HomeMy WebLinkAbout1972-12-04 - Minutes - ArchiveMINUTES OF SPECIAL MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas, met in special session at 10:00 o'clock a.m. on Monday, December 4. 1972, at the Office of the Housing Authority, Fayetteville, Arkansas. In the absence of the Chairman, Mr. Whillock, the Vice Chairman, Mr. Shelton, called the meeting to order. On�r'oll call the following members were present: Messrs: Gould, Douglas and Shelton Absent: Whillock, and Baxter Others present: Ora Belle Rollow, David Faught, Bromo Wilson, and Hugh Kincaid. The Vice Chairman ordered that the following Waiver and Consent be spread upon the minutes: WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING We, the undersigned, do hereby accept notice of this SPECIAL Meeting, waiving any and all irregularities in the service of notice and do hereby consent and agree 40 that the Commissioners of the Housing Authority of Fayetteville, Arkansas at 10:00 o'clock a.m. on the 4th day of December, 1972, for the following purpose: To Consider & Adopt: 1. RESOLUTION ESTABLISHING FAIR MARKET VALUE FOR PARCEL 17-C 2, RESOLUTION AUTHORIZING CONDEMNATION PROCEEDINGS AGAINST CERTAIN PRO- PERTIES IN PROJECT ARK. R-1051 /s/ Carl S. Whillock /s/ J. W. Gould presented the following resolution hereby attached /s/ L. L. Baxter /s/ Ellis E. Shelton /s/ Hal C. Douglas There being a quorum present, the following business was transacted: The Vice Chairman presented the following resolution hereby attached for consideration. - 2 - 0 RESOLUTION #106 RESOLUTION ESTABLISHING FAIR MARKET VALUE FOR PARCEL 17-C After discussion Resolution #106 was adopted establishing the fair market value $67,000 by motion of Mr. Douglas seconded by Mr. Gould and the vote recorded: AYES: Douglas and Gould NAYS: Shelton The Vice Chairman thereupon declared the motion carried and Resolution #106 adopted by majority. The Vice Chairman presented the following resolution hereby attached for consideration. 30 days notice prior to initation RESOLUTION #107 RESOLUTION AUTHORIZING CONDEMNATION PROCEEDINGS AGAINST CERTAIN PROPERTIES IN PROJECT ARK,R-105 The Board instructed that the owners of Parcels 17-A and 28-G be given ten days notice and the owner of Parcel 17-C be given 30 days notice prior to initation of condemnation proceedings. After discussion Resolution #107 was- ' adopted by motion of Mr. Gould seconded by Mr. Douglas and the vote recorded: AYES: Douglas, Gould, and Shelton NAYS: NONE The Vice Chairman thereupon declared the motion carried and Resolution #107 was adopted unanimously, The Board instructed that a status report of all property scheduled for acquisition be available at the next regular meeting of the Board. After discussion regarding a request of HUD for additional development funds to cover the cost of removing dead trees from Sites A and B; constructing handrails on the steps at Site B; constructing cyclone fence on the property lines on Site B between Center and Rock Streets (not to exceed $1000); covering the elevator lobby of the High Rise; remodeling the skylight in the basement of the High Rise and installing doors at each El � 3 - entrance to the stairwells at the High Rise. The Executive Director is authorized to submit this request by motion of Mr, Douglas seconded by Mr, Gould and the vote recorded. AYES: Gould, Shelton, and Douglas NAYS: NONE The Vice Chairman thereupon declared the motion carried and adopted unanimously. There being no further business the meeting was adjourned. APPROVED: ATTEST: - �M A I - 0 I* 0 - RESOLUTION NO, 107 RESOLUTION AUTHORIZING CONDEMNATION PROCEEDINGS AGAINST CERTAIN PROPER- TIES IN PROJECT ARK. R-105 WHEREAS, the Housing Authority of the City of Fayetteville, Arkansas, is carrying out the Center Square Urban Renewal Project, No, ARK, R-105; and WHEREAS, the Urban Renewal Plan for said project authorizes the acquisition of certain properties; and WHEREAS, the Housing Authority has made every reasonable effort to acquire said properties by negotiation without success. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS: 1, That the Housing Authority is hereby authorized to initiate condemnation proceedings against the attached listing of properties. 2, That said proceedings shall be in accordance with all HUD regulations and State and Federal Laws. 3, That said condemnations shall be by quick taking procedure and posting of deposits with amount of the ac- quisition prior heretofore fixed by the Authority; provided concurrence by HUD shall first be obtained before instituting said quick taking procedure. i'� Passed and approved this �/ day of 1972, ATTEST: SECRETARY APPROVED: 6, 0 0 SCHEDULE OF PROPERTIES AUTHORIZED FOR CONDEMNATION BY RESOLUTION NO. 107 17—A — 33*700 17—C — 67s000 28-H - 70*240
