HomeMy WebLinkAbout1975-01-24 - Minutes - Archive• MINUTES OF SPECIAL MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Special Session at 10:30 o'clock a.m., on Friday, January 24, 1975, in the office of the Authority, $1 North School Avenue, Fayetteville, Arkansas. Mr. Gould, Chairman, called the meeting to order. On Roll Call the following members were present: Commissioners: Gould, Clinton, Underwood Commissioners Absent: Morgan Others Present: R. L. Dugan, Bromo Wilson, Delbert Allen, Pat Donat, 0. J. Snow, Nancy Moses, Marion Orton, Barbara Cain, Lorene Lee, Nancy Findley, David McWethy, Wallace Johnson The Chairman ordered that the following Waiver and Consent be spread upon the Minutes: WAIVER OF NOTICE OF. AND CONSENT TO SPECIAL MEETING We, the undersigned, do hereby accept notice of this SPECIAL MEETING, waiving any and all irregularities in the service of notice and do hereby consent and agree that the Commissioners of the Housing Authority of Fayetteville, Arkansas shall meet at their regular meeting place at 10:30 o'clock a.m., on the 24th day of January, 1975, for the following purposes: 1. Roll Call 2. Discuss appraisal of Old Post Office Building /s/ J. W. Gould /s/ Roy Clinton /s/ Bill Underwood Mr. Dugan explained HUD's viewpoint on the appraisal of the Old Post Office and read portions from HUD's letter of December 3,.1974. "....Item 3g(1) of Urban Renewal Handbook 7207.1, Chapter 2,.... states, in part: 'No property in the project that is listed on the National Register shall be removed, demolished, or substantially altered by the LPA, nor shall any other project activity be under- taken which will have a substantially deleterious effect on such property, without the prior concurrence of HUD.' It is therefore • • 1'V 2 apparent that any extensive remodeling of the subject historical structure will not be in order, unlessprior governmental approvals are obtained. In any event, costs for remodeling cannot be considered in the disposition appraisal processing. However, such minimal costs necessary to restore the structure to its original state can be cited to the appraisers for their consideration in the completion of their reports." The Board asked Mr. Snow to appraise the building in the light of the building being on the Historical Register and considering that there is actually only one possible purchaser, the City of Fayetteville. Mr. Snow stated that there are two ways he could appraise the building. One way being that if the use of the building is so restrictive that it eliminates the market value in the normal sense of the word. But, if the building is to be used publically as office space, then it must be appraised considering it in that light and would have to be appraised on the basis of its highest and best use. Mr. Underwood asked Mr. Snow if considering that the City will not be able to use the building for an indefinite time for office space because of financial problems, could he then appraise it simply as a historical building. Mr. Snow said that he could appraise the building as a historical structure if the Board so instructed him, but if the building was ever used as public offices that his appraisal would be considered invalid and the Board woul have to get another appraisal. Mr. Gould and Mr. Dugan suggested that the Board should get HUD concurrence that the building could be considered historically and still be used as a City Hall or for public use, then get the appraisal on that basis. Mr. Snow agreed that this would be the best action to take at this time. Mr. Clinton moved that the Board request from HUD a ruling concerning Parcel 27-A (the Old Post Office) that the buyer can use a historical building for other purposes such as offices as long as the building is maintained historically. Motion seconded by Mr. Underwood, and carried unanimously. The Board then went into Executive Session. Several tenants present at the meeting presented a list of grievance committee members and also presented several complaints: The Board met with Mr. Dugan relative to correction of various maintenance problems including establishing a daily work schedule, establishment of priorities, and reworking the work order system as it now stands.
