MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., on Wednesday, October 16, 1974,
in the office of the Housing Authority, 111 North School Avenue,
Fayetteville, Arkansas.
Mr. J. W. Gould, Vice -Chairman, called the meeting to order.
On roll call the following members were present:
Commissioners: Gould, Clinton, Underwood
Commissioners Absent: Whillock, Morgan
Others Present: Robert Dugan, Bromo Wilson, Delbert Allen,
Mayor Russell Purdy, Pat Donat, Hugh Kincaid
There being a quorum present, the following business was transacted:
The Minutes of the September Regular Meeting were approved by motion of
Mr. Clinton, seconded by Mr. Underwood, and carried unanimously.
The September Financial Statement was approved by motion of Mr. Underwood,
seconded by Mr. Clinton, and carried unanimously.
RESOLUTION NO. 166
RESOLUTION APPROVING TRAVEL TO STATE NAHRO MEETING
IN HOT SPRINGS ON OCTOBER 16, 17, and 18, 1974
After discussion, Resolution No. 166 was adopted by motion of Mr. Clinton,
seconded by Mr. Underwood, and carried unanimously.
RESOLUTION NO. 167
RESOLUTION UPDATING VALUE OF CONDEMNED PROPERTY
AS OF THE DATE OF TAKING
Hugh Kincaid gave an explanation of this resolution, and after discussion
by the Commissioners, Resolution No. 167 was adopted by motion of
Mr. Clinton, seconded by Mr. Underwood, and carried unanimously.
There was a discussion of Mr. Sterling Cockrill's letter of
September 27, 1974. (Copy attached) The Board asked Mr. Dugan
to draft an answering letter to Mr. Cockrill for their approval
at the next meeting.

There being no further business, Mr. Gould, Vice -Chairman, cadjourned
the meeting.

RESOLUTION NO. 166
RESOLUTION APPROVING TRAVEL TO STATE NAHRO MEETING
IN HOT SPRINGS ON OCTOBER 16, 17, and 18, 1974
WHEREAS, the Arkansas Chapter of NAHRO is holding its fall
meeting in Hot Springs on October 16, 17, and 18, 1974, and;
WHEREAS, one of the items on the agenda is an explanation of
the new Community Development Program, and;
WHEREAS, this new program will affect us very much:
NOW, THEREFORE BE IT RESOLVED BY THE COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY -OF FAYETTEVILLE THAT thave3: expenses for
the Executive Director and the Comptroller be paid to this meeting
to seek information concerning the new Community Development Program.

RESOLUTION NO. 167:
RESOLUTION UPDATING VALUE OF CONDEMNED PROPERTY
AS OF THE DATE OF TAKING
WHEREAS, parcel 28-H was condemned by the Housing Authority
of the City of Fayetteville for the amount of $70,242.00 based on
older appraisals, and;
WHEREAS, a new appraisal, as of the date of taking, 1/16/73
has been made;
NOW THEREFORE BE IT RESOLVED by the Board of Commissioners
of the Housing Authority of the City of Fayetteville that the value
of parcel 28-H be updated to establish a fair market value of
$76,742.00.

Thank you for your letter of September 18. 1974, concerning the Old
Post Office Building.
This local action on the part of the City is interesting and will be
given every consideration. Assuming that the Fayetteville Housing
Authority desires to dispose of the property by other than the demolition,
etc., called for in your present plan. I have asked my staff to dili-
gently research the question as to the "fair market value" now that
the structure has received historical registration. While re have not
completed our research. we can suggest at this time that steps be
taken by your Agency to ascertain an estimate of costs to restore and
maintain the property as a historical structure. In addition to this,
you could relate to us ay ideas en the economic effect of the his-
torical designation.
It appears that it is appropriate for you to have appraisals made of
the structure taking into consideration the obligation of any purchaser
to restore and maintain the historical significance and any econanic
effect (enhancement or reduction) with professional documentation.
We cannot advise you, at this time, whether the offer of $1.00 is
either acceptable or unacceptable to this office until more information
is submitted by your Agency. As you know the regulations for submitting
a change in your plan and the reasons, documentation, etc., are contain-
ed in HUD handbooks with the responsibility for such submission resting
with the local housing authority.
