HomeMy WebLinkAbout1974-02-20 - Minutes - ArchiveMINUTES OF THE REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority met in Regular Session at 8:30 o'clock on Wednesday, February 20, 1974 in the office of the Housing #1 North Schodl Avenue, Fayetteville, Arkansas. Mr. Whillock, Chairman, called the meeting to order. On roll call the following members were present: Messrs: a.m., Authority, Commissioners Whillock, Morgan, Gould, Clinton and Underwood Absent: None Others: Robert Dugan, Bromo Wilson, David Faught, Pat Donat Mayor Purdy, Hugh Kincaid, Mr. Gardenhire, Mrs. Johnson and Emily Thompson, Legal Women Voters There being a quorum present, the following business was transacted. The Minutes of the Regular Meeting of January 16, 1974 was approved by motion of Mr. Gould and seconded by Mr. Clinton and carried unanimously. The Financial Report for the month of January was approved by motion of Mr. Gould and seconded by Mr. Clinton and carried unanimously. RESOLUTION NO. 146 RESOLUTION APPROVING TRIP TO NAHRO CONFERENCE ON RELOCATION IN CONNECTION WITH ARK. R-105 Mr: Dugan explained that the purpose of the trip in New Orleans is the going over of new legislation concerning relocation. It would be good for both the Relocation Officer and Executive Director to attend these meetings. Mr. Gould made the motion that the trip be approved and seconded by Mr. Underwood. AYES: Whillock, Gould, Morgan, Clinton and Underwood NAPES: None RESOLUTION NO. 147 RESOLUTION REAFFIRMING THE AMENDED FINDING OF FACT ON CONSTRUCTION OF HIGH-RISE BUILDING ARK 97-1 This resolution would reaffirm the amended finding of fact on construction of the High -Rise Building and the Board proposed reaffirming this amemndment in sending it back to HUD. Motion was made by Mr. Clinton and seconded by Mr. Morgan and carried unanimously. AYES: Whillock, Gould, Morgan, Clinton and Underwood NAPES: None RESOLUTION NO. 148 RESOLUTION AUTHORIZING_EXECUTION OF REUSE APPRASIAL CONTRACT David Faught reported that the contract was on four parcels, three residential and one business that would be disposed of. It would cost $125.00 for each appriasial. Motion was made by Mr. Gould and seconded by Mr. Clinton to accept Resolution No. 148. AYES: Whillock, Gould, Morgan, Clinton and Underwood NAPES: None RESOLUTION NO. 149 RESOLUTION APPROVING PLANS FOR PEDESTRIAN MALL IN CENTRAL SQUARE Mr. Whillock wanted the Board to discuss wether they wanted to accept the plans for the square. He said he believed that it would attract business and thinks other buildings would be built. He said he was in favor to accept the plans. It has been suggested that a sunken garden be built where the Federal Building is now. Mr. Underwood made the motion to accept the square plans and to have additional plans on the Central Plaza. It was seconded by Mr. Clinton. AYES: Whillock, Gould, Morgan, Clinton and Underwood NAPES: None There being no further business the meeting was ad J urned. fet4gik V-. IO «kms' SECRETARY CHAIRMAN RESOLUTION NO. 146 RESOLUTION APPROVING TRIP TO NAHRO CONFERENCE ON RELOCATION IN CONNECTION WITH ARK R-105 WHEREAS, NAHRO is holding a Relocation Conference in New Orleans on March 10, 1974, for the purpose of going over new legislation concerning relocation, and; WHEREAS, it is in the best interests of the Fayetteville Housing Authority to stay abreast of this new legislation; NOW THEREFORE BE IT RESOLVED BY THE COMMISSIONERS OF THE FAYETTEVILLE HOUSING AUTHORITY, that they authorize the Executive Director and Relocation Officer to go -to this conference to recap the benefits of this meeting. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS ATTEST: CHAIRMAN • RESOLUTION NO. 147 RESOLUTION REAFFIRMING THE AMENDED FINDING OF FACT ON CONSTRUCTION OF HIGH-RISE BUILDING ARK 97-1 WHEREAS, the Housing Authority has proposed recently an amended finding of fact concerning Brennan -Boyd Construc- t ion Company's overrun in days on the construction of the H igh -Rise (allowing a further extension of 111 days), and; WHEREAS, HUD, by its recent letter has concurred in this amendment to the extent of only eight days, and; WHEREAS, The Fayetteville Housing Authority commissioners still feel that the Findings should be revised to the 111 days as amended: NOW, THEREFORE BE IT RESOLVED that the Fayetteville Housing Authority goes on record with this resolution as ✓ eaffirming its position that the amended finding of fact as presented to HUD be accepted and presented to HUD once again for its concurrence. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS CHAIRMAN ATTEST: • • RESOLUTION NO. 148 RESOLUTION AUTHORIZING EXECUTION OF REUSE APPRAISAL CONTRACT WHEREAS, the Housing Authority of the City of Fayetteville, Arkansas, is now engaged in carrying out the Center Square Urban Renewal Project; and WHEREAS, the Department of Housing and Urban Development has requested the Authority to obtain additional reuse appraisals in conjunction with said project. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE AUTHORITY: 1. Mr. Pierce Adams is hereby accepted as a qualified appraiser. 2. The Chairman and Secretary are hereby authorized and instructed to enter into a contract with Mr. Pierce Adams for the appraisal of four parcels at $125 cash. ATTEST: SECRETARY THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS CHAIRMAN • • RESOLUTION NO. 149 RESOLUTION APPROVING PLANS FOR PEDESTRIAN MALL IN CENTRAL SQUARE WHEREAS, the Housing Authority of the City of Fayetteville, Arkansas has reviewed the plans•of the Urban Planning Corporation on the pedestrian mall; and WHEREAS, the Housing Authority finds these plans in essence to be acceptable; NOW, THEREFORE, BE IT RESOLVED THAT THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS direct the Urban Planning Corporation to proceed into final plans and specs, preparatory to taking bids in the near future.
