MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., on Wednesday, November 20,
1974, in the office of the Housing Authority, #1 North School
Avenue, Fayetteville, Arkansas.
Mr. J. W. Gould, Vice -Chairman, called the meeting to order.
On roll call, the following members were present:
Commissioners: Gould, Morgan, Clinton, Underwood
Commissioners Absent: None
Others Present: Robert Dugan, Bromo Wilson, Delbert Allen;
Mayor Russell Purdy, Pat Donat, Joe Roddy, Wallace
Johnson- Department of Social Welfare, U. of A.
There being a quorum present, the following business was transacted:
The Minutes of the October Regular Meeting were approved by motion
of Mr. Morgan, seconded by Mr. Underwood, and carried unanimously.

The October Financial Report was approved by motion of Mr. Clinton,
seconded by Mr. Underwood, and carried unanimously.
There was a discussion of the resignation of Mr. Carl Whillock from
the Housing Authority Board. (Copy of letter attached.) Mr. Underwood
moved that the Board accept Mr. Whillock's resignation. The motion
was seconded by Mr. Clinton, and carried unanimously.
The Board then discussed the replacement of Mr. Whillock on the Board.
Mr. Whillock had suggested in his letter that the replacement come
from the University. Mr. Clinton suggested appointing a Nominating
Committee. Mr. Gould then appointed Mr. Underwood and Mr. Clinton
as the Nominating Committee, and asked that they have the names of
nominees to present at the next Board meeting. He also suggested
that Mr. Underwood and Mr. Clinton could possibly confer with the'
Nominating Committee of the City Board of Directors for suggestions
as to possible nominees.
The Board then discussed the grievance petitions from the tenant's
organizations that have been presented to the Housing Authority.
Mr. Gould read Mr. Dugan's letter of November 12 to Pearson & Woodruff,
which acknowledged receipt of the petitions and set tentative dates
for meetings with the tenants and members of the Board for the nights
of November 20 and 21, 1974.

Mr. Gould then read Mr. Ronald Woodruff's answering letter of
November 14, which stated that the tenants do not want a discussion,
but a hearing before the grievance hearing panel. The letter also
requested the right to examine the Housing Authority files,
financial records, and maintenance records.
The Board then discussed maintenance problems on both sites. Clinton
suggested having an on-site maintenance manager.
There was a discussion concerning the meetings with the tenants
November 20 and 21. Mr. Clinton and Mr. Morgan agreed to meet on
the 20th with the tenants of the East Site. Mr. Underwood and
Mr. Gould agreed to meet on the 21st with the tenants of the West
Site. It was suggested that the meetings be informal, the purpose
being just to get the commissioners acquainted with the background
of the problems. After these meetings a regular grievance hearing
will be scheduled. The Board will have Hugh Kincaid get with the
tenant's lawyer, Ronald Woodruff, and get the legal aspect of the
problems worked out.
Mr. Wallace Johnson suggested that it would be better to postpone
the meetings a couple of weeks and have one meeting with both
Sites together. The Commissioners agreed that this would possibly
be better. Mr. Johnson said he would get with the tenants and set
a tentative date for this meeting. It was decided that Mr. Dugan
would contact the tenants to see if they wanted to go ahead with
the meetings scheduled for the 20th and 21st, and if they did, the
Commissioners agreed to attend these meetings as planned.
Mr. Gould suggested that the Board should elect a new chairman and
vice-chairman, as Mr. Whitlock -'.s resignation left the chairmanship
open. Mr. Clinton moved that Mr. Gould be Chairman. This motion
was seconded by Mr. Underwood and carried unanimously. Mr. Underwood
moved that Mr. Clinton be Vice -Chairman. Mr: Morgan seconded this
motion, and it was carried unanimously.
There being no further business, Mr. Gould, Chairman, adjourned
the meeting at 9:45 o'clock a.m.

Dear Mayor Purdy:
Sy means of this letter I submit my resignation as a
member of the Housing Authority of the City of Fayetteville.
It has been a great pleasure for me to serve on the
Authority. I believe much has been accomplished for the citizens
of Fayetteville. I believe many worthwhile things will be
accomplished in the future. I regret that I feel compelled to
resign. It has been a very satisfactory experience for me to serve
the city in this capacity. However, I feel that I am unable to
give sufficient time to the work of the Housing Authority because
of my work in Little Rock.
It is my information that city officials who were serving
at the time the Housing Authority was created were of the opinion
that one member of the Authority should be an official of the
University of Arkansas. This person was to be one who could keep
the President of the University informed of the work of the Authority
and how Housing Authority programs might affect the University.
It was also believed that such a person could keep the Housing
Authority and the city advised of University programs and policies
that might have some bearing on the programs of the Housing Authority.
It is my belief that this arrangement should be continued.
I believe it is important for the University administration and the
city administration to be aware of each other's policies and programs.
This will help to assure that the activities of the city and the
University will complement each other and hopefully prevent unnec-
essary duplication of work.
I am a strong believer that the city and University should
coordinate their activities as much as possible. I believe the
work of the Housing Authority illustrates that this can be done
very effectively with the University. As an example, the Center
Square Urban Renewal Project was made possible because land purchases
made by the University over a period of years provided the local

credits for the city's share of the cost of the urban renewal
project. In effect, it took the place of a cash outlay that would
have been required of the city in a sum of approximately $1 million.
It is my strong recommendation to you and to others who
must make the decisions on the membership of the Housing Authority
that you appoint at least one member of the Housing Authority from
the University administration.
