OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas, met
in regular session at 10:00 o'clock A. M., on Wednesday, July 21,
1971, in the office of the Housing Authority, 226 N. Block Street,
Fayetteville, Arkansas.
On roll call the following members were present:
Messrs: Whillock, Shelton, Douglass and Baxter
Absent: Gould
Also Present: David Faught, Ora Belle Rollow, David Horne,
Warren Segraves, George Karseboom, Sheryl
Campbell, Lois Fry, Barbra Crook and Ralph
Hayes
There being a quorum present, the following business was transacted.
The minutes of the regular meeting of June 16, 1971, were approved
by motion of Mr. Douglass, seconded by Mr. Baxter and carried
unanimously.
. The financial report for the month of June, was approved by motion
of Mr. Baxter, seconded by Mr. Douglass and carried unanimously.
George Karseboom, Area Office Representative, discussed the steps
involved of development of low -rent housing by Turn -Key or Leased
Housing method. His presentation was followed by a general question
and answer period, which clearified many points and served as a
guide as to which method of development would be adopted by the Housing
Authority, when the requested Reservation for Dwelling Units has been
approved by HUD. Mr. Karseboom, advised the Authority that all present
request for Program Reservations have been returned to local authorities
for added data and resubmission.
Warren Segraves, Architect, reported that no special problems exist in
the construction of our present development and he expects Sites A &
B, to be ready by October, and Site J, by January.
Discussion of policy on admittance of students, was postponed until a
later Board Meeting of the Authority.
Announcement was made of the employment of Mr. Norman Bennett, as Clerk
of the Works, on July 21, 1971. Mr. Thomas Tucker, was also employed
as a Mechanical Inspector, as of the same date.

David Faught, reported that we have been advised the review of our
Part I Loan & Grant Application has been made, with the exception of
Finance, and the deficiences found are being forwarded to us along
with the Loan & Grant folders for corrections.
In response to Mr. Shelton's expressed concern about allegations
which have been made concerning poor construction and the use of
inferior materials on Site B, Mr. Hayes, stated that because of his
knowledge of construction methods and materials, that he had personally
made a close inspection of the development and found no evidence to
support the above allegations.
The meeting was adjourned in order to permit those present to visit
the Housing Sites under construction.
