OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:30 o'clock a.m., on Wednesday, August 21, 1974, in
the office of the Housing Authority, #1 North School Avenue, Fayetteville,
Arkansas.
Mr. J. W. Gould, Vice -Chairman, called the meeting to order.
On roll call the following members were present:
Commissioners: Gould, Morgan, Clinton, Underwood
Commissioners Absent: Whillock
Others Present: Robert Dugan, Bromo Wilson, Pat Donat, Hugh Kincaid
There being a quorum present, the following business was transacted:
The Minutes of the July Regular meeting were approved by motion of
Mr. Clinton, seconded by Mr. Underwood, and carried unanimously.
The Minutes of the Special Meeting of August 8, 1974 were approved by
motion of Mr. Clinton, seconded by Mr. Underwood, and carried unanimously.
The July Financial Statement was approved by motion of Mr. Clinton,
seconded by Mr. Underwood, and carried unanimously.
RESOLUTION NO. 159
RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE
HOUSING AUTHORITY BUDGET FOR ARK 97-1 TO HUD
After discussion, Resolution No. 159 was adopted by motion of Mr. Underwood,
seconded by Mr. Morgan, and carried unanimously.
RESOLUTION NO. 160
RESOLUTION ESTABLISHING ADMINISTRATIVE PERSONNEL SCHEDULE
Mr. Dugan explained that HUD requires groups such as the Fayetteville
Housing Authority to base their salaries on comparable salaries within
the City. This schedule must be updated every two years.
After discussion, Resolution No. 160 was adopted by motion of Mr. Clinton,
seconded by Mr. Underwood, and carried unanimously.

RESOLUTION NO. 161
RESOLUTION AUTHORIZING CONTRACT FOR REUSE APPRAISALS
After discussion, Resolution No. 161 was adopted by motion of Mr. Cliinton,
seconded by Mr. Morgan, and carried unanimously.
There being no further business, Mr. Gould adjourned the meeting.

RESOLUTION NO. 159
RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE
HOUSING AUTHORITY BUDGET FOR ARK 97-1 TO HUD
RESOLVED, that the proposed expenditures referred in the
budget for the Fayetteville Housing Authority ending September
30, 1975 are necessary in the efficient and economical operation
of the Housing Authority for the purpose of serving low-income
families.
RESOLVED, the financial plan as shown is reasonable because
it indicates that all proposed changes and expenditures are consistent
with the provisions of law and Annual Contribution Contract.
Finally, that although the plan does reflect a subsidy for
operation, the source of funds is adequate and the budget does
not provide for Federal funds in excess of that payable under
HUD circular 7475.12 dated November 28, 1972.
NOW THEREFORE BE IT RESOLVED THAT the Board of Commissioners
of the Fayetteville Housing Authority adopt the proposed budget
as attached.

RESOLUTION NO. 160
RESOLUTION ESTABLISHING ADMINISTRATIVE PERSONNEL SCHEDULE
WHEREAS, on the 21st day of April, 1971, a schedule of
administrative staff positions was established; and
WHEREAS, it is necessary to revise said schedule;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS.
Section 1: The attached schedule of positions and salary
ranges are hereby adopted.
Section 2: This schedule shall be effective October 1, 1974.

RESOLUTION NO. 161
RESOLUTION AUTHORIZING CONTRACT FOR REUSE APPRAISALS
WHEREAS, the Housing Authority of the City of Fayetteville
is considering disposition of Tract R-2 with building remaining on
the property, and;
WHEREAS, HUD has given permission for two reuse appraisals
with this end in Mind;
NOW, THEREFORE, BE IT RESOLVED that the Housing Authority
enter into contract with J. W. Gable and James Sullivan for reuse
appraisals �f Tract R-2.
