We, the undersigned, do hereby accept notice of this SPECIAL MEETING,
waiving any and all irregularities in the service of notice and do
hereby consent and agree that the Commissioners of the Housing Authority
of Fayetteville, Arkansas shall meet at their regular meeting place at
8:30 o'clock a.m., on the 3rd day of May, 1974 for the following purposes:
Roll Call.
2. Approval Of Demolition Contract.
3. Report On Progress of Pedestrian Mall.

MINUTES OF SPECIAL MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas,
met in Special Session at 8:30 o'clock a.m„ on Friday,
May 3, 1974, in the office of the Housing Authority, #1 North
School Avenue, Fayetteville, Arkansas.
Mr. Gould, Vice -Chairman, called the meeting to order.
On roll call the following members were present:
Messrs: Commissioners: Gould, Morgan, Underwood,
Clinton

R. L. Dugan, Bromo Wilson, Delbert Allen,
Pat Donat, Hugh Kincaid, Pat Warford,
Marian Orton
The Vice -Chairman ordered that the following Waiver and
Consent be spread upon the Minutes:
WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING
We, the undersigned, do hereby accept notice of this SPECIAL
MEETING, waiving any and all irregularities in the service
of notice and do hereby consent and agree that the Commissioners

RESOLUTION NO. 153
AUTHORIZING ENTRY INTO A CONTRACT WITH
J. C. HOWARD CONSTRUCTION CO., INC., FOR DEMOLITION
Mr. Dugan discussed Resolution No. 153, describing the
parcels to be demolished and the different bids for the
demolition. J. C. Howard Construction Co. had the lowest
bid. After discussion, Resolution No. 153 was adopted
by motion of Mr. Clinton, seconded by Mr. Underwood.

There was a lengthy discussion of the progress of the
Pedestrian Mall. Mr. Dugan had the following observations:
In the early planning stages there were three concepts of
the mall area presented to the City of Fayetteville. After
twenty-nine meetings with civic groups and eighteen informal
n eighborhood meetings in private dwellings, the preliminary
plans were drawn up and submitted for approval at a public
hearing, to the planning commission, the City Board of Directors,
the Northwest Arkansas Planning Commission, and HUD. All of
the above was done prior to the grant being given by HUD. This
grant was given on the basis of all this previous planning.
Mr. Clinton discussed advocating reduction in the scope
o f the plan to retain as much parking as possible on the
Square. He stated that he thought inadequate planning was
done concerning parking.
Mr. Dugan stated that, according to the handbook, it is
impossible to use HUD money for off-street parking; and that
it is likewise impossible for the City to purchase this
land at less than the appraisal price. In order to have
parking of the nature discussed, the city would have to
purchase the land and develop it for parking - at a prohibitive
price.
There was a discussion of the tentative plans for a hotel
o n the east side of the square. Mr. Dugan stated that
before considering any plans for a hotel, that definite plans
and committments must be submitted which would include 256
parking spaces within 300 feet of the building.
Mr. Dugan stated that if wenwent ahead pursuing the matter of
changing the present plan for the Center Square that we would
be talking about a tremendously long delay; public hearings,
✓ eviews, and approval by the Authority, the City, the Planning
Commission, the Northwest Arkansas Planning Commission, etc.
Mr. Dugan also stated that with our present plan we are facing
inflated prices and the possibility of not having enough
money to finish what we have in our plans. In the last month,
in a letter from HUD, we find that between now and June 30, 1974,
t here is the possibility of an amendatory - with an increase of
funds. If we cloud the issue at this point by showing
✓ acillation from our past decisions, we could delay this
amendatory. If we hold a straight course and try our best to
recieve the amendatory, we can complete all plans and do
a job that everyone can be individually proud of.

RESOLUTION NO. 153
AUTHORIZING ENTRY INTO A CONTRACT WITH
J. C. HOWARD CONSTRUCTION CO. INC. FOR DEMOLITION
WHEREAS, the Housing Authority of the City of Fayetteville
h as opened bids on April 26, 1974, for the demolition of six
structures on parcels # 9C, 12A, 17A (1-3 & 4) and 18H, and;
WHEREAS, the J. C. Howard Construction Co., Inc., is
t he low bidder with a bid of $7,437.00:
NOW THEREFORE BE IT RESOLVED that the Housing Authority
o f the City of Fayetteville enter into a contract with
J . C. Howard Construction Co. Inc. for the demolition of
t hese structures.
