NOTICE OF SPECIAL MEETING
TO THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY
OF FAYETTEVILLE, ARKANSAS:
You are hereby notified that the Commissioners of the
Housing Authority of the City of Fayetteville, Arkansas
are called to meet'. in special session at 2:30 o'clock,P.M.
on March 26, 1970, in the Directors Room of the City
Administration Building in the City of Fayetteville, Arkansas
• for the following purposes:
1) To receive and open bids for the general
construction of Project Nbz..ARK.97-1.
2) To*propose to award the construction contract
to the low bidder subject to HUD approval and
to authorize its execution, upon HUD approval.

The Chairman ordered that the follrn;ing Waiver and Consent
be spread upon the Minutes:

HOUSING AUTHORITY OF THE CITY OF

The Commissioners of the Housing Authority of the City of
Fayetteville, Arkansas met in special session at the Administration
Building located at 101 West Mountain in the Directors Room, at
2:30 o'clock P.M. on March 26, 1970.
The meeting was called to order by the Chairman and upon roll call
those present and absent were as follows:
Present: Commissioners Whillock-Shelton-Baxter-Gould-Douglas
Absent: None
There were also

The NOTICE OF SPECIAL MEETING and the CERTIFICATE AS TO SERVICE
OF NOTICE OF SPECIAL MEETING were read and ordered spread upon
the minutes of this special meeting and filed for record.
NOTICE OF SPECIAL MEETING
TO THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
• You are hereby notified that the Commissioners of the Housing
Authority of the City of Fayetteville, Arkansas are called to meet
in special session at 2:30 P.M. on March 26, 1970, at the office of
City Administration Building in the City of Fayetteville, for the
purposes:
1) To receive and open bids for the general construction
of Project No. ARK -97-1
2) To propose to award the construction contract to the
low bidder supject to HUD approval and to authorize
its execution, upon HUD approval.

NOTICE OF SPECIAL MEETING

of Fayetteville, Arkansas, da hereby certify that on the 23rd day of
March, 1970, I mailed a copy of the foregoing Notice of Special Meet-
ing to each of the Commissioners of the Hosuing Authority of the City
• df Fayetteville, Arkansas, postage prepaid and addressed to each of
them at their respective businesses or home addresses.

CONSENT TO MEETING
We, the undersigned Commissioners of the Housing Authority of the
feCity of Fayetteville, Arkansas, hereby accept service of the fore-
going notice of special meeting and consent and agree that said Auth-
ority shall meet at the time and place therein mentioned, and for
the purposes therein stated.

There being a quorum present and the meeting being duly convened
the following business transacted:
The Chairman announced that the hour of 2:30 P.M. had arrived
and that such was the time designated for the opening of the bids
for the construction of the housing project known as Project No.
ARK -97-1, pursuant tothe Invitation for Bids theretofore advertised
and publicized by the Authority. Thereupon in the presence of a large
number of persons who were attending the meeting, the bids were received
opened, read aloud and tabulated as follows:

• Upon examination of all bids it was determined that the biddsof Rayco„
Kelly-Nelaon and Brennan -Boyd were the three lowest bids and the
Attorney and ARchitects of the Authority were each requested to examine
these bids in detail. See attached tabulation of these bids.
Mr. Kincaid, Attorney, announced that each of the three low bids afore-
mentionad was in his opinion legal and valid and in strict conformity
with applicable requirements.
Mr. Segraves, of the architectural firm of Warren Segraves andErnest
E. Jacks, Associates, announced that after giving due consideration to
the financial responsibility of the bidders and to the compliance of
the bids to the plans and specifications contained in the Invitation
for Bids, it was his recommendation that the bids of Brennan -Boyd and
Kelly -Nelson be accepted as the lowest and best bids. Mr. Segraves
further stated that he would reduce that recommendation to writing and
submit same in the form of a letter to the Authority forthwith.
The following resolution was introduced by Commissioner Whillock, read
in full and considered:
RESOLUTION NO. 38
RESOLUTION AUTHORIZING THE PROPOSAL OF THE
AWARD TO THE LOW BIDDER SUBJECT TO HUD APPROVAL
• AND PROVISION FOR THE EXECUTION OF THE CONSTRUCTION
CONTRACT UPON HUD APPROVAL.
WHEREAS,there has been no disapproval of the project of the local
governing body of the community or by referendum of the voters of
the community;and
WHEREAS, the Commissioners of the Housing Authority of the City
of Fayetteville, Arkansas (herein called the "Housing Authority")
have received sealed bids for the construction of Project No. ARK -
97 -1, which bids have been opened, tabulated, and found to be in
proper form; and
WHEREAS, the Architect has recommended the acceptance of the bids
of Brennan -Boyd and Kelly=Nelson as the lowest and best bids and the
Attorney has found the said bids to be in legal form:
NOW,THEREFORE, BE IT RESOLVED by the Commissioners of the Housing
Authority of the City of Fayetteville, Arkansas:
Section 1. Brennan -Boyd and Kelly Nelson are apparent responsible
low bidders and the low bid is in the amount of $3,188,800.
Section 2. The Housing Authority recommends to the Department of
Housing and Urban Development (herein called "HUD") that approval be
given for the award of the contract to the apparent responsible
low bidders.
Section 3. Upon receipt of the written concurrence of HUD in the
awar a the Chairman is hereby authorized to notify the low bidders
in writing of the award and set the date and time for execution of
• the contract, and (b) said Chairman is also directed and authorized
to execute the contract and the Executive Director is hereby authorized
and directed to impress and attest the official seal on each contract
and to forward it to HUD, together with such other documents relative
to its approval, as may be required by HUD.
Section 4. That Ora Belle Rollow is hereby appointed to serve as
Contracting Officer for the construction of the Project for the
Housing Authority. The Contracting Officer is also delegated the
authority to execute any and all change orders, supplemental agreements
(limited by the policies, rules and procedures as set forth by HUD)
affecting the main contruction contract as approved in Section 3.
Commissioner Gould moved that the foregoing resolution be adopted as
introduced and read, which motion was seconded by Commissioner
Douglas, and upon roll call lthe "AYES" and "NAYES" were as follows:
AYES: Commissioners Shelton - Doulgas - Gould - Baxter - Whillock
NAYES: None.
The Chairman thereupon declared said motion carried and said resolution
adopted. The Chairman suggested that the entire matter be submitted
to the Fort Worth office of HUD for its approval, at which time the
formal contract should then be executed.
. There being no further business to come before the meeting, Commissioner
Douglas moved that the meeting adjourn, which motion was duly seconded
by Commissioner Shelton, and carried by unanimous vote.
