAS this course was determined to be informative and
helpful to the Housing Authority Rehabilitation Officer;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, that travel expenses
for the Rehabilitation Officer be paid to this meeting in accordance
with the agency's travel policy.

RESOLUTION NO.
RESOLUTION APPROVING CONTRACT WITH HODGES, VINES, FOX,
CASTIN, AND ASSOCIATES FOR ENGINEERING AND
LANDSCAPE ARCHITECTURE SERVICES FOR
CENTER SQUARE IMPROVEMENTS
WHEREAS, a portion of the Ark. R -I05 Urban Renewal Protect Plan calls
for certain Improvements for the Center Square Urban Renewal
Project Ark. R-105; and
WHEREAS, the Housing Authority desires to engage the Consultant to
obtain certain professional services in connection with
site improvements to be included in this redevelopment,
including:
1. Design services
2. Engineering services
NOW, THEREFORE, BE IT RESOLVED that the firm of Hodges, Vines, Fox,
Castin, and Associates, a professional consulting firm,
be retained to perform these services, with a contract
price not to exceed $:' -. .
