HomeMy WebLinkAbout1973-10-17 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met Regular Session at 8:30 o'clock A.M., on Wednesday, October 17, in the office of the Housing Authority, #1 North School Avenue, Arkansas. in 1973 Fayetteville, Mr. Whillock, Chairman, called the meeting to order. On roll call the following members were present: Messrs: Commissioners. Whillock, Gould, Clinton, Shelton Absent: Commissioner Morgan Others Present: Mr. Robert Dugan, Mr. David Faught; Mr. Bromo Wilson, Mr. Hugh Kincaid, Garland Melton, John Carpenter, Mayor Purdy, Pat Donat, Mrs. Mildred Crow and Mrs. Betty Williams, Earl Brown. There being a quorum present, the following business was transacted. The Minutes of the Regular Meeting of September 19, 1973 was approved by motion of Mr. Clinton and seconded by Mr. Shelton and carried unanimously. The Financial Report for the month of August was approved by motion of Mr. Gould and seconded by Mr. Clinton and carried unanimously. Mr. Earl Brown of Brown's Seed Store reported that he had no place to move and what he could find, the rent was to high for him to pay. He asked for an extension date for him to move. Mr. Shelton asked Mr. Brown if he would be willing to put a new front on the store and Mr. Brown replied that le would. No extension date was granted. Mrs Mildred Crow and Mrs. Betty Williams, who live near the family project on Willow Street reported to the Board that refuse and debris can be seen from the street. Mr. Dugan stated that he has tried to get the tenants personally to take care of their own yards. He also stated that an inspection was scheduled for the next week. An inspection sheet will be filled out on each apartment and letters would be sent to each tenant that needed to clean up their area. Mr. Dugan stated that a flame thrower had been purchased to burn grass and weeds in the area. Mr. Whillock stated that Mr. Dugan is doing all that he can at the present time • -2 - Members from the Downtown Fayetteville Group presented their plans on what they propose to do for downtown Fayetteville. Mr. John Carpenter, Architect from Dallas, Texas showed these plans, and requested that we take on four more parcels for redevelopment. These parcels are: (1) Sy Carnie property, East side of the square; (2) Williams property, Southside of the square, (3) Thomas property, (4) Wade Building, West side of the square The Board asked that Mr. Faught work out with Dr. Melton and present this at the next meeting. This was done by motion of Mr. Clinton and seconded by Mr. Gould. Mr. Dugan presented Resolution #137. It had been presented to the Board om August, but the budget was sent back due to the fact that they had no guidelines to go by. The Resolution is the same as the first one and will be a lower budget. RESOLUTION # 137 RESOLUTUION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE HOUSING AUTHORITY BUDGET TO HUD After discussion, Resolution #137 was adopted by motion of Mr. Gould and seconded by Mr. Clinton. AYES: Whillock, Gould, Shelton,Clinton NAYES: None There being no further business, the meeting was adjourned. APPROVED: ATTEST: SECRETARY CHAIRMAN • • RESOLUTION NO. 137 RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE HOUSING AUTHORITY BUDGET TO HUD Cfoif ,fl4 79—) RESOLVED, that the proposed expenditures referred in the budget for the Fayetteville Housing Authority ending September 30, 19745 are necessary in the efficient and economical operation o f the Housing Authority for the purpose of serving low-income families. RESOLVED, the financial plan as shown is reasonable because it indicates that all proposed changes and expenditures are consistent w ith the provisions of law and Annual Contribution Contract. Finally, that although the plan does reflect a subsidy for operation, the source of funds is adequate and the budget does not provide for Federal funds in excess of that payable under HUD circular 7475.12 dated November 28, 1972. NOW THEREFORE BE IT RESOLVED THAT the Board of Commissioners o f the Fayetteville Housing Authority adopt the proposed budget as attached. PASSED AND APPROVED THIS 17th DAY OF October , 1973.
