APRIL 15, 1970
The Housing Authority of the City of Fayetteville, Arkansas
met in regular session Wednesday, April 15, 1970 at 10:00 A.M.
in the Director's Room of the Administration Building.
Present: Com^aissioners Whillock-Gould - Douglas - :Baxter
Absent: Commissioner Shelton
Others: Hugh Kincaid -Warren Segraves - Ernest Jacks, Wesley Howe
and Ora Belle Rollow
The minutes of March 18 and 26 1970 were approved by motion of
Mr. Gould, seconded by Mr. Baxter and carried unanimously.
The financial report was approved by motion by Mr. Douglas, second-
ed by Mr. Gould and carried unanimously.
The Chairman introduced Resolution No. 39 - "A RESOLUTION AUTHORI-
ZING AND DIRECTING SUBMISSION OF APPLICATION FOR A LOW RENT HOUSING
PROGRAM OF 100 UNITS"
After discussion the resolution was adopted by motion of Mr.Douglas
seconded by Mr. Baxter and the vote recorded:
Ayes: Whillock, Baxter, Douglas, Gould
Nayes: None

The Chairman introduced resolution No.40 - A RESOLUTION APPROVING
COOPERATION AGREEMENT WITH THE CITY OF FAYETTEVILLE, ARKANSAS"
After discussion the.resolution was adopted by motion of Mr. Douglas
seconded by Mr. Gould and the vote recorded:
Ayes: Whillock, Baxter, Douglas, Gould
Nayes: None
Motion carried unanimously
Mr. Jacks and Mr. Segraves presented a request for the Board of
Commissioners to consider a problem which has arisen in the
computation of the Architects Fee Schedule. It has been prepared
several times at the direction of the REgional Office of HUD. In
anticipation of this request the Housing Authority asked the attor-
ney to study the Compensation Schedule appearing in the Architects
Contract and to render an opinion of his interpretation. The board
also asked Mr. Gould who is a CPA and member of the Board to render
a computation according to his interpretations of the directions
in the contract.
Mr. Baxter moved that these reports from the attorney and Mr.Gould
be submitted with the latest computation by the Architects with a
request that the Regional Office of Housing Assistance take them
into consideration for approval of the Architects Fee Schedule.
Mr. Douglas seconded the motion and the vote recorded:

Motion carried unanimously.
The Chairman read a letter from Mr. James Vizzier regarding his
request that some means be worked out whereby he would be compen-..
sated for work done in submission of a GNRP application for an Urban
Renewal Planning Grant.
After discussion Mr. Douglas moved that the Housing Authority
Commissioners recommend to the City Board of Directors that Mr.
Dizzier be compensated for this work if some means could be found
to do so. because there was a moral obligation involved and it was
hoped that some way could be found. Mr. Gould seconded the motion
ands the vote recorded:

The Chairman announced that the Authority was scheduled to participate
in the Chamber of Commerce "DIALOGUE 70" program on April 20th at
noon at the Flame Room and urged them to attend if possible.
No fuither business the meeting was adjourned.
