RESOLUTION APPROVING CONTRACT WITH
HODGES, VINES, FOX, CASTIN, & ASSOCIATES
Mr. Kumpe explained this resolution to make a contractural arrangement
for planning and engineering services during the execution stages of the
Center Square Urban Renewal project. After discussion, the Commissioners
decided to take no action on this resolution at this time. The Board
directed Mr. Kumpe to advise this firm that they do not feel the FHA
can proceed until it is decided exactly what plan changes are necessary
to the Square plan.
Mr. Kumpe presented a report of the study by McBryde, Crisp and
Associates concerning the Old Post Office building. According to
this study the building can economically be converted to commercial
use. Mr. Kumpe stated that the building has three potential uses. The
lower floor has a potential use for retail, possibly being divided into
eight small shop areas of 200-400 feet each. The second alternative for
the lower floor is eating facilities. The main floor can be also used
for retailing with seven small shops possible. The primary use suggested
for this floor is a restaraunt facility with capacity to seat 171, and
some small retail area. The upper level usages could be professional
office space. The cost of renovation varying with usage ranges from
$112,000 to $183,000 to an investor. The purchase price of the building
is approximately $91,500 and disposition will follow HUD guidelines.
