MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., on Wednesday, September 18, 1974,
in the office of the Housing Authority, #1 North School Avenue,
Fayetteville, Arkansas.
Mr. Carl Whitlock, Chairman, called the meeting to order.
On roll call the following members were present:
Commissioners: Gould, Morgan, Whillock, Clinton,
Commissioners Absent: None
Underwood
Others Present: Robert Dugan, Bromo Wilson, Delbert Allen,
Mayor Russell Purdy, Ben Heynen, Charles Deloach, Frank Sharp,

There being a quorum present, the following business was transacted:
The Minutes of the August Regular Meeting were approved by motion of
Mr. Gould, seconded by Mr. Clinton, and carried unanimously.
The August Financial Statement was approved by motion of Mr. Gould,
seconded by Mr. Clinton, and carried unanimously.
RESOLUTION NO. 162
RESOLUTION APPROVING CONTRACT WITH STRUCTURAL ENGINEER
Mr. Dugan explained the need to employ a structural engineer to determine
the strength of the wall described in the Resolution. After discussion,
Resolution No. 162 was adopted by motion of Mr. Clinton, seconded by
Mr. Underwood, and carried unanimously.

Mr. Whillock read two letters before the Board. One letter was from
Sterling Cockrill, Acting Area Director of HUD in Little Rock, concerning
the effect of the recognition of the old Post Office Building by the
National Register of Historic Places. The letter stated that it may
be possible that with the historic designation the "fair market value"
or "highest and best use value" could be adjusted, and that HUD is
researching this possibility.
The second letter was from Mayor Russell Purdy in behalf of the
Fayetteville City Board of Directors requesting that the Housing
Authority take every possible action to have the title to the Old
Post Office transferred to the City of Fayetteville for the sum of $1.00.
(Copies of both letters attached.)
Mr. Dugan stated that in a conversation with HUD yesterday, they stated
that the Housing Authority would still have to secure two reuse
appraisals and cannot deviate from the appraisals.
Mayor Purdy stated that the City will get estimates and make a study
of how much it would cost to renovate the Old Post Office building.
Mr. Whillock stated that the procedure now is for the City to do a
study of the cost of renovating the Post Office building, Mr. Dugan to
stay in touch with HUD concerning on what basis the building can be
reappraised, then to employ two appraisors to obtain reuse appraisals.
Mr. Dugan discussed the reuse appraisals of parcel R-2 on West Street.
The lowest appraisal with building subject to rehabilitation is
$10,000.00. Mr. Gregory, who was interested in purchasing this
building, states that he would not purchase at that price. The Board
decided to take no action at this time.
RESOLUTION NO. 164
RESOLUTION UPDATING VALUE OF CONDEMNED PROPERTY
AS OF THE DATE OF TAKING
After discussion, Resolution No. 164 was adopted by motion of Mr. Gould,
seconded by Mr. Underwood, and carried unanimously.
RESOLUTION NO. 165
A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, ESTABLISHING
FAIR MARKET VALUES FOR DISPOSITION OF LAND - PROJECT ARK. R-105
After discussion, Resolution No. 165 was adopted by motion of Mr. Underwood,
seconded by Mr. Morgan, and carried unanimously.
There being no further business, Mr. Whillock, Chairman, adjourned
the meeting.

RESOLUTION NO. 162
RESOLUTION APPROVING CONTRACT WITH STRUCTURAL ENGINEER
WHEREAS, the Housing Authority of the City of Fayetteville is
engaging in demolition work on the north side of Center Street, and;
WHEREAS, there is some doubt as to the stability of the west
wall of First Federal Savings and Loan, and;
WHEREAS, our work involves removing a building which touches
said wall:
NOW, THEREFORE, BE IT RESOLVED that the Housing Authority
employ Neal Albright. a structural engineer, to determine the strength
of this wall and to submit recommendations for us to follow.

RESOLUTION NO. 163
RESOLUTION TO CHARGEcOFF DELINQUENT RENTS
A Resolution of the Board of Commissioners of the Housing
Authority of Fayetteville, Arkansas authorizing the charge off of
delinquent rent of certain former tenants in the ARK. 97-1 Project
for period October 1, 1973 to September 30, 1974.
WHEREAS, in accordance with the Accounting Handbook RHM 7510.0,
Chapter 3, Section 13, certain past due accounts in the ARK. 97-1
Low Rent Housing Project are considered uncollectable and all means
of collections have been exhausted, and there is no reasonable prospect
of collection of such delinquent rents and that the probable cost of
further efforts to collect said rents would not be warranted;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, THAT:
1. The rents in the amounts designated, due from the
former tenants listed on the attached sheet are
hereby authorized to be charged off..

Dear Mr. Dugan:
In response to your inquiry concerning the effect of the recognition
of the Old Post Office Building by the National Register of Historic
Places, it appears that such action directly influences the demolition
of the property. The Department of Housing and Urban Development is
much more interested in the preservation of historic property than
demolition of same, especially with the recent emphasis on the Bicen-
tennial Celebration. It may be possible that with the historic
designation the "fair market value" or "highest and best use value"
could be adjusted. We are researching this possibility.
Congressman John Paul Hammerschmidt has offered his assistance in
getting an administrative determination from HUD in Washington regard-
ing this matter.
Regardless, the responsibility for initiating a change in the present
plan calling for demolition of the Old Post Office Building rests
with the Fayetteville Housing Authority. Any proposed change that
is consistent with the intent of the urban renewal program and can
be accomplished within the approved funding will be given careful
consideration by this office.

As you are aware, the City of Fayetteville is interested in acquiring the
Old Post Office Building located in the center of the Fayetteville City
Square for use as a Municipal Building - Civic Center. You are also aware
that the building has recently been placed on the National Register of
Historic Places. This letter is being forwarded to you in behalf of the
Fayetteville City Board of Directors to request that the Housing Authority
take every possible action to have the title to the Old Post Office Building
transferred to the City of Fayetteville for the sum of $1.00.
Rough estimates indicate that it will require from $150,000 to $200,000 to
restore and remodel the interior of the Old Post Office to make it a suit-
able Municipal Building. In view of these restoration costs, we do not
feel it is economically feasible for the City to pay for acquisition of the
structure.
As indicated by a petition containing more than 5,000 signatures, there is
a growing amount of local interest in maintaining this historic old structure
for public use purposes. It is our very strong feeling that the restoration
of this building for use as a Municipal Building - Civic Center is much more
in keeping with HUD's intent and purposes than the proposed demolition of the
structure and conversion of the site into a park area. We will sincerely
appreciate your assistance and cooperation in this matter. Thank you.

RESOLUTION NO. 164
RESOLUTION UPDATING VALUE OF CONDEMNED PROPERTY
AS OF THE DATE OF TAKING
WHEREAS, parcel 17-1 was condemned by the Housing Authority of the
City of Fayetteville for the amount of $30,250.00 based on older appraisals,
and;
WHEREAS, a new appraisal, as of the date of taking, 4/9/73, has been
made;
NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of the
Housing Authority of the City of Fayetteville that the value of parcel 17-1
be updated to establish a fair market value of $32,675.00.

FAIR MARKET VALUES FOR DISPOSITION OF LAND - PROJECT ARK. R-105
WHEREAS, the Housing Authority proposes to make available for
redevelopment certain lands in the aforementioned project; and
WHEREAS, three re -use appraisals have been made of said land.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, THAT:
1. The attached listing of parcel and values are hereby
established and adopted.
2. The Director is hereby authorized and instructed to prepare
and submit said values to the Department of Housing and
Urban Development by proclaimer certificate.
3. The Authority shall proceed to solicit and accept proposals
for redevelopment on said parcels in accordance with the
requirements of applicable Federal and State laws and
regulations.
