HomeMy WebLinkAbout1972-02-16 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas, met in regular session at 10:00 o'clock A.M., on Wednesday, February 16, 1972, in the office of the Housing Authority, 226 North Block Street, Fayetteville, Arkansas. Vice Chairman Ellis E. Shelton presided in the absence of Chairman Whillock. On roll call the following members were present: Messrs: Baxter, Gould, Douglas, and Shelton Absent: Whillock Others present: Ora Belle Rollow, David Faught, Wes Howell, Leona Benedict, Barbara Crook, Lois Fry, and a Group of Citizens from East Fayetteville headed by Bobby Morgan, Frank Powell, Robbie Blackburn, Diane Storay, et al. The Minutes of.the regular meeting of January 17, 197.2,, and special meeting of February 2, 1972, were approved by motion of Mr. Baxter, seconded by Mr. Gould and carried unanimously. The financial report for the month of January, was approved by motion of Mr. Baxter, seconded by Mr. Gould and carried unanimously. The Vice Chairman presented Resolution #84 (copy attached): RESOLUTION #84 ESTABLISHING REVISED INCOME ADMITTANCE INTO LOW - RENT PUBLIC HOUSING. After discussion, Resolution #84 was adopted by motion of Mr. Douglas, seconded by Mr. Gould and the vote recorded: AYES: Baxter, Gould, Douglas and Shelton NAYS: None The Vice Chairman thereupon declared the motion carried and Resolution adopted unanimously. The Vice Chairman presented Resolution #85 (copy attached): RESOLUTION #85 ADOPTING SCHEDULE OF AVERAGE SALES PRICES FOR STANDARD HOUSING IN LOCALITY, SCHEDULE OF AVERAGE • Page 2 ANNUAL GROSS RENTALS FOR STANDARD HOUSING IN LOCALITY, AND FIXED RELOCATION PAYMENTS SCHEDULE FOR CENTER SQUARE URBAN RENEWAL PROJECT ARK. R-105 After discussion, Resolution #85 was adopted by motion of Mr. Douglas, seconded by Mr. Gould and the vote recorded: AYES: Baxter, Gould, Douglas and Shelton NAYS: None The Vice Chairman thereupon declared the motion carried and Resolution adopted unanimously. Mr. Faught requested the approval of the employment of Mr. Bromo Wilson as Controller at an annual salary of $10,000. Mr. Douglas moved the proposal be approved, Mr. Shelton seconded the motion and the vote recorded: AYES: Baxter, Douglas, Shelton, and Gould NAYS: None The Vice Chairman thereupon declared the motion carried and approval • of Mr. Bromo Wilson's salary adopted unanimously. No action was taken on the contract with Urban Programming Corporation because a complete review by the Housing Authority Attorney has not been completed. The Executive Director reported that the unit at the High Rise which had been proposed for demonstration of acceptability of installation of carpets and draperies was not ready for inspection. The group of Citizens representing East Fayetteville and tenants of the Housing development presented the protest for having been billed for excess use of electricity for the quarter ending December 31, 1971. It was pointed out to them that this provision was included in their lease contract which was signed by each tenant and that the Housing Authority was limited by mandate from HUD as to the amount of each apartment. Very little discussion ensued. The group were more concerned about the restriction by Public Health, City of Fayette- ville, and the Housing Authority from serving breakfast in the Community Building on a continuing basis to approximately a dozen children. The Public Health Director had advised them to cease this operation immediately The City Manager agreed to meet with repre- sentatives of the Group after he had been in touch with the avail- ability food service for young children by the local school system; the local Health Department; the Washington Country Welfare Depart- ment and a qualified nutrienist. The Manager pointed out that the City was in no position to spend the required amount of money it would take to bring the facility up to Public Health standards for public food service even if the Housing Authority agreed to the alteration. • Page 3 The responsibility of Community Services to be conducted in the Community facility provided by the Housing Authority and where this food service was being conducted is vested in the City of Fayetteville by formal agreement with the Housing Authority. The Group agreed to meet with the City and the above agencies. There being no further business the meeting was adjourned. ATTEST: • 0 Secretary APPROVED: i :c VIC CHAIRMAN 6 • 0 RESOLUTION # 84 RESOLUTION ESTABLISHING REVISED INCOME LIMITS FOR ADMITTANCE INTO LOW -RENT PUBLIC HOUSING WHEREAS, the Department of Housing and Urban Development has determined the "base income limits" for admission to low -rent public housing in Fayetteville, Arkan- sas are below the acceptable limits; and WHEREAS, the Housing Authority of the City of Fayetteville concurs in said finding; and WHEREAS, the Authority has been authorized to adopt new income limits. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS. 1. That the New Income Limits, a copy of which is attached hereto, is hereby adopted. 2. That there shall beano change in the de- finition of net family income or in the policies relating to exemption and deduc- tions. WHEREAS, the rules and regulations prescribed by the Federal Government pursuant to Title I require that the conditions under which the Housing Authority of the City of Fayetteville, Arkansas, will make Relocation Payments in connection with the ARK R-105 Urban Renewal Project con- templated by the application and the Schedules of Average Annual Sales and Rental Prices in the Locality to determine the amount of the Replacement Housing Payment, Additional Relocation Payments, and Fixed Relocation Payments be for- mally approved by the Governing Body of the Housing Authority of the City of Fayetteville, Arkansas; and WHEREAS, there was presented to this meeting of the Governing Body of the Housing Authority of the City of Fayetteville, Arkansas, for its consideration and approval a Schedule of Average Sales Prices for Standard Housing in • Locality, Schedule of Average Annual Gross Rentals for Standard Housing Housing in Locality, and Fixed Relocation Payments Schedule, each dated February 16, 1972, for the ARK R-105 Urban Renewal Project contemplated by the application; and WHEREAS, the aforementioned schedules were review- ed and considered at the meeting: NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS: 1. That the Schedule of Average Sales Prices for Standard Housing in Locality attached hereto as Exhibit "A" is hereby in all respects approved. 2. That the Schedule of Average Annual Gross Rentals for Standard Housing in Locality attached hereto as Exhibit "B" is hereby in all respects approved. 3. That the Fixed Relocation Payments Schedule attached hereto as Exhibit "C" is hereby in all respects approved. • 6 4. That the Executive Director is hereby authorized and directed to approve all eligible claims within the limits set forth in the aforementioned schedules.
