There being a quorum present, the following business was transacted:
Mr. Hodges gave a brief review of the previous report on the downtown
parking, then gave a report on the traffic study. The Hodges firm
feels there should be a traffic system downtown which will allow an
easy flow of traffic to the downtown area. They suggest the main
streets to circulate traffic to and from the Square area should be
Meadow, Church, and Block Streets. The firm makes the following
suggestions concerning on -the -Square traffic: Create around the
Square a traffic loop of one -lane traffic. Remove all traffic lights
around the Square and place stop signs'.at each corner for traffic
coming onto the Square. The on -Square traffic would have the right-
of-way, yielding only to pedestrians. To improve pedestrian safety,

make parking bays at each corner, shortening length of pedestrian
cross -walk. This will make the Square more attractive and safer
for pedestrians. This will cause a loss of approximately 15-18
parking spaces.
City Manager, Don Grimes,"stated that he agreed with the removal of
traffic lights, which he also feels will create easier traffic flow.
Mr. Hodges asked the Board for an opinion concerning this plan.
The Board agreed that this plan is agreeable and gave their approval.
There being no further business, the meeting was adjourned.
