HomeMy WebLinkAbout1976-04-21 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 o'clock a.m., Wednesday, April 21, 1976, in the office of the Authority, #1 North School Avenue, Fayetteville, Arkansas. Mr. Gould, Chairman, called the meeting to order. Upon roll call the following members were present: Commissioners: Gould, Underwood, Clinton, Taylor Commissioners Absent: Morgan Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen, Pat Warford, Pat Donat, Tammi Reed, John Todd, Hugh Kincaid There being a quorum present, the following business was transacted: The Minutes of the March 17, 1976, Regular Meeting were approved by motion of Mr. Clinton, seconded by Mr. Underwood, and carried unanimously. The March Financial Statement was approved by motion of Mr. Underwood, seconded by Mr. Clinton, and carried unanimously. RESOLUTION NO. 223 RESOLUTION APPROVING TRAVEL TO HOT SPRtIINGS, ARKANSAS, TO 1976 ANNUAL MEETING OF ARKANSAS CHAPTER, NAHRO After discussion, Resolution No. 223 was approved by motion of Mr. Underwood, seconded by Mr. Clinton, and carried unanimously. RESOLUTION NO. 224 RESOLUTION MODIFYING PROCUREMENT POLICY After discussion, Resolution No. 224 was approved by motion of Mr. Clinton, seconded by Mr. Underwood, and carried unanimously. RESOLUTION NO. 225 RESOLUTION TO CHANGE JOB CLASSIFICATION OF MAINTENANCE PERSONNEL Mr. Kumpe explained the resolution and after discussion, Resolution No. 225 was approved by motion of Mr. Taylor, seconded by Mr. Clinton, and carried unanimously. • -2 RESOLUTION APPROVING CONTRACT WITH HODGES, VINES, FOX, CASTIN, & ASSOCIATES Mr. Kumpe explained this resolution to make a contractural arrangement for planning and engineering services during the execution stages of the Center Square Urban Renewal project. After discussion, the Commissioners decided to take no action on this resolution at this time. The Board directed Mr. Kumpe to advise this firm that they do not feel the FHA can proceed until it is decided exactly what plan changes are necessary to the Square plan. Mr. Kumpe presented a report of the study by McBryde, Crisp and Associates concerning the Old Post Office building. According to this study the building can economically be converted to commercial use. Mr. Kumpe stated that the building has three potential uses. The lower floor has a potential use for retail, possibly being divided into eight small shop areas of 200-400 feet each. The second alternative for the lower floor is eating facilities. The main floor can be also used for retailing with seven small shops possible. The primary use suggested for this floor is a restaraunt facility with capacity to seat 171, and some small retail area. The upper level usages could be professional office space. The cost of renovation varying with usage ranges from $112,000 to $183,000 to an investor. The purchase price of the building is approximately $91,500 and disposition will follow HUD guidelines. • RESOLUTION NO. 226 • RESOLUTION APPROVING AMENDMENT TO CONTRACT FOR ADDITIONAL LEGAL SERVICES (URBAN RENEWAL) RESOLUTION NO. 227 RESOLUTION APPROVING AMENDMENT TO CONTRACT FOR ADDITIONAL LEGAL SERVICES (URBAN RENEWAL) After discussion, Resolutions No. 226 and 227 were approved by motion of Mr. Clinton, seconded by Mr. Underwood, and carried unanimously. There being no further business, the meeting was adjourned. ATTEST: THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE atieg. ,SECRETARY igAV , CHA I RMAN • • RESOLUTION NO. 223 RESOLUTION APPROVING TRAVEL TO HOTTSPRkNGS:, ARKANSAS, TO 1976 ANNUAL MEETING OF ARKANSAS CHAPTER, NAHRO WHEREAS the 1976 Annual Meeting of the Arkansas Chapter of NAHRO will be held :iln Hbt Springs, Arkansas on May 12, 13, and 14, 1976, and; WHEREAS this meeting will include a program including discussions of housing problems, implementation of the new regulations which became effective March 26th, and Arkansas Chapter business, and; WHEREAS this program will be very informative and helpful in the Fayetteville housing program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF.THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, that travel expense for the Assistant Executive Director be paid to this meeting in accordance with the Agency's travel policy. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS CHAIRMAN • RESOLUTION NO. 224 RESOLUTION MODIFYING PROCUREMENT POLICY WHEREAS, it will be beneficial to the efficient operation of the Fayetteville Housing Authority to modify the current procurement policy; BE IT RESOLVED, that the attached procurement policy (Exhibit A) shall be the official policy of the Fayetteville Housing Authority, said policy to become effective 4/21/76 PASSED AND APPROVED THIS 21 DAY OF April , 1976. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS • CHAIRMAN /V • ATTEST: SECR • • • (Exhibit A- Resolution No. 224 dated 4/21/76) STATEMENT OF PROCUREMENT POLICY 1 Purchases and contracts for equipment, materials, supplies, or services except for personal services, shall be made in the following manner: A. The Executive Director shall make purchases and contracts, not to exceed $500.00 in amount, in the open market after such inquiry as he deems necessary to insure that the price obtained is the most advantageous to the Authority; and B. For purchases and contracts from $500.00 to $2,500.00, the Executive Director shall solicit bids orally, by telephone, or in writing from at least three suppliers, if so many be available in the locality; he shall keep on file a tabulation of quotations received; and C. For purchases and contracts in excess of $2,500.00, the Executive Director shall invite bids by (1) advertisement in at least one newspaper of general circulation, or (2) mailing invitations to bid to all available dealers and notices posted in public places; or a combination of such methods. A tabulation of bids received shall be retained. D. For equipment and supplies included in HUD Consolidated Supply Contracts, the Executive Director shall purchase from the contract suppliers without further solicitation or invitation of bids regard- less of the amounts involved, unless it is known that lower prices are avilable elsewhere. E. All procurement of equipment, materials, supplies, and repairs or services performed by other than Local Authority employees shall be documented. Expenditures under $10.00 may be made from the petty cbsh fund and shall be supported by receipts. F. There shall be inserted in all contracts, and contractors shall be required to insert in all subcontracts, the following provision: "No member, officer, or employee of the Local Authority during his tenure or for one year thereafter shall have any interest, direct or indirect, in this contract or the proceeds thereof." 2. For the purchases and contracts specified in 1B and 1C, lack of competition is permissible only when an emergency exists which permits no delay because of the possibility of injury to life or destruction of property, or when only one source of supply is available and the purchasing or contracting officer shall so certify. If an award is made without competition, a formal report of such award, together with a certification or statement justifying the lack of competithon, shall be made to the Board. 3. With respect to the purchases and contracts specified in 18 and 1C above, the Executive Director shall make the purchase from or award the contract to the lowest responsible bidder as to price who meets the requirements. • RESOLUTION NO. 225 RESOLUTION TO CHANGE JOB CLASSIFICATION OF MAINTENANCE PERSONNEL WHEREAS the Housing Authority, in review of the job classification of its maintenance employee finds the need to re-classify this employee; NOW, THEREFORE, BE IT RESOLVED that Wayne Whitehead be changed from the classification of Maintenance Aide "6" at an annual salary of $7,009.60 to Maintenance Aide "A" at an annual salary of $7,488.00, effective May 1, 1976. RESOLUTION APPROVING CONTRACT WITH HODGES, VINES, FOX, CASTIN, & ASSOCIATES WHEREAS, a portion of the Ark. R -I05 Urban Renewal Project Plan is in need of modification and certain amendatory applications must be filed with HUD to insure compliance with all HUD regulations; WHEREAS, the property is more specifically described as follows, with all references to the official city block designation: All of block 27; all of block 16; the eastern 1/2 of block 17; the eastern 1/2 of block 26; the northern 1/2 of block 30; the western 1/2 of block 28; and the southwestern 1/4 of block 15; WHEREAS, it would be beneficial to the Fayetteville Housing Authority to have professional assistance in preparing the plan changes, submitting the required amendatory application to HUD and in closing out the Ark. R-105 Project; THEREFORE, BE IT RESOLVED that the firm of Hodges, Vines, Fox, Castin and Associates, a professional consulting firm be retained for the purposes of either assisting in establishing necessary plan changes and preparing amendatory application for submission to HUD, or pre- paring amendatory application and assisting in the close out of the Ark. R-105 Project; provided, however, that all work done by Hodges, Vines, Fox, Castin & Associates be confined to the area described hereinabove. PASSED AND APPROVED THIS ATTEST: DAY OF , 1976. SECRETARY THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS CHAIRMAN RESOLUTION NO. 226 RESOLUTION APPROVING AMENDMENT TO CONTRACT FOR ADDITIONAL LEGAL SERVICES (URBAN RENEWAL) WHEREAS, Attorneys, Kincaid, Horne & Trumbo, are now rendering legal administrative services to the Housing Authority in connection with Center Square Urban Renewal Project No. Ark. R-105 (AI, pursuant to a contract therefor dated January 19, 1972, and WHEREAS, by reason of the effects of inflation and the intensified work required of said firm under said contract, it has been determined that the rate of compensation provided for in said agreement is no longer adequate to fairly com- pensate said attorneys for the services to be provided under said contract, and WHEREAS, it is the desire of the parties to amend said contract to appropriately adjust the compensation to be paid said attorneys for these services, NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the Housing Authority of the City of Fayetteville, Arkansas: SECTION 1. That the Amendment to said Contract for legal administrative services, dated April 1 , 1976, be and the same is hereby approved effective April 1, 1976. PASSED AND APPROVED, this 1976. 21st day of April APPROVED: ,RMAN RESOLUTION NO. 227 RESOLUTION APPROVING AMENDMENT TO CONTRACT FOR ADDITIONAL LEGAL SERVICES (URBAN RENEWAL) WHEREAS, Attorneys Kincaid, Horne:& Trumbo, are now rendering additional legal services to the Housing Authority in connection with Center Square Urban Renewal Project No. Ark. R -105(A), pursuant to a contract therefor dated January 19, 1972, and, WHEREAS, by reason of the effects of inflation, it has been determined that the rate of compensation provided for in said agreement is no longer adequate to fairly compensate said attorneys for the services to be provided under said contract, and WHEREAS, it is the desire of the parties to amend said contract to appropriately adjust the compensation to be paid said attorneys for these services, NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION 1.
