MINUTES OF SPECIAL MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Special Session at 8:30 o'clock a.m., Tuesday, September 30, 1975,
in the office of the Authority, #1 North School Avenue, Fayetteville,
Arkansas.
Mr. Gould, Chairman, called the meeting to order.
On roll call the following members were present:
Commissioners: Gould, Taylor, Clinton
Commissioners Absent: Underwood, Morgan
Others Present: Bromo Wilson, Delbert Allen, Paul Lewis,
Hal Douglas, Frank Ruder (UPC), Al Heminghaus (UPC),
Pat Donat, Obert Undem, Ernie Jacks, Don Grimes,
Al Eason, George Shelton
• The Chairman ordered that the following Waiver and Consent be
spread upon the Minutes:
WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING
We, the undersigned, do hereby accept notice of this SPECIAL MEETING,
waiving any and all irregularities in the service of notice and do
hereby consent and agree that the Commissioners of the Housing Authority
of Fayetteville, Arkansas shall meet at their regular meeting place at
8:30 o'clock a.m., on the 30th day of September, 1975, for the
following purposes:
1. Roll Call
2. Resolution Approving Contract with Neal B. Albright,
Structural Engineer
3. Resolution Rejecting All Bids Submitted in Connection With
Painting and Redecorating Work on Sites A and B and Authorizing
Procedure of Work Force Labor Method to Accomplish Said Painting
and Redecorating
4. Discussion of Downtown Square with Urban Programming Corporation

RESOLUTION NO. 201
RESOLUTION APPROVING CONTRACT WITH NEAL B. ALBRIGHT,
STRUCTURAL ENGINEER
After discussion, Resolution No. 201 was approved by motion of
Mr. Clinton, seconded by Mr. Taylor, and carried unanimously.
RESOLUTION NO. 202
RESOLUTION REJECTING ALL BIDS SUBMITTED IN CONNECTION WITH
PAINTING AND REDECORATING WORK ON SITES A AND B AND AUTHORIZING
PROCEDURE OF WORK FORCE LABOR METHOD TO ACCOMPLISH SAID PAINTING
AND REDECORATING
Mr. Wilson explained that bids were opened September 22, 1975, for
painting and redecorating of the apartments on Sites A and B. These
bids ranged from $49,000 to $88,000. The Target Projects Program
budget allows approximately $38,000 for this project. The Work
Force Labor Method authorized by this resolution is a method widely
used by other Housing Authority agencies. The Housing Authority acts
as a general contractor. The agency would employ whatever type
workmen are needed and rent equipment, if necessary, to perform the
work. Mr. Wilson stated that the Housing Authority can perform the
necessary work and stay within the budget using this method.
Resolution No. 202 was approved by motion of Mr. Taylor, seconded
by Mr. Clinton, and carried unanimously.
Mr. Gould introduced Frank Ruder and Al Heminghaus from Urban
Programming Corporation. Two plans were displayed to the Board.
Mr. Ruder stated that the Board could now designate the specific
concept of the Square plan they desired. Mr. Ruder pointed out that
both of these plans are based upon the basic guidelines established
by the Board in June of 1975. These plans show Bd.ock:and East streets
on the Square being open to traffic. These plans also call for traffic
signals, which they feel are necessary for safety and efficient flow
of traffic. The plans do not call for crosswalks in mid -block, because
the streets are short and there is actually no need for heavy pedestrian
traffic to the center of the Square. Both plans achieve the concept
of an active area on the south side of the Square and a passive area
on the North. Mr. Heminghaus pointed out various minor features of
both plans, with an explanation of the planter arrangements and type
of paving, etc.
Mr. Hal Douglas requested a delay in making the final decision on the
Square plan. Mr. Al Eason, Mr. Obert Undem, Mr. Paul Lewis, and
Mr. George Shelton each stated they agreed with the request for
delay. They asked that the delay be granted in order that the Square
plans could be discussed with representatives of J. C. Penney's who
will be in Fayetteville in October. They stated that Penney's will
be making a decision about whether to stay on the Square or find
another location, and that Penney's is important to the Square as a
retail center.

The Board concurred with the request for delay. Mr. Ruder stated
that UPC could present the preliminary plans within 60 days from the
date of the Board's decision on Which concept of the plan they choose.
It was pointed out, therefore, that it will take from 60 to 90 days
to complete the plans and let bids after UPC is given the notice to
proceed with the plan.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 201
RESOLUTION APPROVING CONTRACT WITH NEAL B. ALBRIGHT,
STRUCTURAL ENGINEER
WHEREAS, the Housing Authority of the City of Fayetteville is
engaging in demolition work on the Center Square, and;
WHEREAS, there is some doubt as to the stability of the south
wall of the Campbell -Bell Trumpeteer Shop building, and;
WHEREAS, our work involves removing a building which touches
said wall:
NOW, THEREFORE, BE IT RESOLVED that the Housing Authority
enter into a contract with Neal B. Albright, a structural engineer,
to determine the strength of this wall and to submit recommendations
for us to follow.
Passed and approved this 30 day of September , 1975.

RESOLUTION NO. 202
RESOLUTION REJECTING ALL BIDS SUBMITTED IN CONNECTION
WITH PAINTING AND REDECORATING WORK ON SITES A AND B AND
AUTHORIZING PROCEDURE OF WORK FORCE LABOR METHOD TO
ACCOMPLISH SAID PAINTING AND REDECORATING
WHEREAS, the Housing Authority of the City of Fayetteville
did advertise for bids on the painting and redecorating work on
Sites A and B in connection with its Target Projects Program, and;
ranged
WHEREAS, bids were opened September 22, 1975, and these bids
from a low of $49,678 to $88,000, and;
WHEREAS, the budget amount of the Target Projects Program
allows approximately $38,000;
OF THE
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE,:
1. To reject all bids submitted September 22, 1975.
2. To authorize the staff of the Housing Authority to proceed
with Work Force Labor method to accomplish said work
outlined in TPP for an amount not to exceed the budget
outlined in TPP.
PASSED AND APPROVED THIS 30 DAY OF September , 1975.
