HomeMy WebLinkAbout1974-03-20 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 o'clock a.m., on Wednesday, March 20, 1974, in the office of the Housing Authority, #1 North School Avenue, Fayetteville, Arkansas. Mr. Gould, Vice -Chairman, called the meeting to order. On roll call the following members were present: Messrs: Absent: Others: There being transacted. Commissioners: Gould, Clinton, Underwood Commissioners: Whillock, Morgan Robert Dugan, Bromo Wilson, Pat Donat, Mayor Purdy, Delbert Allen, Ed Moody, High Kincaid, and a representative of the League of Women Voters a quorum present, the following business was The Minutes of the Regular were approved by motion of Mr. Underwood, and carried The Minutes of the Special w ere approved by motion of Mr. Underwood, and carried meeting of February 20, 1974, Mr. Clinton and seconded by unanimously. Meeting of February 14, 1974, Mr. Clinton and seconded by unanimously. The Financial Report of the month of February, 1974, was approved by motion of Mr. Clinton and seconded by Mr. Underwood and carried unanimously. There was a discussion of rehabilitation progress. The ✓ esidential building work load includes forty-two homes. Twenty-six are completed; of the sixteen remaining, ten are in process of being rehabilitated. The non-residential work load includes forty buildings. Twelve are completed; o f the twenty-eight remaining, seven are in process of being ✓ ehabilitated. There was a discussion of relocation progress. The work load includes thirty-five business, and seven residential. Of the business, sixteen have been relocated and two are in process. Of the residential, six relocations have been completed. All totaled, twenty-two out of forty-two ✓ elocations have been completed. • • • 2 There was a discussion of acquisition progress. All but one of the large parcels have been completed; and the hang up o n the last parcel has been cleared. The balance is in corner rounding. Eleven corner roundings are not acquired. There have been two direct refusals: the Potter house and the Stone house. Demolition was discussed. The Housing Authority will advertise next week for five parcels. These five will be treated as one package. Mr. Dugan has written a letter to HUD concerning changing u seage of the east side of the square from commercial useage to transit housing and commercial useage. In June, the Housing Authority will advertise for disposition and demolition for the east side of the square. Mr. Dugan discussed meeting with SWEPCO concerning the widening of Church St. doing away with electric poles. There was a discussion of what to do with the equipment in Wards Ice Cream. Will probably send queries to dairies in the surrounding area for bids on this equipment. There were short discussions on new developments concerning Brown Feed Store and Spring Street. Mr. Dugan stated that we were two years and five months into a five year program, which is less than half of the program. Therefore, we are ahead of schedule. There was some discussion about workable program, and the e ffect it would have on any possible plan changes. The workable program is being redone. There was a discussion of the sign ordinance. There is a conflict between our sign ordinance and the city sign o rdinance. Mr. Dugan asked the Board to think about reworking our ordinance to read like the cities as soon as the city revises their ordinance to include an appeals clause. RESOLUTION #150 SENDING REPRESENTATIVES TO NAHRO STATE CHAPTER MEETING IN HOT SPRINGS After discussion, Resolution #150 was adopted by motion of Mr. Clinton, seconded by Mr. Underwood. AYES: Gould, Clinton, Underwood NAYES: None • 3 In acquisition we will need to engage a photographer. We received bids from two photographers: Bob Huff and Don Dunaway. Mr. Dunaway had the lowest bid. Mr. Clinton moved to accept the lowest bid. Mr. Underwood seconded the motion, and the motion was passed unanimously. There was a brief discussion of the answer to the HUD audit team's report. Mr. Dugan will send a copy of the letter answering the report to each commissioner for their information. There being no further business, Mr. Clinton moved to adjourn. Motion seconded by Mr. Underwood. ATTEST: 044,), IQ Secretary V" tir4A/ CHAIRMAN RESOLUTION NO. 150 SENDING REPRESENTATIVES TO NAHRO STATE CHAPTER MEETING IN HOT SPRINGS WHEREAS, the Arkansas Chapter of NAHRO is holding a conference in Hot Springs on March 28, 1974 and March 29, 1974, and; WHEREAS, much information generally derives from such meetings, and; WHEREAS, it behooves this agency to have representatives there; NOW, THEREFORE BE IT RESOLVED that the Fayetteville Housing Authority authorizes expenses for the personnel who are chosen to attend this conference.
