Housing Authority of
the City
of Fayetteville,
Arkansas met
in regular session at
10:00 a.m.
on Wednesday,
September 20,
1972, in the administration office
of the Housing
Authority, #1
North School Avenue,
Fayetteville,
Arkansas.
On roll call the following members were present:
Present: Shelton, Douglas and Gould
Absent: Baxter and Whillock I
Others Present: Ora Belle Rollow, David Faught,
Hugh Kincaid, Bromo Wilson, Dr, and
Mrs. Paddock and Representative of League
Women Voters,
In the absence of the Chairman, Mr, Ellis Shelton, Vice Chairman
presided. There being a quorum present, the following business
was transacted.
The minutes of August 16, Regular Meeting were approved by motion
of Mr. Gould, seconded by Mr, Douglas and the motion carried
unanimously.

Gould, seconded by Mr. Douglas and motion was carried unanimously,
The Vice Chairman presented Resolution #100, hereby attached for
consideration.

RESOLUTION APPROVING JOB DESCRIPTIONS OF LOCAL
AUTHORITY PERSONNEL.
After discussion, Resolution #100 was adopted by motion of Mr.
Douglas, seconded by Mr. GoQld and the vote recorded:
AYES: Douglas, Gould and Shelton
NAYS: NONE
The Vice Chairman declared the motion carried.
The Vice Chairman presented Resolution #101, hereby attached for
consideration.

RESOLUTION APPROVING MAINTENANCE WAGE RATE
DETERMINAT10N AND CHANGING THE EFFECTIVE DATE
TO COINCIDE WITH THE FISCAL YEAR.

After discussion, Resolution #101 was adopted by motion of Mr.
Gould, seconded by Mr. Douglas and the vote recorded:
AYES: Douglas, Gould, Shelton
NAYS: NONE
The Vice Chairman declared the motion carried.
Dr. and Mrs, Paddock advised the Authority they were intent on
maintaining ownership of their property within the Center Square
Project. After discussion of various alternatives, it was decided
the Paddocks should present a definite proposal for redevelopment
within 90 days,
There being no further business the meeting adjourned.

APPROVING JOB DESCRIPTIONS OF
LOCAL AUTHORITY PERSONNEL
WHEREAS, the Local Housing Authority deems
it beneficial to the smooth operation of ad-
ministrative affairs to provide job descriptions
for each of the administrative employees.
NOW, THEREFORE, BE IT RESOLVED BY THE
COMMISSIONERS OF THE HOUSING AUTHORITY OF THE
CITY OF FAYETTEVILLE:

JOB DESCRIPTION
SECRETARY
The secretary is directly responsible to the Executive Director and works
under the supervision of Staff Assistants as assigned. Her duties include,
but are not limited to, the typing of all general correspondence, payrolls,
reports, and financial statements, as required, In addition, she checks
statements for accuracy, maintains records and files in proper order, and
performs such other duties as may be assigned.

40 RELOCATION OFFICER
The Relocation Officer shall assume responsibility for all activities required
for carrying out a relocation program in connection with a HUD assisted housing
or renewal project,
He shall assist in the preparation of all reports, applications, and other
documentation as may be required from time to time. He shall render assist-
ance to project residents in accordance with the various Federal regulations
as may be in effect, and as directed by the Executive Director.
The Relocation Officer shall also assist in other phases of the projects as
may be assigned by the Executive Director.

The Rehabilitation Officer shall assume responsibility for all activities required
for carrying out a rehabilitation program in connection with a HUD assisted hous-
ing or renewal project,
He shall assist in the preparation of all reports, applications, and other docu-
mentation as may be required from time to time. He shall render assistance to
project residents in accordance with the various Federal regulations as may be
in effect, and as directed by the Executive Director.
The Rehabilitation Officer shall also assist in other phases of the projects as
may be assigned by the Executive Director, and shall collaborate with all city
officials in matters concerning city codes and property rehabilitation standards
of the Urban Renewal Plan,

JOB DESCRIPTION
ADMINISTRATIVE ASSISTANT NO, 1 - RAO
The Staff Assistant, Urban Renewal, is directly responsible to the Executive
Director in all matters pertaining to urban renewal, and, under his general
supervision, assists in all operations for the successful accomplishment of
the urban renewal program,
It is his responsibility to assist in the preparation of all Urban Renewal
project budgets by the Accountant; to be accountable for all reports required
by the Executive Director and by the Urban Renewal Administration; to prepare,
with the assistance of the Attorney, all personal service contracts, and to
oversee their execution and fulfillment; to make studies to determine the
availability of cash and non-cash grants-in-aid; to assist in planning, pro-
perty acquisition, relocation, demolition, site clearance, site improvement,
and land disposition, as they pertain to the Urban Renewal project; to assist
and advise personnel who may be assigned to duties relating to Urban Renewal;
and to perform such other duties as may be assigned by the Executive Director,

EXECUTIVE DIRECTOR
The
Executive Director is employed by
the Commissioners of the
Housing
Authority
and
is directly responsible to them for all business carried on
by the
Authority,
The
Executive Director also serves as
Secretary to the Board of
Commissioners.
As Secretary to the Board, the Executive Director is charged with the performance
of duties as set forth in the By -Laws of the Authority and performs such other
duties as required by the Board,
As Executive Director for the Authority, and with the support and concurrence of
the Commissioners, it is his duty to develop and direct an effective low -rent
housing program, and to promote and administer a progressive Urban Renewal pro-
gram. His specific duties include, but are not limited to, the guidance and
direction of those persons directly responsible to him for the execution of
these respective programs; the recommendation of a plan of operation, adminis-
trative policies, and organization and position charts to be adopted by the
Commissioners as a guide for the operation of the Authority; the hiring, in
accordance with the organization plan, of the necessary personnel to effectively
administer the respective programs; the maintenance of effective relations be-
tween the Authority and the public in all housing and renewal activities. In
this connection it is his responsibility to represent the Authority in all
matters concerning program problems and public relations, including addressing
local civic organizations to explain problems and objectives of the various
programs of the Authority, and to represent the Authority in all matters in-
volving contacts and contracts with Federal or local agencies.

ASSISTANT DIRECTOR
The Assistant Director is employed by the Executive Director with the consent of
the Board of Commissioners,
The Assistant Director is responsible for those duties specified by the Execu-
tive Director and the Board, and shall act in the Executive Director's behalf
during a prolonged period of absence.
The Assistant Director may be assigned specific responsibility for any of the
Executive Director's functions or may act in the capacity of assisting the
Director in carrying out all phases of the Authority's activities.

CONTROLLER
The Accountant is directly responsible to the Executive Director in all matters
pertaining to the fiscal and administrative policies of the Authority, and, under
the Executive Director's general supervision to direct and control all fiscal and
administrative operations,
It is his responsibility to establish, maintain, and control fiscal and admini-
strative records and procedures in accordance with recognized accounting and
auditing practices, to prepare all budgets and revisions with appropriate assist-
ance from the Executive Director and the Assistant Director; to initiate and
supervise the installation and maintenance of budget control methods; procedures
and records for proper cost control requirements, and inventory and property
accountability records; to represent the Authority in controlling purchases
by approval of purchase requests which have been initiated by the Housing and
Urban Renewal Divisions; to audit all payable statements prior to payment and
supervise the preparation of checks for the signatures of the Executive Direc-
tor and the Chairman of the Board; to audit low rent housing and urban renewal
project offices; to handle all tax and insurance matters for the Authority; and
to conduct investigations and handle special assignments for the Executive Dir-
ector.

RESOLUTION NO. 101
RESOLUTION APPROVING MAINTENANCE WAGE RATE
DETERMINATIONS AND CHANGING THE EFFECTIVE
DATE TO COINCIDE WITH THE FISCAL YEAR
WHEREAS, the Annual Contributions Contract entered into
between the Housing and Urban Development and the Fayetteville
Housing Authority requires that manual workers employed by the
Authority should be paid not less than the wages prevailing in
the locality, and;
WHEREAS, the Local Authority believes it would contribute
to the smooth management of fiscal affairs to change the October 1,
1972, and October 1, 1973.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF
THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE:
The effective date of the wage rates be changed as
follows:
Section 1: From June 16, 1972, to October 1. 1972.
Section 2: From June 16, 1973, to October 1. 1973.
