HomeMy WebLinkAbout1972-12-20 - Minutes - Archive04:1 90 OW MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in regular session at 10:00 A.M. on Wednesday, December 20, 1972, in the administration office of the Housing Authority, #1 North School Avenue, Fayetteville, Arkansas, On roll call the following members were present: Present: Whillock, Douglas, Baxter, and Gould Absent: Shelton Others Present: Ora Belle Rollow, David Faught, Bromo Wilson, Hugh Kincaid, Sophronia George, representatives from the League of Women's Voters and Charles Stewart The minutes of October 18, 1972, Regular Meeting, November 15, 1972, Regular Meeting (no quorum), November 17, 1972, Special Meeting, and December 4. 1972, Special Meeting, were approved by motion of Mr. Gould, seconded by Mr. Douglas and the motion carried unanimously. The financial reports for October and November were approved by motion of Mr. Gould, seconded by Mr, Douglas and the motion was carried unanimously, The Chairman presented Resolution No. 108, hereby attached for consideration. RESOLUTION NO, 108 RESOLUTION AUTHORIZING THE CHARGE OFF OF DELIQUENT RENTS OF FORMER TENANTS. Mrs. Rollow stated that after these deliquent rents had been charged off the books that they would be turned over to a collection agency. After this discussion, Stewart, Resolution #108 Adams was adopted by motion of Mr. Douglas, seconded by Mr. Gould and the vote recorded: AYES: Douglas, Baxter, Gould, and Whillock NAYS: NONE The Chairman declared the motion carried Charles Stewart, nephew of Mrs. Adams (owner of property in Urban Renewal Project), represented his aunt on her behalf in her dismay I I � . 2 - in the amount of money offered her for Parcel 17-A. Mrs. Adams was offered $9,850 less than the IRS apppraisal. Mr, Stewart asked for a third appraisal which Mr, Faught explained that we could not do and, therefore, our hands are tied and his only other alternative would be to go to court, David Faught advised McBride Distributing Company had requested a five foot side yard variance to construct a warehouse on Parcel 8-A in the Center Square Urban Renewal Project, Mr. Douglas made a motion the variance be allowed, Baxter seconded, and the motion passed unanimously. Mr. Douglas brought up the topic of the Confederate Cemetery Fence and that he had talked with Mrs, Mildred Lavendar concerning this matter. Mrs. Lavendar had inquired as to how far the fence would extend. After some discussion it was decided that the fence would extend to the street on the south. and on the north to our property line. Hugh Kincaid, the Authority's attorney, stated that there needs to be a written understanding on this matter. Mr, Douglas asked Mr. Faught to contact Mr. Warren Segraves per- taining to the acquisition of Parcel 17-H, Mr. Faught stated he was preparing a contract for second dis- position appraisals and would have it ready for board action at the next regular meeting, David Faught reported there was no apparent support for an elevated walkway on the south and east side of the square. Interest and support on the north and west side of the square was only nominal. UPC is being advised and instructed the elevated walkway is to be included only if it is essential to the success- ful completion of the project and can be constructed within the budgeted amount. Hugh Kincaid stated that Wonder State, Inc. was contacting their counsel today, December 20, 1972, concerning condemnation of Parcel 17-C. There being no further business the meeting was adjourned. RESOLUTION NO, 108 A Resolution of the Board of Commissioners of the Housing Authority of Fayetteville, Arkansas authorizing the charge off of delinquent rent of certain former tenants in the ARK. 97-1 Project for period September 1, 1971 to December 31, 1972, WHEREAS, in accordance with the Accounting Handbook RHM 7510.1, Chapter 3, Section 13, certain past due accounts of former tenants who are no longer occupying a dwelling unit in the ARK. 97-1 Low Rent Housing Project are considered uncollectable and all means of collections have been exhausted, and there is no reasonable prospect of collection of such delinquent rents and that the probable cost of further efforts to collect said rents would not be warranted; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF FAYETTEVILLE, THAT: 1. The rents in the amounts designated, due from the former tenants listed on the attached sheet are hereby authorized to be charged off. Passed and approved this day of V�) a�o v 1972.
