HomeMy WebLinkAbout1971-05-19 - Minutes - Archive• MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas, met in regular session at 10:00 o'clock A. M., on Wednesday, May 19, 1971, in the office of the Housing Authority, 226 North Block Street, Fayetteville, Arkansas. On roll call the following members were present: Messrs: Gould, Douglass and Whillock Absent: Baxter and Shelton Also present: Hugh Kincaid, Wesley Howe, Warren Seagraves, David Faught and Ora Belle Rollow There being a quorum present, the following business was trans- acted: The minutes of the Regular Meeting of April 21, 1971, were approved by motion of Mr. Gould, seconded by Mr. Douglass and carried unanimously. The financial report for the month of April, was approved by • motion of Mr. Douglass, seconded by Mr. Gould and carried unanimously. The Chairman introduced Resolution #61 (copy attached): RESOLUTION ADOPTING SCHEDULE OF AVERAGE SALES PRICES FOR STANDARD HOUSING IN LOCALITY, SCHEDULE OF AVERAGE ANNUAL GROSS RENTALS FOR STANDARD HOUSING IN LOCALITY, AND FIXED RELOCATION PAYMENTS SCHEDULE FOR CENTER SQUARE URBAN RENEWAL PROJECT ARK R-105• After discussion, Resolution #61 was adopted by motion of Mr. Gould, seconded by Mr. Douglass and the vote recorded: AYES: Whillock, Gould and Douglass Nays: None The Chairman thereupon declared the motion carried and Resolution adopted unanimously. The Chairman introduced Resolution #62 (copy attached): RESOLUTION APPOINTING A PROJECT AREA COMMITTEE FOR THE CENTER SQUARE URBAN RENEWAL PROJECT. • 0 After discussion and the following Committee appointed: Warren Seagraves, John Sugg, Richard Walden, George Tharel, James L. Herrin, Mrs. Billie Head, Mrs. Pauline Cory Price, Mrs. Dora Hannah, Mrs. Mable Horton and Olin Wages, the Resolution #62 was adopted by motion of Mr. Douglass, seconded by Mr. Gould and the vote recorded: AYES: Whillock, Gould and Douglass NAYS: None Warren Seagraves, reported on the progress of the housing construction. Site "J" is expected to be completed by November, Site "A" by July, Site "B" by August. City Manager, Wesley Howe, reported that the City Attorney was drawing up a petition for an Improvement District on Site "A" for street improvements on the following: Paving of Stone to Sang Street, Lewis to Highway #62, Mitchell to Western boundary of Site "A", approximately 410 feet. • He stated that some trouble had been encountered in setting up an Improvement District on Center, Rock and Willow, boundaries of Site "B, but the City Attorney is working on it. David Faught, reported that the Part I Loan and Grant Applica- tion was being reviewed in the Area Office in Little Rock and from all reports only minor deficiences have been found. David Faught, was approved to represent the Housing Authority of the City of Fayetteville, at the Regional Meeting of NAHRO, June 6, 7, and 8, 1971, to be held in Denver, Colorado. There being no further business the meeting adjourned. ATTEST: SECRETARY k12JABIT11171 -2- 4 RESOLUTIONN' 61 RESOLUTION ADOPTING SCHEDULE OF AVERAGE SALES PRICES FOR STANDARD HOUSING IN LOCALITY, SCHEDULE OF AVERAGE ANNUAL GROSS RENTALS FOR STANDARD HOUSING IN LOCALITY, AND FIXED RELOCATION PAYMENTS SCHEDULE FOR CENTER SQUARE URBAN RENEWAL PROJECT ARK R-105. WHEREAS, the rules and regulations prescribed by the Federal Government pursuant to Title I require that the conditions under which the Housing Authority of the City of Fayetteville, Arkansas, will make Relocation Payments in connection with the ARK R-105 Urban Renewal Project contemplated by the application and the Schedules of Average Annual Sales and Rental Prices in the Locality to determine the amount of the Replacement Housing Payment, Additional Relocation Payments, and Fixed Relocation Payments be formally ap- proved by the Governing Body of the Housing Authority of the City of Fayetteville, Arkansas; and WHEREAS, there was presented to this meeting of the Governing Body of the Housing Authority of the City of Fayetteville, Arkansas, for its consideration and approval a Schedule of Average Sales Prices for Standard Housing in Locality, Schedule of Average Annual Gross Rentals for Standard Housing in Locality, and Fixed Relocation Payments Schedule, each dated May 19, 1971 for the ARK R-105 Urban Renewal Project contemplated by the application; and WHEREAS, the aforementioned schedules were reviewed and considered at the meeting: NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS: That the Schedule of Average Sales Prices for Standard Housing in Locality attached hereto as Exhibit "A" is hereby in all respects approved. That the Schedule of Average Annual Gross Rentals for Standard Housing in Locality attached hereto as Exhibit "B" is hereby in all respects approved. That the Fixed Relocation Payments Schedule attached hereto as Exhibit "C" is hereby in all respects approved. 4. That the Executive Director is hereby authorized and directed to approve all eligible claims within the limits set forth in the aforementioned schedules. • PASSED and APPROVED this 19 day of May , 1971. ATTEST: // ,4 ,4�1D.�e2 SECRETARY 0 RESOLUTION NO. 62 RESOLUTION APPOINTING A PROJECT AREA COMMITTEE FOR THE CENTER SQUARE URBAN RENEWAL PROJECT WHEREAS, it is required by the Department of Housing and Urban Development that the citizens of an urban renewal project area par- ticipate in the decision making processes affecting the project, and WHEREAS, the Housing Authority of the City of Fayetteville, Arkansas recognizes the need of a Project Area Committee. NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE: Section']. That the attached list of persons is hereby recognized as the Project Area Committee for the Center Square Urban Renewal Project. • Section 2.
