MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas, met in
Regular Session at 8:30 o'clock a.m., Wednesday, December 17, 1975,
in the office of the Authority, #1 North School Avenue, Fayetteville,
Arkansas.
Mr. Gould, Chairman, called the meeting to order.
On roll call the following members were present:
Commissioners: Gould, Taylor, Clinton
Commissioners Absent: Underwood, Morgan
Others Present: Chad Kumpe, Bromo Wilson, Delbert Allen,
Pat Warford, Pat Donat, Carl Hunt, Ernest Lancaster,
Hugh Kincaid
There being a quorum present, the following business was transacted:
• The Minutes of the November 19, 1975, Regular Meeting were approved by
motion of Mr. Taylor, seconded by Mr. Clinton, and carried unanimously.
The Minutes of the December 10, 1975, Special Meeting were approved by
motion of Mr. Clinton, seconded by Mr. Taylor, and carried unanimously.

The November Financial Statement was approved by motion of Mr. Clinton,
seconded by Mr. Taylor, and carried unanimously.
RESOLUTION NO. 212
RESOLUTION TO CHANGE JOB CLASSIFICATION
OF MAINTENANCE PERSONNEL
Mr. Kumpe explained that Wayne Whitehead has taken on more maintenance
duties than his present classification entails and requested that Mk.
Mr. Whitehead's classification be changed to Maintenance Aide "B".
After discussion, Resolution No. 212 was approved by motion Mr. Clinton,
seconded by Mr. Taylor, and carried unanimously.
Mr. Kumpe informed the Board that the Housing Authority had received
three applications for the position of Commissioner of the Housing
Authority Board. Mr. Underwood's term expires December 28, 1975.
Mr. Underwood reapplied for the position, and two new applications
were received from Mr. Gerald Boyd and Mr. Alan Gilbert. Mr. Clinton
moved to accept Mr. Underwood's application.':..Thesmotiion'Awas_sseconded

will expire December 28, 1980.

Mr. Kumpe asked Mr. Allen to update the Board on some of the
modernization activities. Mr. Allen stated that the gas check
meters are installed and ready. The painters have completed twenty-
three apartments on Willow, which leaves seventeen apartments
remaining. This is an average of three apartments per week.
Mr. Allen stated that at the present rate, the apartments should
be completed (interior) on both Lewis and Willow by the middle of
February. By May, the painters should be painting the exterior of
the apartments. He stated that this project should be completed on
schedule. Mr. Allen also stated that the Housing Authority is using
tenant labor to fill some drainage areas on Willow.
Mr. Kumpe introduced Mr. Carl Hunt. Mr. Hunt will be one of the
persons conducting the feasibility study in the downtown area.
Mr. Kumpe stated that Mr. Hunt will be meeting with the Commissioners
during ththsastud*ronimeka
Mr. Kumpe gave an update on several items. Mr. Kumpe stated that
the Board has received copies of correspondence relating to the
old Post Office building, and that now the Housing Authority is
waiting on the City to make a decision as to acquisition of the
structure.
Mr. Kumpe has met with Urban Programming Corporation, and they have
established a list of priorities, as follows: 1. Center Street
(School - Church); 2. Alley (Spring - Meadow); 3. School Avenue
(Spring - Project Limits); 4. Meadow Street (West - Church);
5. Locust Avenue (Spring - Center); 6. Block Avenue (Meadow - Center);
7. Mountain Street (East - Project Limits); 8. West Avenue (Storm
Sewers) (Spring - Meadow); 9. Other Alleys. UPC has been paid for
all work done to date, and all data and information concerning the
Square area has been purchased from them. UPC will continue working
on the above mentioned priorities, but will not be concerned with
the Square area.
Mr. Kumpe reported the current status of Urban Renewal property c -v.
disposition. Ever9thing is moving smoothly and on schedule at this
time.
Mr. Kumpe has met with Ernie Jacks pertaining to the modernization of
the community buildings. By January the Housing Authority will be
prepared to advertise for bids for construction.
Mr. Kumpe gave a report of a Housing Meeting the staff attended in
Fort Smith. HUD has asked all Housing Authorities to adopt new
policies concerning rent computation, leases, and grievance procedures
according to the new Housing Act of 1974. Mr. Kumpe distributed copies
of this policy, etc., to the Board and asked the Commissioners to
review these. Mr. Kumpe stated he felt this policy would be an
improvement and urged that the Board approve and adopt it at the
next Board meeting.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 212
RESOLUTION TO CHANGE JOB CLASSIFICATION
OF MAINTENANCE PERSONNEL
WHEREAS the Housing Authority, in review of the job classifications
of its maintenance force finds the need to re-classify certain personnel;
NOW, THEREFORE BE IT RESOLVED that Wayne Whitehead be changed
from the classification of Utility Laborer at an annual salary of
$6,489.60 to Maintenance Aide "B" at an annual salary of $7,009.60,
effective December 15, 1975.
PASSED AND APPROVED THIS 17th DAY OF December , 1975.
