MINUTES OF SPECIAL MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Special Session at 8:30 o'clock a.m., on Thursday, September 23, 1976,
in the office of the Authority, #1 North School Avenue, Fayetteville,
Arkansas.
Commissioners Present: Gould, Taylor, Clinton, Underwood
Commissioners Absent: Morgan
Others Present: Chad Kumpe, Delbert Allen, Pat Warford,
Kay Speed, Erwin Wimberly
The Chairman ordered that the following Waiver and Consent be spread
upon the Minutes:
WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING
We, the undersigned, do hereby accept notice of this SPECIAL MEETING,
waiving any and all irregularities in the service of notice and do
hereby consent and agree that the Commissioners of the Housing Authority
of Fayetteville, Arkansas shall meet at their regular meeting place at
8:30 o'clock a.m., Thursday, September 23, 1976, for the following
purposes:
1. Roll Call
2. Resolution Approving Contract With 0-Zar-Co Construction Company
For Repair to Old Post Office Building, Center Square, Ark. R-105
There being a quorum present, the following business was transacted:
RESOLUTION NO. 247
RESOLUTION APPROVING CONTRACT WITH
0-ZAR-00 CONSTRUCTION COMPANY FOR REPAIR TO
OLD POST OFFICE BUILDING, CENTER SQUARE, ARK. R-105
Mr. Kumpe explained that the Housing Authority received three bids
for this repair, the lowest bid received from O-Zar-Co Construction
Company in the amount of $19,693.00. After discussion, Resolution
No. 247 was approved by motion of Mr. Clinton, seconded by Mr. Taylor,
and carried unanimously.
There being no further business, the meeting was adjourned.

RESOLUTION APPROVING CONTRACT WITH
0-ZAR-CO CONSTRUCTION COMPANY FOR REPAIR TO
OLD POST OFFICE BUILDING, CENTER SQUARE, ARK. R-105
WHEREAS, the Housing Authority of the City of Fayetteville
has become aware of certain needed repairs to the Old Post Office
building in the Center Square project, and;
WHEREAS, these repairs need to be made before the building
can be advertised for sale;
WHEREAS, the Commissioners of the Housing Authority of the City
of Fayetteville have received sealed bids for this repair, which bids
have been opened, tabulated, and found to be in proper form; and,
WHEREAS, the Architect has recommended the acceptance of the
bid of O-Zar-Co Construction Company as the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the
Housing Authority of the City of Fayetteville:
1. 0-Zar-Co Construction Company is the apparent responsible
low bidder and the low bid is in the amount of $19,693.00.
2. (a) The Chairman is hereby authorized to notify the low bidder
in writing of the award and set the date and time for execution
of the contract, and (b) said Chairman is also directed and
authorized and directed to execute the contract and the Executive
Director is hereby authorized and directed to impress and attest
the official seal on each contract.
3. That the Executive Director is hereby appointed to serve as
Contracting Officer for the construction of the Project for
the Housing Authority. The Contracting Officer is also
delegated the authority to execute any and all change orders,
supplemental agreements (limited by the policies, rules,
and procedures as set forth by HUD) affecting the main
construction contract.
