MINUTES OF SPECIAL MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Special Session at 8:30 o'clock a.m., Wednesday, May 5, 1976, in
the office of the Authority, k1 North School Avenue, Fayetteville,
Arkansas.
Mr. Gould, Chairman, called the meeting to order.
Upon roll call, the following members were present:
Commissioners: Gould, Clinton, Morgan, Underwood
Commissioners Absent: Taylor
Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen,
Pat Warford, Pat Donat, Kay Speed, Tammi Reed, Hugh Kincaid
The Chairman ordered that the following Waiver and Consent be spread
upon the Minutes:
• WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING

We, the undersigned, do hereby accept notice of this SPECIAL MEETING,
waiving any and all irregularities in the service of notice and do
hereby consent and agree that the Commissioners of the Housing Authority
of Fayetteville, Arkansas shall meet at their regular meeting place at
8:30 o'clock a.m., on Wednesday, May 5, 1976, for the following purposes:
1. Roll Call
2. Resolution Approving a Modernization Program in the Amount of
$30,220 for Certain Needed Improvements in the Hi -Rise Building

There being a quorum present, the following business was transacted:
RESOLUTION NO. 228
RESOLUTION APPROVING A MODERNIZATION PROGRAM IN THE
AMOUNT OF $30,220 FOR CERTAIN NEEDED IMPROVEMENTS IN THE
HI -RISE BUILDING

Mr. Kumpe explained that HUD has approved these modernization
expenditures. This modernization program will include funds
to cover the purchase and installation of new boiler in Hi -Rise
and retubing the old boiler, installing security doors, and water-
proofing the east and west walls of the building.
After discussion, Resolution No. 228 was approved by motion of
Mr. Underwood, seconded by Mr. Clinton, and carried unanimously.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 228
RESOLUTION APPROVING A MODERNIZATION PROGRAM IN THE
AMOUNT OF $30,220 FOR CERTAIN NEEDED IMPROVEMENTS IN THE
HI -RISE BUILDING
WHEREAS, the Fayetteville Housing Authority finds it necessary
to have certain needed improvements in the Hi -Rise building as follows:
(1) Purchase and install new boiler
(2) Retube old boiler
(3) Install security doors
(4) Waterproof east and west side of buidduing
and;
WHEREAS, it is impossible to do this from current operating
funds, and;
• WHEREAS, the improvements listed above meet HUD criteria for
eligible modermilzation funding, and;
•
WHEREAS, the requested amount of $30,220 represents the best
estimate of modernization costs;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE that the Executive
Director submit application to HUD for modernization funds of
$30,220 to make the improvements on the Hi -Rise building.
BE IT FURTHER RESOLVED that the Fayetteville Housing Authority
will comply with all policies, procedures, and requirements concomitant
to such funding, to the greatest extent feasible. The Housing Authority
further resolves to provide training and employment opportunities to
lower income persons residing in the area of the project, including
residents, and shall award contracts for work to businesses which are
located in or owned in substantial part by persons residing in the
area of the project. The Housing Authority shall also correct any
management practices which may adversety, ffect the successful and
timely completion of the modernization work.
