MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., on Wednesday, February 19, 1975,
in the office of the Authority, #1 North School Avenue, Fayetteville,
Arkansas.
Mr. Gould, Chairman, called the meeting to order.
On roll call the following members were present:
Commissioners: Gould, Clinton, Underwood
Commissioners Absent: Morgan
Others Present: Bromo Wilson, Delbert Allen, Hugh Kincaid,
Pat Donat, Frank Sharp, Mrs. Johnson, Mayor Marion Orton
There being a quorum present, the following business was transacted:
The Minutes of the January 15, 1975, Regular Meeting were approved
by motion of Mr. Underwood, seconded by Mr. Clinton, and carried
unanimously.
The Minutes of the January 24, 1975, Special Meeting were approved
by motion of Mr. Underwood, seconded by Mr. Clinton, and carried
unanimously.
The January Financial Statement was approved by motion of Mr. Clinton,
seconded by Mr. Underwood, and carried unanimously.
There was a discussion of Parcel C-1 (Ward's Ice Cream.) The Housing
Authority will advertise for disposition, and bid opening will be at
10:00 o'clock a.m., Monday, March 24, 1975. There will be a summary
of the bids presented at a meeting immediately after the bid opening
for the Board's consideration.
RESOLUTION NO. 171
RESOLUTION APPROVING TRAVEL TO HUD-NAHRO SPONSORED
MEETING IN DALLAS, TEXAS, FEBRUARY 20,21, 1975
After discussion, Resolution No. 171 was adopted by motion of
Mr. Clinton, seconded by Mr. Underwood, and carried unanimously.
RESOLUTION NO. 172
RESOLUTION APPROVING ENTERING INTO A CONTRACT WITH
0. J. SNOW FOR A REUSE APPRAISAL ON PARCEL C-8,
THE OLD POST OFFICE BUILDING

In a letter to HUD from Don Grimes, City Manager, a plan for the City
to acquire the Old Post Office has been proposed. (Copy of letter
attached.) The plan calls for the use of Community Development
funds to acquire the structure. The city will pay a fair market
value for the building, with the expectation that the cost will be
offset by the expected turnover of surplus Urban Renewal Project
funds at the close of the project. The proposal also suggests a
lease agreement during the Interim to provide space for Community
Development operations and other municipal functions. Bromo Wilson
stated that written approval of this proposal by HUD has been
requested.
The Commissioners therefore authorized a contract with 0. J. Snow
for a reuse appraisal. Resolution No. 172 was adopted by motion of
Mr. Clinton, seconded by Mr. Underwood, and carried unanimously.
The Board also instructed the staff to obtain a second appraisal.
The staff was also instructed by the Board to set up meetings with
Urban Programming Corporation to work out modifications of the
Square plan, and to work out a lease agreement.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 171.
RESOLUTION APPROVING TRAVEL TO HUD-NAHRO SPONSORED
MEETING IN DALLAS, TEXAS FEBRUARY 20, 21, 1975
WHEREAS, the Fayetteville Housing Authority has sub-
mitted an application for funds on Target Project Program
in connection with Housing Project Ark 97-1 and
WHEREAS, HUD and NAHRO have scheduled a meeting on this
Program in Dallas, Texas to explain the filling of Part B
of the Application and
WHEREAS, this information will be benefical to the Housing
Authorty of Fayetteville, Ark;
NOW THEREFORE BE IT RESOLVED by the Commissioners of
The Housing Authority of the City of Fayetteville that travel
expenses for the Executive Director be paid in accordance
with the Authority's travel policy.

RESOLUTION APPROVING ENTERING INTO A CONTRACT WITH 0. J.

WHEREAS, it appears that the Old Post Office will not
be demolished and
WHEREAS, the City of Fayetteville has shown an interest
in purchasing the old building for office space, and
WHEREAS, the Department of HUD requires reuse appraisal
before selling;
NOW, THEREFORE, BE IT RESOLVED that the Fayetteville
Housing Authority enter into a Contract for a Reuse
Appraisal with O. J. Snow on Parcel C-8, the Old Post Office
Building.

Re: Old Post Office Building, Fayetteville, Arkansas
Dear Mr. Cockrill:
The Fayetteville Housing Authority has requested new re -use appraisals
for the Old Post Office Building in Fayetteville. I have several
questions concerning the procedure we should follow if we wish to
acquire the structure after the new appraisals are received.
My tentative proposal for acquisition of the building is as follows:
1. Use 1976 Community Development Funds to acquire the structure
for Historical Preservation purposes - paying market value
for the structure. This purchase to take place at approxi-
mately mid -year, 1976.
2. It is my understanding that all surplus grant funds contained
in the Fayetteville Urban Renewal Program arc to be turned
over to the Fayetteville Community Development Program at the
end of 1976 when the Urban Renewal Project is closed out.
Thus, in effect the original Community Development Funds would
be returned to the local Community Development Program.
3. The building could later be remodeled, using City general
funds, for use as a City Hall. The exterior portions of the
structure which are of historical and architectural signi-
ficance would not be altered in any manner.
4 In the interim period, from now until the structure is acquired,
the City would probably wish to lease the facility to provide
needed space for Community Development operations and for other
municipal functions. I feel it could be mutually advantageous
if a nominal leasing arrangement could be worked out.

Would it be possible for us to start interior remodeling while
leasing -the building - prior to completion of purchasing agree-
ments?
Does this proposal appear feasible to you? Are my assumptions correct
concerning the transfer of Urban Renewal Funds at the time of project
close-out? Can we do it as I have proposed?
