HomeMy WebLinkAbout1976-02-18 - Minutes - Archive• MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas, met in Regular Session at 8:30 o'clock a.m., Wednesday, February 18, 1976, in the office of the Authority, #1 North School Avenue, Fayetteville, Arkansas. Mr. Gould, Chairman, called the meeting to order. Upon roll call the following members were present: Commissioners: Gould, Clinton, Underwood, Taylor Commissioners Absent: Morgan Others Present: Chad Kumpe, Brom Wilson, Delbert Allen, Pat Warford, Pat Donat, Russell Purdy There being a quorum present, the following business was transacted: • The Minutes of the January 21, 1976, Regular Meeting were approved by motion of Mr. Taylor, seconded by Mr. Clinton, and carried unanimously. ta The Minutes of the February 9, 1976, Special Meeting were approved by motion of Mr. Clinton, seconded by Mr. Underwood, and carried unanimously. The January Financial Statement was approved by motion of Mr. Clinton, seconded by Mr. Underwood, and carried unanimously. RESOLUTION NO. 218 RESOLUTION BANNING THE USE OF B -B GUNS, PELLET GUNS, AND AIR RIFLES IN OR AROUND THE PROJECT ARK. 97-1 After discussion, Resolution No. 218 was carried by motion of Mr. Taylor, seconded by Mr. Underwood, and approved unanimously. RESOLUTION NO. 219 RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE HOUSING AUTHORITY BUDGET FOR ARK. 97-1 FOR PERIOD ENDING SEPTEMBER 30, 1976 TO HUD After explanation by Mr. Wilson, and discussion, Resolution No. 219 was approved by motion of Mr. Underwood, seconded by Mr. Taylor, and carried unanimously. Delbert Allen brought the Board up to date on the status of the boiler and incinerator situation in the Hi -Rise building. • • Mr. Kumpe gave a report on the TPP and MOD programs. All interior painting should be completed by the first part of March. Drainage problems seem to be taken care of, and drapery cleaning and repair is being started. Mr. Kumpe showed the plans for expansion of the community centers on Lewis Plaza and Willow Heights. The Lewis Plaza p:Laniwasideveloped primarily by the residents. The Center will be expanded approximately 1000 sq. ft. The expanded area will be used as a recreation area, and the existing area will be used for adult programs and meetings. .T.he:W.ia:.Pow..Heights residents have met and discussed the plan for their Center, and all seem to approve of the daycare center plan. The daycare facility will be sponsored by E.O.A. and will have facilities for thirty-one children. The expansion will take up some of the existing playground area, so the play equipment will be moved to other locations on the site. This program will also provide for mail boxes being in the Centers, which will eliminate the mail boxes around the perimeter of the sites. Mr. Gould presented a letter from United Community Services. The letter requested that the Board designate a delegate and an alternate to serve on the Citizen's Assembly of UCS. Mr. Gould will be the delegate; Mr. Underwood, the alternate. The Board then went into Executive Session to discuss the contracts for legal service and janitorial service. No action was taken, and the Board adjourned following this session. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS CHAIRMA • • RESOLUTION NO. 218 RESOLUTION BANNING THE USE OF B -B GUNS, PELLET GUNS, AND AIR RIFLES IN OR AROUND THE PROJECT ARK. 97-1 WHEREAS, there has been a high incidence of vandalism (broken lights and windows) in and around the areas of housing project Ark. 97-1, and; WHEREAS, there is the potential of serious bodily harm associated with the use of B -B guns, pellet guns, and air rifles; NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, to terminate the residency of any individual using B -B guns, pellet guns, or air rifles in or around the project areas Ark. 97-1. PASSED AND APPROVED THIS 18 DAY OF February , 1976. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS CHAIRMAN • • i RESOLUTION NO. 219 RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE HOUSING AUTHORITY BUDGET FOR ARK. 97-1 FOR PERIOD ENDING SEPTEMBER 30, 1976 TO HUD RESOLVED, that the proposed expenditure referred to in the budget for the Fayetteville Housing Authority ending September 30, 1976, are necessary in the efficient and economical operation of the housing for the purpose of serving low income families, and; RESOLVED, that the financial plan is reasonable in that it indicates a source of funding adequate to cover all proposed expendi- tures, and; RESOLVED, that all proposed charges and expenditures will be consistent with provisions of law and the Annual Contributions Contract. NOW, THEREFORE, BE IT RESOLVED thaf':the Board of Commissioners of the Fayetteville Housing Authority adopt the proposed budget as attached and submit to HUD for approval.
