MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., Wednesday, May 21, 1975, in the
office of the Authority, N1 North School Avenue, Fayetteville,
Arkansas.
Mr. Gould, Chairman, called the meeting to order.
On roll call the following members were present:
Commissioners: Gould, Clinton, Underwood, Morgan, Taylor
Commissioners Absent: None
Others Present: Bromo Wilson, Delbert Allen, Tammy Reed (Springdale
News), Frank Sharp, Hugh Kincaid, Mayor Marion Orton
There being a quorum present, the following business was transacted:
The Minutes of the April 16, 1975 Regular Meeting were approved by
motion of Mr. Clinton, seconded by Mr. Underwood, and carried
unanimously.
The April Financial Statement was approved by motion of Mr. Underwood,
seconded by Mr. Clinton, and carried unanimously.
RESOLUTION NO. 182
RESOLUTION APPROVING A MODERNIZATION PROGRAM IN THE AMOUNT
OF $4,100 TO INSTALL GAS METERS ON SITES A E B
Mr. Wilson explained the resolution to the Board. HUD has allotted
$4,100 to the Housing Authority to install gas check meters on Sites
A and B. These will serve the same purpose as the electrical meters
already in use on these sites. The tenants will be allowed a certain
amount of gas, and any excess they use will be charged to them.
After discussion, Resolution No. 182 was approved by motion of
Mr. Underwood, seconded by Mr. Clinton, and carried unanimously.
RESOLUTION NO. 183
RESOLUTION AWARDING DEMOLITION CONTRACT ON PARCELS
26-D, 28-A, 28-B, 28-F, 28-G, 28-H, 28-1-1-2, 30-B, 30-C, 30-D, and 30-E
On May 7, 1975, the Housing Authority opened bids for demolition of
these parcels. Mr. Delbert Allen gave the range of bids that came in.
The bids ranged from $38,500 to $19,000, the lowest bid being from
Pickering Demolition Inc. The Notice to Proceed will be sent to
Pickering Demolition stating that demolition must proceed on or before

June 2, 1975. The contractor will have ninety (90) days from the notice
• to proceed to complete demolition.

After discussion, Resolution No. 183 was approved by motion of
Mr. Clinton, seconded by Mr. Underwood, and carried unanimously.
RESOLUTION NO. 184
RESOLUTION APPROVING ENTERING INTO A CONTRACT WITH
JIM SULLIVAN FOR A REUSE APPRAISAL ON PARCEL C-8,
THE OLD POST OFFICE BUILDING
Mr. Wilson explained that there needs to be a second appraisal on the
Old Post Office Building. After discussion, Resolution No. 184 was
approved by motion of Mr. Clinton, seconded by Mr. Underwood, and
carried unanimously.
RESOLUTION NO. 185
RESOLUTION UPDATING VALUE OF CONDEMNED PROPERTY
AS OF THE DATE OF TAKING
Mr. Kincaid explained the Resolution to the Board. After discussion,
Resolution No. 185 was approved by motion of Mr. Underwood, seconded
by Mr. Morgan, and carried unanimously.
Mr. Gould read a letter to the Board from Uptown School, a dropout
center operated by the Fayetteville Public Schools. They are looking
for a building to expand their facilities to they can handle more
students. They are interested in leasing the building at 21 North
West Street (Parcel No. 21-A).
Mr. Kincaid stated that the Board could rent the building on a temporary
basis or sell it. If sold, the building must be brought up to HUD
standards by the purchaser. Action on this matter was postponed until
Mr. Kincaid and Mr. Dugan could check the legal aspects. The Board
instructed the Housing Authority staff to answer the letter from
Uptown School.
There was then a discussion of the paper being distributed to the public
showing the conceptual treatment of the center square. The Commissioners
read some of the responses that have come in on this plan. Mr. Clinton
suggested making copies of these responses for the City and the
architectural groups.
There being norfurther business, the meeting was adjourned.

RESOLUTION NO. 1 8 a
RESOLUTION APPROVING A MODERNIZATION PROGRAM IN THE AMOUNT
OF $4,100 TO INSTALL GAS METERS ON SITES A & B
WHEREAS, the Fayetteville Housing Authority finds it necessary
to install 82 gas meters on Sites A and 8, and;
WHEREAS, it is impossible to do this from current operating
funds, and;
WHEREAS, the installation of these meters meets HUD criteria
for eligible modernization funding, and;
WHEREAS, the requested amount of $4,100 represents the best
estimate of modernization costs; Fri:
NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the
Fayetteville Housing Authority that the Executive Director enter
into application to HUD for modernization funds of $41100.00 to
install 82 gas meters on Sites A and B. The Fayetteville Housing
Authority also resolves to comply with all policies, procedures, and
requirements concomitant to such funding. To the greatestee$tent
feasible the Housing Authority also resolves to provide training
and employment opportunities to lower income persons residing in the
area of the project, including residents, and shall award contracts
for work to businesses which are located in or owned in substantial
part by persons residing in the area of the project. The Housing
Authority shall also correct any management practices which may
adversely affect the successful and timely completion of the
modernization work.

RESOLUTION NO. 183
RESOLUTION AWARDING DEMOLITION CONTRACT ON PARCELS
26-D, 28-A, 28-B, 28-F, 28-G, 28-H, 28-1-1-2, 30-B, 30-C, 30-D, & 30-E
WHEREAS, the Housing Authority of the City of Fayetteville has
opened bids on May 7„ 1975, for the demolition of the structures on
parcels 26-D, 28-A, 28-B, 28-F, 28-G, 28-H, 28-1-1-2, 30-B, 30-C,
30-D, and 30-E, and;
WHEREAS, the Pickering Demolition, Inc., is the low bidder
with a bid of $19,000.00;
NOW, THEREFORE, BE IT RESOLVED that the Housing Authority of
the City of Fayetteville enter into a contract with the Pickering
Demolition Co. for the demolition of these structures.

RESOLUTION APPROVING ENTERING INTO A CONTRACT WITH
JIM SULLIVAN FOR A REUSE APPRAISAL ON PARCEL C-8,
THE OLD POST OFFICE BUILDING
WHEREAS, it appears that the Old Post Office will not be
demolished, and;
WHEREAS, the City of Fayetteville has shown an interest
in purchasing the old building for office space, and;
WHEREAS, the Department of HUD requires reuse appraisal
before selling;
NOW, THEREFORE, BE IT RESOLVED that the Fayetteville Housing
Authority enter into a Contract for a Reuse Appraisal with
Jim Sullivan on Parcel C-8, the Old Post Office Building.

RESOLUTION NO. ; g
RESOLUTION UPDATING VALUE OF CONDEMNED PROPERTY
AS OF THE DATE OF TAKING
WHEREAS, parcel 18-H was condemned by the Housing Authority of
the City of Fayetteville for the amount of $22,000.00 based on older
appraisals, and;
WHEREAS, a new appraisal, as of the date of taking, 4/9/73,
has been made;
NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of
the Housing Authority of the City of Fayetteville that the value of
parcel 18-H be updated to establish a fair market value of $24,400.00
BE IT FURTHER RESOLVED that the Contract for purchase of said
parcel, dated April 17, 1975, is hereby approved, ratified, and
confirmed.
