MINUTES
OF
REGULAR
MEETING OF THE
HOUSING AUTHORITY
OF
THE CITY
OF FAYETTEVILLE, ARK,
The Housing Authority of the City of Fayetteville, Arkansas
met in regular session at 10:00 o'clock A.M. on Wednesday,
October 21, 1970, in the Director's Room of the City
Administration Building,
The Meeting was called to order by the Chairman and on roll
call the following members were present:
Messrs: Whillock, Shelton, Baxter & Douglas.
Absent: Gould
Others Present: Hugh Kincaid, Michael L. McDowell
and Ora Belle Rollow.
The Minutes of the meeting of September 16, 1970 were approved
by motion of Mr. Douglas, seconded by Mr. Baxter, and carried
unanimously.
• The Financial Report for the month of September, 1970, was
approved by motion of Mr. Shelton, seconded by Mr. Douglas,
and carried unanimously.
Hugh Kincaid, Attorney, presented a Lease Agreement for
consideration and approval for the Housing Authority Office
at 226 N. Block. Mr. Shelton moved that the Lease be approv-
ed, Mr. Baxter seconded the motion, and carried unanimously.
The Executive Director reported on construction of Public
Housing dwellings. Construction on Sites A & B are on
schedule, but Site J is at least 30 days behind schedule.
Mike McDowell, Assistant Executive Director, reported on
Urban Renewal. The Board approved reproduction of a pamphlet
explaining Urban Renewal on motion of Mr. Douglas, seconded
by Mr. Shelton, and carried unanimously.
It was also reported that Frank Ruder was in town last week.
Urban Programming Corporation is continuing their surveys
of the Project Area and the Planning seems to be moving
according to schedule, at this time.
The Board was advised there would be a brief informal meet-
ing with Area Office Officials next week in Little Rock, to
clear up several questions.

The appointment of a Project Area Committee was discussed
and will be considered in more detail after the completion
of the Social Survey.
A possible change in the Project Boundary was also discussed.
This change would take into the Project Area the Public Hous-
ing site and Mountain Street from Church to West.
The Proclaimer Procedures now being instituted by HUD was
also discussed. This procedure will permit LPA's to carry
on many activities and certify that they have been done in
accordance with the rules and regulations of HUD, as well
as Federal and State laws, rather than the time consuming
submission of proposed activities to the Regional Office
for approval.
There being no further business, the meeting was adjourned.
